mainobjectiveofEIAistoprovidedecision-makerswithacomprehensive
understanding of the environmental impacts of a proposed project.
Theprocessinvolvescollectingandanalyzingdataontheexistingenvironmentandthe
potentialimpactsoftheproposedproject.EnvironmentalImpactAssessmentincludes
assessingtheimpactsonairquality,waterquality,soilquality,biodiversity,human
health, and cultural heritage, among other things.

History of EIA in India
In1978,UndertheEnvironmentalProtectionAct(EPA),EnvironmentalImpact
Assessment(EIA)wasfirstintroducedinIndia.TheEPAwascreatedinresponseto
growingconcernsoverthedegradationoftheenvironmentandtheneedforregulatory
measurestoprotectit.TheEPAestablishedaframeworkfortheregulationof
environmentalpollution,andtheEIAprocesswasintroducedasakeycomponentofthis
framework.
ThefirstEIAnotification wasissuedbytheMinistryofEnvironmentandForests(MoEF)
in1994.ThisnoticemandatedthattheMoEFmustobtainenvironmentclearance(EC)
beforeanyoftheprojectsspecified inScheduleIandIIofthenotification couldbe
implemented.Thenotification establishedtheEIAprocessasamandatoryrequirement
forcertaintypesofprojects,anditprovidedguidelinesforconductinganEIAandforthe
review and approval of EC applications.
Overtheyears,theEIAprocessinIndiahasevolvedandbeenrefinedthroughaseriesof
amendmentstothenotification. In2006,thenotification wasamendedtoincludeanew
categoryofprojectsknownasCategoryBprojects,whichweresubjecttoastreamlined
EIA process that was less rigorous than the process for Category A projects.

In2020,theMoEFproposedanewdraftEIAnotification thatwouldreplacetheexisting
notification. Theproposednotification hasbeencontroversial,withsomestakeholders
expressingconcernthatitwouldweakenenvironmentalprotectionsandreduce
opportunities for public participation in the EIA process.
