LAWS

CIVICS
Chapter 4.
Oh ! I am much curious.
What are laws ? How laws
are changed and why?
Are laws same for all ?
Please tell me about it.
Ok, I will clear your
doubt. So, now lets
study about law
briefly.

In this chapter we will learn about:
Do laws apply to all?
How do new laws come about?
Unpopular and controversial laws
What should we as citizens do
under such circumstances?

What does rule of law means?
Control as per the law.
OR
Governing as per the law.
We will discuss all the points one-by-one .

Do laws apply to all?
 Yes, all are equal before law.
 The law cannot discriminate anyone on basis
of religion, caste and gender.
 If he/she is rich, poor, minister, president .
He/She is equal before law.
MINISTER PRESIDENT
RICH POOR

 Because of ‘SEDITION act’ of 1870 , Indian
nationalists forced britishers to include equality
And ideas of justice into set of rules.
 Like this today also every year new
laws are passed.
 Now question is raised How do people come
to think and propose that a new law is
necessary?
 Reason for including law of equality:

How do new laws come about?
 When problems are faced by people they
raise the need for a particular law through
media like TV channels, newspapers.
 The citizens play a crucial role in coming
of a new law.
Give us our
rights……
We want it

 What is the procedure of coming of a
new law ?
 When people feel there is a need of law they
go to an organization.
 Then several organizations discuss on the
complaint and then prepare a draft of laws.
 The draft is then sent to minister. He
introduces the law . Then voting of several
ministers of Lok sabha takes place.

 What is the procedure of coming of a
new law ?
 If it is approved by Lok sabha , it is send to
committee 1 for further procedures.
 Also if it is getting approval by committee 1 .
It is then sent to Rajya sabha , here ministers
vote again.
Rajya sabha

 What is the procedure of coming of a
new law ?
 Approved bill is sent to committee 2 . After
approval , it goes to President and if President
approves it . Then , the new law is introduced in
society.

Unpopular and controversial law:
 Parliament passes new laws every year that
may be UNPOPULAR
 Controversial law : Some of this laws may
be unacceptable to people because they could
feel Law as unfair and harmful . So , they
might criticise this law and when a large
number of people criticise a law, it changes. If
any law is not in favour of any group &
ignores the other, it is controversial law.

 As, citizens play crucial role in
electing their representatives .They also
play a crucial role in helping parliament
perform its representative functioning
properly.
 So , citizens of a democratic country
like India must be aware of their
rights.
