The very first Chairman of the Election Commission of India was Sukumar Sen. He was
appointed to the position of Chief Election Commissioner from March 21, 1950, to
December 19, 1958.
The veteran Election Commissioner Sukumar Sen had to face many problems while

Sukumar Sen at first had to lay the groundwork for the
right from its organizational structure to its operations. This entailed the election of
machinery, the assignment of roles to the workers, and the administration that made
coordination among the stakeholders easier with an effective and efficient mode of
communication.
The most difficult part of all was to build an extremely detailed and correct voter
registration system. Sen needed to find ways to get all the eligible people to register,
eliminate any double entries, and ensure the inclusion of marginalized sections of society.
Early on, he has the risk of not being able to complete the electoral lists as he had to pass
through the steps of such operations as verifying the voter's details, removing the names
from the deceased, and addressing the problems of someone registering more than once
or giving wrong information to the ECI.
Sen, who was a central part of the process from personnel arrangements to the time of the
system's implementation, used various initiatives to ensure that transparent and fair
elections would be conducted. This includes the introduction of the use of ballot papers,
the location of polling booths, & establishing the measures for preventing vote
manipulations like booth capturing & voter intimidation.
The primary task for him was to create an understanding of the various roles of the voter
and the essential contributions they make for a properly running democracy and election
process, thus, a voter could get a better understanding of a public issue.
