The city of Palu faces ongoing waste management issues that pose significant health and environmental risks. As the population and its activities grow, the volume of waste continues to rise. Diverse consumption patterns generate varied waste types, necessitating significant costs and large areas for disposal. Improperly managed waste poses threats to health and the environment. Effective waste management is essential to mitigate these risks and harness the economic potential of waste as a resource. The City of Palu , recognizing the detrimental impact of unmanaged waste, has implemented regional regulation No. 3 of 2016 on Waste Management.

Using a descriptive qualitative approach, the research involved observation, in-depth interviews, and documentation, guided by Mazmanian and Sabatier's Policy Implementation Theory
Result 04
Based on observations and direct interviews with key informants from the Environmental Service (DLH) of Palu City, the Civil Service Police Unit ( Satpol PP), and the community, the following five key points summarize the findings regarding the implementation of Regional Regulation No. 3 of 2016 on Waste Management in Palu City: 1. Coordination Challenges - There are significant coordination issues between DLH and local authorities (sub-districts and districts), impacting effective waste management. Improved collaboration is needed to address illegal dumping and enhance enforcement of waste disposal regulations. 2. Community Awareness and Behavior - Community awareness and adherence to waste management regulations are low, with many residents not complying with designated waste disposal times and locations. Increased public education and awareness campaigns are necessary to improve compliance.
3. Support and Resources for Policy Implementation - The community's support for waste management policies is mixed, with approximately 35% showing increased awareness. Adequate resources, including personnel and equipment, are essential for effective waste collection and disposal. 4. Role of External Groups and Community Participation - External groups, such as community organizations, play a vital role in supporting waste management initiatives. However, overall community participation remains limited, highlighting the need for greater engagement and collaboration. 5. Effectiveness and Improvement Suggestions - The government's efforts are perceived as moderately effective. Suggestions for improvement include ensuring timely waste collection, providing more waste bins, and maintaining better coordination with local authorities to enhance the overall waste management system in Palu City.
