This Strategic Brief, prepared for UNIDO, the African Union (AU), and IDDA IV Stakeholders, proposes the 6-Year Foundational Security Finance Plan (2026–2031). The plan advocates that the Industrial Development Decade for Africa (IDDA IV, 2026–2035) should serve as the launch platform for Africa-led planetary regeneration and the Fifth Industrial Revolution (5IR).
The central mechanism of this proposal is a "bold, global experiment" to redirect global military budgets, which exceeded $2.4 trillion in 2024, toward productive peace infrastructure.
This reallocation would begin at 1% in 2026 and double annually, reaching 32% by 2031. This approach is designed to address the root causes of insecurity, such as poverty, inequality, and climate collapse, rather than just their symptoms.
The plan calls for convening a Task Force (including UNIDO, AU, and AfDB) and mobilizing investment by blending these security reallocations with development finance and private-sector capital.
The reallocated funds would support Centres of Regenerative Excellence (CoREs) and pilot bioregional budgeting and governance systems based on the watershed level.
The brief concludes by inviting global partners to endorse this plan as the turning point from extraction to regeneration, with a global decision point scheduled for 2031.

1. Executive Summary: A Global Financing Experiment for
Peace & Regeneration
We propose that IDDA IV (2026–2035) be more than a decade of industrialization: let it become
the launch platform for Africa-led planetary regeneration and the Fifth Industrial
Revolution (5IR).
At the heart of this proposal is the 6-Year Foundational Security Finance Plan
(2026–2031) — a bold, global experiment to reallocate a fraction of global security budgets
toward productive peace infrastructure:
Year 1 (2026): Redirect 1% of global military budgets toward peace & regeneration.
Each year doubles: 2% → 4% → 8% → 16% → 32% by 2031.
Global decision point (2031): Citizens decide whether to continue investing in peace or
revert to the old model.

Regeneration
Africa is uniquely positioned to lead this global leap:
Eco-Cultural Sovereignty: Protecting and regenerating bioregions, honoring
Indigenous knowledge systems.
Green Jobs AI Can’t Replace: Scaling climate-smart agriculture, watershed
restoration, circular economies.
gLocalized Innovation Hubs: Community-owned data, energy, and AI systems for
underserved regions.
Pluralism & Cultural Leadership: Offering a model of inclusive, dignified
development for all peoples.
IDDA IV can serve as the catalyst for a planetary shift — integrating Fourth Industrial
Revolution tools (digitalization, AI, automation) with 5IR goals of regeneration,
intergenerational knowledge, and ecological stewardship.
3. Proposed Actions
1. Convene a Task Force: UNIDO + AU + AfDB + AfroChampions + UnityNet to design
and pilot the 6-Year Finance Plan.
2. Establish Centres of Regenerative Excellence (CoREs): Regional pilots integrating
green skills, circular economy, and bioregional planning.
3. Mobilize Investment: Blend security reallocations, development finance, diaspora
capital, and private-sector co-investment.
4. Create a Monitoring & Learning Platform: Share results globally to inspire
replication.
4. Implementation Framework: Bioregional Planning &
Federated Governance
Rather than thinking only in terms of countries, we recommend planning at the watershed
and bioregion level — natural units of governance where people can manage land, water,
and resources collectively.
One #StoryPOD per 1,000 people: Community storytelling + education hubs.
Local Energy & Data Sovereignty: Solar microgrids + federated AI systems.
Interconnected CoRE Network: Sharing best practices across Africa and beyond.
This model empowers local communities while allowing regional and global federations to
coordinate, ensuring coherence with Agenda 2063, SDGs, and peacebuilding frameworks.
