• The Act promotes organic agriculture in the Philippines to
enhance soil fertility, increase productivity, reduce pollution,
and prevent resource depletion. It establishes a comprehensive
program for the National Organic Agriculture Board to
implement the policy, develop organic fertilizers, and address
industrial waste and community garbage disposal issues. The
Board’s composition, organization, and function are detailed.

• The Organic Agriculture Division (OAD) in the Philippines
implements organic agriculture regulations through
accreditation of organic certifying bodies, inspection and
certification of farms, registration of organic producers and
inputs, technical assistance, and handling of complaints and
appeals. It also monitors registered organic inputs producers
and products and enforces organic labeling requirements for
agricultural and fishery products.

• The Act provides for the establishment of a comprehensive
organic agricultural program and of a National Organic
Agricultural Board which shall carry out the policy and program.
The composition, organization powers, and functions of the
Board are provided for in the text. The Board shall constantly
devise and implement ways and means of producing organic
fertilizers and other farm inputs and helping to alleviate the
problems of industrial waste and community garbage disposal.
