Implementation of I ntegrated Health Information Platform (IHIP) Dr Sahil Goyal Deputy Director, National Centre for Disease Control, Delhi
What is IDSP? Integrated of Disease Surveillance Programme It carries Disease Surveillance of 18+ epidemic disease across India The state/districts provide the reports on IDSP portal on weekly basis It has two components: Surveillance and Laboratory
Diseases under Surveillance (Existing) Measles Diphtheria Pertussis Chicken Pox Malaria Dengue / DHF / DSS Chikungunya Meningitis AES/JE Enteric Fever Fever of Unknown Origin (PUO) Acute Respiratory Infection (ARI)/ILI Snake Bite Dog Bite Pneumonia Acute Diarrhoeal Disease (including Acute Gastroenteritis) Bacillary Dysentery Viral Hepatitis Leptospirosis Acute Flaccid Paralysis < 15 Years of Age Any other State Specific Disease Unusual Syndromes
What is IHIP? The Integrated Health Information Platform (IHIP) is a web-enabled near-real-time electronic information system that is embedded with all applicable Government of India's e-Governance standards, Information Technology (IT), data & meta data standards to provide state-of-the-art single operating picture with geospatial information for managing disease outbreaks and related resources.
Key Features of IHIP Real time data reporting (along through mobile application); accessible at all levels (from villages, states and central level) Advanced data modelling & analytical tools GIS enabled Graphical representation of data into integrated dashboard Role & hierarchy-based feedback & alert mechanisms Geo-tagging of reporting health facilities Scope for data integration with other health programs
IHIP_IDSP The platform has been launched initially in seven States viz. Uttar Pradesh, Himachal Pradesh, Odisha, Karnataka, Telangana, Kerala and Andhra Pradesh for IDSP Many other national health programmes will similarly make use of the IHIP platform
Diseases under Surveillance ( Revised ) Syndromes Diseases Acute Diarrheal Diseases Dysentery (with blood in stool) Only Fever less than 7 days Only Fever >7 days Fever with rash Fever with bleeding Fever with confused state/semi consciousness/unconsciousness Fever with cough < 2 weeks Fever with cough > 2 weeks Jaundice Acute Flaccid Paralysis Animal Bite Rabies Snake Bite Dengue Chikungunya Malaria Acute Encheplities Syndrome Enteric Fever/Typhoid ARI/Influenza Like illness (ILI) Severe Acute Respiratory Infection (SARI) Including pneumonia Scrub Typhus Anthrax Leptospirosis KFD CCHF Chickenpox Acute Hepatitis Diphtheria Pertussis Measles Meningitis Mumps Any Unusual Syndrome not captured Any Other State Specific Diseases
What are the essential differences between previous and new IDSP(IHIP) portal IHIP is designed to: Capture disaggregate data of persons at all levels Link data from S, P L, EWS 1 and 2 forms Capture real-time or daily surveillance data Provide analysis on mobile and electronic devices Monitor more than 33+ health conditions Integrate with ongoing surveillance programs IDSP was designed to: Capture aggregate data only Paper-based data collection Not to link data from S, P and L forms Weekly surveillance Monitor only 13 health conditions
Use of IHIP under IDSP The States are requested to ensure the availability of followings items to initiate reporting of data related to IDSP using IHIP working computer systems and regular internet connectivity at each health facility/reporting unit adequate manpower trained for IHIP at every level for monitoring including identified data entry personnel at health facility for data entry Proper mechanism to capture & record the requisite data for entering into IHIP including MANDATORY fields
The process of data reporting on IHIP under IDSP ( 2 phases/steps) Step I: Verification of master data of health facilities (including examining of User IDs & Passwords, Creation of User Profiles, Health facility directory etc.) – This is a one-time initial activity to setup basic information Step II - Reporting of disease surveillance data (including event alerts & outbreak) - Continuous activity to be carried out in real time manner
Step I: Verification of master data of health facilities A) Examination of User IDs & Password B) Creation of User Profiles C) Creation of Health facility directory
A) Examination of User IDs & Password User ID & Password for each health facility received [ http://idsp.nhp.gov.in ] Check the functionality of each User ID & Password Change password after first time login User IDs & Passwords are to be used for factual data entry only (not to be used for training or test purpose)
A) Examination of User IDs & Password ( Cont …) After log in, also please confirm that appropriate form (S, P & L) & relevant user access has been provided Forgot Password: for resetting the password through OTP to be received as text SMS/email on mobile number / email as registered in the user profile, in case the password is forgotten
A) Examination of User IDs & Password ( Cont …) For any problems, please call IDSP Help Desk at 1-800-180-1104. Please also report problems using https://idsp.nhp.gov.in/helpdesk/
B) Creation of User Profiles Why? to identify the user/personnel associated with the User IDs to get details of password, in case it is forgotten Please fill in relevant details in respect to the user profile such as Details of Health Facility, Mobile Number etc. of users associated with each health facility, district & State
User profile details that need to be registered against each type of user Account Sr. No Type of User User profile details Health facility 1 Sub centre ANM 2 Primary Health Center (P Form) Medical Officer I/c (In-charge) 3 Primary Health Center (L Form) Medical Officer I/c (In-charge) 4 Other health facilities (P Form) e.g. CHC, SDH, DH, MCH etc. In-charge of health facility or official designated for P form data collection (Physician) 5 Other health facilities (L Form) e.g. CHC, SDH, DH, MCH etc. In-charge of health facility or official designated for L form data collection (Microbiologist/ Lab technician) Administrative office 6 Block (Sub-district)* Block Health officer 7 District District Surveillance Officer 8 State State Surveillance Officer B) Creation of User Profiles ( Cont …) *to be issued yet
C) Creation of Health facility directory cross-check the total number of health facilities & their different types as available in the IHIP vs that actually existing in the State in terms of numbers & types examine & cross-check the mapping PHC to SCs SC to Villages
C) Creation of Health facility directory ( Cont …) Health facility details including name, mobile, landline & email ID of officer in charge of health facility need to be updated from “edit/update health facility” option Each health facility can update Essential medicine list, emergency medicine list, equipment supplies, health workforce details and can also request new user IDs for health facility
C) Creation of Health facility directory ( Cont …) State and District user need to check different types & numbers of health facilities available in IHIP through health facility dashboard from administration module
Step II - Reporting of disease surveillance data S form (Suspected Cases form) from Sub Centres Mobile App – S form (Data Entry) S form (Suspected Cases form) S form (Death Form) Event Alert form Desktop version – S form (Data Entry) S form (Suspected Cases form) Reporting Deaths Event Alert form
Step II - Reporting of disease surveillance data ( cont …) P form (Presumptive Case Form) from health facility – PHC and higher P form data entry Add patient record Add death record Record aggregate data Event alert form
Step II - Reporting of disease surveillance data ( cont …) L form (Laboratory Case Form) from laboratories linked with the health facilities doing P form entry) L form Data entry
