BOTTLE NECKS IN PACKAGE V: LAND ACQUISITION : Link main canal A) DISTRICT COLLECTOR, MULUGU From km 0.00 to km 0.3 an extent of Ac. 3-23gt in Patthipally village, mulugu (m),assign land . The canal was excavated for some extent by convincing farmers but due to Government land and assign land issue, the payment could not be made till today. This was also brought to the notice of the District collector, Mulugu during the review meeting. The District Collector, Mulugu has instructed to Tahsildar, Mulugu to take action to hand over the land to requisition Department duly putting bind over cases if necessary but land is still pending.   B) DISTRICT COLLECTOR, WARANGAL From km 4.750 to km 4.900 an extent of Ac 01-05gt in Govindapur village, Nallabelly (m), Warangal ( Dist ) pending at LA in mismatch. The award passed and the amount is to be deposited by the RDO/ Narsampet /Warangal District to the LAO/RR Authority. During the review meeting of District Collector on 25.08.2022, the District Collector, Warangal instructed the RDO to deposit. Still the action is pending. Right main canal From km 2.100 to km 2.530 an extent of Ac.1-23 Gt in Kannaraopet village, Nallabelly (Mandal), Warangal Rural (District) General award passed.to be deposited to Authority. NATIONAL HIGHWAY CROSSING: Right main canal at km 7.370 is crossing NH365 in Rudhragudem (V), Nallabelly (M), Warangal Rural (District). State Level Standing Committee recommended the proposals and submitted to the government for according permission to deposit for Rs.2.63 Crores. The file No.6157/Projects-31A2/21. Beyond NHAI crossing the ayacut affected is nearly 12600Acres. Left main canal From 3.650 km to 6.700 km for an extent of Ac 9-03 Gts is under 1/70 Act in Medapally (V), Nallabelly (M), Warangal Rural (District) From 12.550 km to 14.450 km for an extent of Ac 03-17 Gts is under 1/70 Act in Rajupet (V), Narsampet (M), Warangal Rural (District Left main Canal minor for an extent of Ac 51 -35 Gt under 1/70. There is a land acquisition pending to an extent of Ac 64-15 Gts . Based on the requisition of Chief Engineer, Mulugu on LA issues of 1/70 Act, the District Collector, Warangal has convened a meeting on 22.03.2022 & 07.04.2022 along with LAO/RDOs and Irrigation Officials. A detailed deliberation has taken place on LA issues of 1/70 Act. The Chief Engineer, Mulugu and District Collector, Warangal has contacted Sri Manohar OSD (LA& RR) by phone on 22.03.2022 regarding certain clarification. Further, the District Collector, Warangal has given instructions to LAO/ RDOsto complete the LA process up to PN/PD stage and at the time of award, a decision will be taken on this issue and will be addressed to the commissioner LA& RR,Hyderabad . As Possession handed over to therequisitioned department in 2014,Pkg-V works were carried out and totally completed. But RPLIS works carried for only 500 mts out of 1300 mts. The rytos are objecting further RPLIS works duly filing court contempt case. Counter Affidavit draft copy for WP No 26926/2017 and contempt of Court Case No.709/2019 is under preparation by Revenue Department. As per the recommendation of CE, CDO this has been referred to TSERL for model studies. Survey details including other have been submitted to TSERL for model studies and it is under process.After getting approval from CE, CDO the groynes work the will be carried out 2. Formation of new flood bank In Ramnagar (V). Formation of flood bank in this reach is 6.050 km. To start the work there is a land acquisition of 96 Acre Out of this 10 Acre Have been acquired. For the remaining land acquisition proposals have been submitted to revenue authorities and it is under process. As an when land is acquired in Ramnagar reach the work will be taken up and completed.    3).Formation of new flood bank In Mangapet (V). Formation of flood bank in this reach is 2.50km. There is a land acquisition requirement of 42 Ac. Mangapet reach. The whole land has to be acquired and flood bank work is to be started. The LP schedules have been submitted to the revenue authorities and it is under process. In this reach, the work of groynes & launching apron including formation of new flood bank for getting approval from CE, CDO for groynes & launching apron proposal have been submitted . As per the recommendation of CE, CDO this has been referred to TSERL for model studies. Survey details including other have been submitted to TSERL for model studies and it is under process.   After getting approval from CE, CDO the groynes & launching apron work will be carried out and meanwhile as on when Land is acquired in Mangapet reach the work will be taken up and completed.

NOTE ON EPC PACKAGE –II FLOOD BANKS WORK MANGAPET MANDAL The work of EPC-Package-II Warangal District - Formation of Flood bank including protection works and formation of approach road and operation and maintenance for two years period wherever necessary as directed by the Department on right side of Godavari river in the village limits of Chunchupally (V) Kathigudem (V), Akinepallymallaram (V) and Mangapet (V) of Mangapet (M), Warangal district now Mulugu district. The Administrative sanction was accorded by the Government vide G.O.Ms.No.47,I&CAD(PW.I-VII) Department, Dated: 28-02-2007 for Rs.7402.00 Lakhs. Technical Sanction was accorded for Rs. 2784.00 Lakhs vide ENC, Hyderabad Proceeding No. ENC(I)/DCE/IV/OT7/SO VI/Godavari Flood banks Warangal District/07-2 Dated:21-03-2007.The work was entrusted to the Agency M/s. Manisha – Hindu (JV) Pvt. Ltd., Hyderabad and concluded Agreement vide SE / Irrigation Circle Warangal L.S. Agreement No. 17/2007-2008, Dt. 19.09.2007 for Rs.2590 Lakhs with tender premium (-) 2.099 % Less on ECV 2645.53 Lakhs with a period of completion 24 months i.e., by 18.09.2009.   Scope of Work :- Formation of Flood Banks and protection works for the length of 8.400 Kms, Construction of Retaining Wall for the length of 1.000 Kms and construction of 3 No’s of Outfall sluices in Mangapet Mandal of Mulugu District. Physical progress of work :- Mangapet : Construction of Retaining Wall for the length of 1.000 Kms, out of this Retaining wall was constructed on Left side of Gaurarapuvagu to the length of 0.800 Kms and Right side to the length of 0.200 Km was completed. The present condition of the Retaining wall is in collapsing stage.   Formation of New Flood banks for the length of 2.800 Kms, out of this a length of 1.437 Kms was completed and the balance is 1.363 Kms.  Outfall sluices total 3no’s were constructed at Km 0.500, Km 1.375 in Mangapet village and at Km 1.705 is constructed in Bore Narsapur village. Chunchupalli : The work of Formation of Flood banks for the length of 2.100 Kms is not tackled by the Agency. Kathigudem : The work of Formation of Flood banks for the length of 1.800 Kms is not tackled by the Agency. Akinepalli Mallaram : The work of Formation of Flood banks for the length of 1.700 Kms is not tackled by the Agency. FINANCIAL PROGRESS OF WORK :- The value of work done so far is Rs. 13.90 Crores as against Rs. 25.90 Crores i.e., 54% only. The work is in standstill condition since 2012. Extension of Time :- EOT was sanctioned upto 30.09.2011 vide Govt Order Memo.No.15985 / Major VII.1/ 2010 dated 23.7.2010. The agency has not submitted the proposals for further extension of time. Even after several remainders made by the Department submit EOT proposals, extend the Bank Guarantees covering the Defect liability period and complete the balance work the agency did not respond to the instructions made by the department. As per the instructions of higher authorities, the work done closing measurements were taken along with Quality control staff and submitted report for closure of work. After getting necessary instructions further action will be taken.

Steps are also proposed to the bund near sluice. · Weir: I t is proposed to arrest the leakages in the weir by providing skin wall and laying wearing coat over the damaged apron. Canals: Construction of Left Main Canal from Km 0.00 to Km 21.85 including 10 Distributaries, Minors and Field Channels to create an Irrigation Potential of 4000 ha wet and 1500 ha ID during Kharif and 2750 ha ID during Rabi  Gross Value of work done (Against Agreement)   :   Rs. 0 Cr, Expenditure: Rs.0 Cr Revenue Land LA : Required:187.71 Ac, Acquired: 112.28 Ac, To be Acquired: 75.43 Ac Forest Clearances : Stage-I Forest Clearance was obtained in 2008. Stage-II Forest Clearance is pending. An extent of (1236 Acs) 500.20 Ha of CA land was handed over to Forest Department. An amount of Rs 62.3373 crores was deposited with Forest department for acquisition of forest land. The amount for CAT & CA was from Rs 27.18 Crores was revised to Rs.48.15749418 Crores. It was further stated that the revised amount of NPV is Rs.21.2238637 Cr. is to be paid by the user agency. Further, the District Forest Officer, Mulugu has requested the user agency to deposit the amount of Rs.1100.00 Lakhs into the account of Forest Divisional Officer, Venkatapuram . Therefore, it was requested to the Government vide lr . No. ENC(G)/SE(P&M)/D(GB)/AEE6/ Modikutavagu , dated 2109.203 to accord permission to pay the balance amount of Rs.80.3813578 Cr (Rs.69.3813578 Cr + Rs.11.00 Cr) for obtaining State-II Forest Clearance for Modikuntavagu Project at an early date. It is under process. Work is held up for want of Stage-II Forest Clearance. BOTTLENECKS   Government has accorded Administrative Sanction to the variation Estimate for an amount of Rs.527.66 Crores (SSR 2021-22) vide G.O.Rt.No.266 Dt.29.08.2023 and accorded permission for closure of earlier Contract and to take up the work after completing Stage-I activities.  The Contractor has approached Hon’ble High Court of Telangana vide WP.No.29377 of 2023. Orders were issued by the Hon’ble High Court on Dt.19.10.2023 to set aside the Termination orders i.e. Lr.No . SE/ IC/ Mlg / DSE/ DEE/ TS/T1/ 242/1/ M, Dt.09.10.2023 and directed that before initiating any action of termination of Contract, notice shall be issued to the Agency and after considering the explanation and providing personal hearing, shall take appropriate steps in accordance with law.

Hyderabad, vide Agt.No.50/2018-19 Dt:01-02-2019 for Rs 36,88,74,563.52. The works are in progress which are detailed as below: Construction of Leading channel, construction of Jackwell cum Pump house. Pressure mains -1,2.&3. Transformer yard. Eleven pole structure with 4 no's of transformers, staff quarters, compound wall etc are completed about 90% and balance works are in progress. Gravity mains 1,2&3 from Main Delivery cisterns-1.2-& 3 respectively are partially completed i.e , about 40% and the balance works are programmed to be completed by 31-07-2023 and scheduled to be commissioned by July 2023.
