Project Description
The project involves the engineering and widening of the Berg –
Obbicht section of the Julianakanaal, as part of the measure to
adapt the Julianakanaal for shipping class/CEMT class Vb with
limited draft. The Berg-Obbicht section will see various canal
widening activities, which can be categorized into three types of
work, namely:
• Deepening: Lowering the canal bed including the water-
retaining layer present within it;
• Widening: Relocating the canal banks/embankments, with
a new water-retaining layer to be established on the new
bank;
• Dredging: Lowering the canal bed (mainly sludge) at
locations where the existing water-retaining layer is
at sufficient depth.

What to Do in Case of an Accident/Emergency?
➢ An emergency first aider is present on every project. This is
primarily the Coordinator of Execution mentioned in this
brochure, but other members of the Van den Herik project
organization are also first aiders. Their phone numbers are
provided in this brochure as well as on the Emergency Card,
which can be found in every living and working area of the
project.
➢ In addition to the Emergency Card, a route description to the
nearest general practitioner and hospital is available.
➢ In the project office and on board, at least one ‘A’-type first
aid kit is available..
➢ Fire extinguishers are present at various indicated locations.

In the Event of a (Serious) Accident:
➢ Immediately notify the supervisor (If First Aider)
➢ The supervisor will then act as a First Aider or call upon
another First Aider from the project organization
➢ The First Aider will, if necessary, call emergency services.

The Coordinator of Execution (supervisor):
➢ Acts according to the "Emergency Response Flowchart"
from the emergency plan, which is posted on the wall in
the (break) cabin
➢ Assigns someone to guide the ambulance.
➢ Ensures that the route to the victim is clear of obstacles.
The work road in the dry canal can be used by the
ambulance; if necessary, the ambulance can be assisted
by machines on-site if the accessibility of the work road
is insufficient.

What to Do in Case of Fire?
➢ Alert your colleagues who are in immediate danger.

Sanctions Policy
In case of violation of the construction site rules, the
supervisor on behalf of the project may impose one of the
following sanctions:
1. Official verbal warning.
2. Official verbal warning with a witness.
3. Attendance of a "safe working in construction" course.
4. Official written warning.
5. Permanent removal from the project..












Construction Site Rules - What Is Mandatory? Upon entering the construction site, the red-circled PPE are mandatory!

➢ Report to the Coordinator of Execution (direct supervisor)
➢ First obtain the work instructions, sign in, and only then start working.
➢ Always wear the correct PPE (Personal Protective Equipment)
and use it properly..

Quality
We are committed to quality. To demonstrate this, we conduct
various inspections and audits during the realization of the
project. Therefore, it is essential that everyone immediately
reports any observed deviations or shortcomings. Through
these reports, we achieve a better product for our customer
with fewer failure costs

Health and Safety
For the safest possible execution of the work, the project's
Health & Safety (V&G) plan includes a chapter on
construction site facilities. This chapter outlines the tools and
provisions necessary for a safe workplace. A Health & Safety
Coordinator for the 'Execution Phase' has been appointed for
the project. The Health & Safety coordination during
execution is the responsibility of the Coordinator of Execution
(Execution Phase Coordinator). The implementation of the
safety policy is periodically evaluated through VGM
inspections.

Environment
Caring for the environment requires efforts from all of us. On-
site, containers are provided for the separate disposal of
rubble, wood, small chemical waste, etc. Additionally, we
prevent harmful substances from leaking into the soil or water
(such as diesel and coolant). Immediately notify the
supervisor if you discover any leakage (keep oil spill control
materials on hand)

Flora en Fauna
Pay attention to the presence of protected species in
accordance with the Flora and Fauna Act..

Project HSE Instructions

Be extra attentive to the project-specific HSE (Health, Safety,
and Environment). Do not start without receiving instructions
before beginning these high-risk activities.
High-risk activities for this project include:
➢ Working on or near moving machinery. (CAUTION:
moving dumpers/cranes). (The construction site is off-
limits to pedestrians).
➢ Working with contaminated (water) soil
➢ Presence of cables and (gas) pipelines (near Obbicht
bridge)
➢ West Quay is off-limits to unauthorized personnel.
➢ When performing tasks such as measuring the hold, wait
to enter the loading/unloading area until the ship is
loaded, the dumper is emptied, and no dumpers are
present..
➢ Working under or near high-voltage towers (approx. km
20.000, between Obbicht bridge and sluis Born)

Other project-specific risks include:

Allowed?

➢ Working or entering the construction site without:
- Notifying someone of your presence (i.e., signing
in/registering!)
- Basic VCA-diploma.
- Possessing a valid Generic Gate Instruction (GPI)
Certificate for the work
- Identification.
- The correct PPE (Personal Protective Equipment)..

1. Introduction

You are provided with the Construction Site Rules, which are based on legal requirements and
standards, supplemented by project-specific requirements.

Everyone is expected to be familiar with these HSE rules and to act in accordance with them. The
safety specialist from JUKA will monitor compliance. Appropriate measures will be taken in case of
non-compliance by employees, including subcontractors.

In addition to these construction site rules, it is essential that before starting work, every employee
completes the safety test (via the construction pass) and prints their certificate (project pass) if the test
is passed. If the employee can present their project pass, they will receive a JUKA attendance sticker,
which must be visibly attached to their safety helmet.

If employees are found on JUKA's construction site who have not completed the test, they must stop
their work and complete the test first.

All employees must also be equipped with the prescribed Personal Protective Equipment (see
"Chapter 6 Personal Protective Equipment").

When working on client or third-party sites, the local rules and regulations must also be followed. For
high-risk activities, additional instructions will be provided before the work begins.

2. General Site Rules and Regulations

1. Upon entering the work site, you must report to the Construction Pass staff at Gate 2, located
at Hoge Kanaalweg 30, Geleen. You will be issued a project pass after passing the online test.
This test can be completed at home..
2. Before starting work, you must familiarize yourself with the applicable rules and the emergency
procedures for the work site. This information will be documented in the project introduction.
3. Persons under the age of 18 are not permitted to access the site.
4. Prescribed personal protective equipment must be used and maintained correctly. Regularly
check the validity of your PPE. (For PPE, see also Chapter 7 of these rules).
5. Orange safety signaling clothing must be worn throughout the entire work area and JUKA's
premises, and it must meet the NEN-EN 471 standard and RWS requirements.
6. Working with an exposed upper body or in shorts is not permitted.
7. Materials and tools must be stored orderly in designated places. Ensure that the work area
and/or work environment are tidy to prevent hazards or accidents.
8. Smoking is prohibited in all work areas, break areas, restrooms, and any locations marked with
signage. Violations of this smoking ban will be subject to the sanction policy.
9. Always maintain a clean and orderly workplace, including break rooms, restrooms, and office
spaces. Dispose of waste materials in the designated containers.
10. Every employee on the project is required to immediately report unsafe situations and/or
actions to the person in charge and also document the report in writing on a notification form.
11. It is prohibited to have or use alcoholic beverages or drugs at work, or to consume them shortly
before starting work.
12. It is not allowed to carry weapons or fireworks during work.
13. The Road Traffic Act applies on JUKA's premises.
14. The use of mobile phones is prohibited on JUKA's work site when you:
• Are within the operating range of a working crane;
• Operate machinery;


Use your mobile phone only in areas where you are safely positioned and do not hinder or endanger
others.

3. Workplace Inspections

In accordance with the Occupational Health and Safety Act, an optimal level of safety, health, and
environmental management must be pursued and maintained on the worksite. It is therefore essential
that operational managers, as the primary responsible persons, regularly inspect the workplace.
These "workplace inspections" must be conducted at least monthly by the supervisors using a
checklist. During the inspections, attention is given to:

− Order and cleanliness;
− Hazardous situations and actions;
− Handling of hazardous or environmentally harmful substances;
− Status of rescue equipment (first aid kits, fire extinguishers, etc.);
− Improvements following previous workplace inspections;
− Compliance with safety, health, and environmental regulations.

Compliance with safety rules, such as the use of personal protective equipment and the condition of
tools and equipment, is a critical part of the inspections.

Employees, temporary workers, and subcontractors are required to cooperate with workplace
inspections and to promptly provide any information requested by the inspectors.

Copies of the completed workplace inspections must be submitted monthly to the safety officer of
JUKA.

4. Information and Instructions

1. New employees will receive an introduction to safe and healthy work practices and the
associated rules and regulations before starting their duties.
2. At the start of the activities, a kickoff meeting will be held by the direct supervisor.
3. A toolbox meeting will be conducted by the direct supervisor once a month. Everyone
present at the worksite is required to attend.
4. Specific work instructions will be provided for particularly risky activities.
5. In response to reports of hazardous actions, situations, or near accidents, JUKA may
provide additional information and instructions.

Risky activities (not exhaustive):

− Excavation Work (working in excavations and/or trenches)
− Asphyxiation (working in confined spaces)
− Falls from Heights (working at heights)
− Electric Shock (working with live electrical circuits)
− Drowning (working near or over water)
− Collision Hazards (working near moving traffic)
− Burns (working with flammable substances/machines)
− Poisoning (working with hazardous substances, toxic, carcinogenic, reproductive toxins, or
radioactive materials)
− Lifting and Hoisting Operations with Multiple Cranes (developing a lifting plan)
Kickoff Meeting
Prior to starting activities and, if necessary, during the execution (e.g., before commencing specific
high-risk tasks), all personnel involved in the project (including subcontractors and temporary workers)
will be briefed on the general information necessary to perform the tasks safely.
During this kickoff meeting, at a minimum, the following topics will be discussed with employees
(including subcontractors and temporary workers):

− General information regarding the project;
− Emergency organization;
− VGM (Safety, Health, and Environmental) behavior rules;
− Safety;
− Health;
− Any client-specific regulations;;
− Questions and answers.
Toolboxmeeting
Approximately once a month, instruction and guidance must be provided through a toolbox meeting as
a preventive measure. Everyone (including subcontractors and temporary workers) who is present on
project JUKA on the day the toolbox meeting is held is required to attend..

The purpose of the toolbox meeting is to refresh the knowledge of all employees regarding critical
tasks and risks that may arise during work. It is also a useful tool to periodically emphasize the
necessity of using personal protective equipment for tasks associated with certain risks. Each month,
a different safety aspect is addressed during the toolbox meeting..

5. Specific Safety and Behavioral Rules

HSE Rules for Working on Remediation Sites

1. Visitors must always report to the DLP (Designated Person in Charge) at the site.
2. Visitors must sign in on the visitor register..
3. Visitors are only allowed to enter the site under supervision.
4. Visitors must follow the instructions of the supervisor.
5. Everyone must wear and/or use the prescribed PPE..
6. Eating, drinking, and smoking are prohibited on the site.
7. Before smoking, drinking, eating, or taking sanitary breaks, it is mandatory to
remove contaminated clothing and thoroughly wash hands.
8. Upon concluding the visit, visitors must store their PPE in the designated area and
wash their hands.
9. All visitors must also sign out of the visitor register upon leaving the site.

For all other specific tasks and the associated measures, please refer to the HSE execution plan and
the corresponding specific Task Risk Assessments (TRAs).
Roadwork
During the execution of roadwork, regardless of the environment, several general rules and
regulations must be observed (CROW publications 96b)

1. Prior to the commencement of work, proper barricading and signaling must be
installed.
2. The barricading and signaling must be placed at a safe distance from the workers.
3. For their own safety, workers must remain within the barricaded area.
4. Materials and equipment should be positioned in a way that does not obstruct the
flow of traffic.
5. During roadwork, workers must wear reflective work clothing in accordance with the
regulations.

Crossing a roadway that is open to traffic should be avoided as much as possible. If regular crossing
is necessary, a (temporary) bridge should be installed, or safe crossing should be ensured through a
traffic control system (traffic light) or traffic controllers.
Traffic Rules
1. Traffic regulations on all sites must comply with Dutch legislation.
2. A maximum speed of 30 km/h applies on the worksite, and where work is being
conducted, the speed limit is reduced to walking pace (10 km/h). This speed limit
applies to all vehicles, including construction vehicles.
3. In dry weather (when dust forms), the speed must be adjusted to minimize the dust
cloud as much as possible (water spraying is advised).
4. Vehicles should be parked, by reversing into designated parking spaces.
5. Construction vehicles reversing must be equipped with an active reverse warning
signal, a blind spot mirror, and/or a reversing camera with a monitor in the cabin.
6. Never cross behind a reversing machine or truck..

7. Ensure that the operator or driver can always see other workers while reversing or
during excavation work.
8. Keep the transport route free of obstacles.
Environmental Rules
1. Various waste materials must be collected separately in the designated waste bins
and/or containers.
2. At the end of the workday, the work area must be cleared of debris and unused
construction materials. These should be stored in designated areas.
3. Spilled waste must be cleaned up immediately with appropriate methods. Leaks,
especially from waste materials, should be located, stopped, and cleaned up as
quickly as possible.
4. Any significant contamination, spills, etc., posing a danger to people in the vicinity or
the environment, must be reported to the site supervisor/foreman, who will take
appropriate measures.
5. Tanks/tankers used for fuel storage must be equipped with a drip tray and/or double
wall?
6. The transfer of fuel or other hazardous substances must be carried out with care
and is only permitted if adequate measures to prevent leaks have been taken.
7. Access roads around and on the worksite must remain passable and should be
cleaned regularly.
Sustainability Rules
• Avoid unnecessary idling of machines to reduce fuel consumption and emissions of harmful
substances..
• At least two electric crane machines will be used to minimize CO2 emissions and reduce the
project's ecological footprint.
• Use energy-efficient lighting and equipment on the construction site. Turn off devices and
lights when not in use.
• Ensure separate waste collection on the construction site to promote recycling and reuse.

6. Personal Protective Equipment

In JUKA's policy, safety is one of the highest priorities. Therefore, it is specified where and when
personal protective equipment (PPE) must be used. Although the list below has been prepared with
utmost care and accuracy, it does not claim to cover all situations. The list should not be considered a
definitive checklist; in practice, there will be unforeseen situations where PPE is still required..

7. Emergency Response and Incident Management

How to Handle a Fire
Step 1: Ensure your own safety and, if possible, the safety of any victims.
Immediately alert the fire department..
Provide clear information about the location..
Step 2: Attempt to extinguish the fire using the available firefighting equipment..
Never expose yourself to danger..
Use the appropriate firefighting equipment..
Step 3: Follow the instructions of the fire department personnel (specific rules may apply for some
clients).
N.B. Each location has an "Escalation Diagram and Alarm Card" with instructions, and each
location is equipped with at least one approved fire extinguisher.

How to Handle an Accident

Step 1: Alert a First Aid (BHV) provider.
Step 2: If necessary, take measures to prevent hazards for both the rescuers and yourself..
Step 3: Remain with the victim until the First Aid provider arrives..
Step 4: All accidents must be reported immediately to your direct supervisor.
N.B. Each location has a "Serious Accident Checklist" with instructions, and each location is
equipped with a first aid kit (Type A or B).

8. Incident and Accident Reporting

Reporting Risks, Incidents, and Accidents
Everyone is required to report risks, incidents, accidents, and near misses through their supervisor
and can use the (near) accident form for this purpose. The forms can be obtained from the site
manager and should be completed in consultation with the direct supervisor.

All accidents resulting in serious injury, psychological harm, or death must be reported to the Labor
Inspectorate within 24 hours. Serious injury is defined as: damage to health that leads to
hospitalization for observation or treatment within 24 hours of the event, or injury likely to be
permanent. All serious accidents must be reported immediately to the project director or their deputy,
the Technical Project Manager. All communication with the client, the Labor Inspectorate, and
authorities should go through the project director.

In every site office (keet), a JUKA alarm card must be prominently displayed, and the alarm card of the
respective work package manager can be added. Additionally, an emergency card must be posted,
including the contact details of the first-line supervisor for the respective object..

9. Enforcement and Sanction Policy

Enforcement
Compliance with the safety, health, and environmental (VGM) rules is monitored during worksite
inspections, by KAM and V&G officers, and by an independent authority. All imposed sanctions are
reported to the client

Sanction Policy
▪ JUKA aims to ensure optimal safety and health for all workers throughout the duration of the
project. A sanction policy has been introduced to enforce the rules. It is clear that JUKA does not
tolerate unsafe behavior from anyone performing work; this sanction policy provides the means to
impose sanctions on anyone who does not adhere to the site rules. The sanction policy is divided
into different stages, with the stage determined based on the severity of the violation..

▪ Procedure/Steps for Applying the Sanction Policy:

▪ 1e. Verbal Warning;
▪ This can generally be given multiple times (2-3 times) for minor mistakes that are immediately
corrected. The supervisor assesses this.

▪ 2e. Verbal Warning with Witness;
▪ The site manager or safety officer issues a verbal warning to the individual, preferably in the site
office, in the presence of the Head Foreman or Project Manager. This verbal warning is recorded
in the safety register.

▪ 3e. Attend "Safe Work in Construction" Course
▪ The individual attends a course to increase safety awareness. The course costs are covered by
JUKA. The individual is not paid for the course hours. This ensures contributions from both sides
to enhance safety awareness. An entry is made in the register.

▪ 4e. Written Warning;
▪ The individual is informed that they are receiving a written warning. The warning should preferably
be sent the same day via email to the employer's office with a copy to the individual themselves
(entry in the register).

▪ 5e. Removal from the Site with Written Confirmation:
▪ The individual is removed from the project. The removal must be confirmed the same day via e-
mail to the employer's office. The individual will no longer perform work for JUKA.
▪ In cases of serious violations, steps 1, 2, and 3 may be skipped. In cases of violence, alcohol
abuse, or drug use, immediate step 5 is taken upon compelling evidence..
▪ Repeated Application to Subcontractors::
▪ If the sanction policy needs to be applied multiple times to the personnel of the same
