Introduction The term “Human Resource Management” has been commonly used for about the last ten to fifteen years. Prior to that, the field was generally known as “ personnel administration.”.   Personnel administration, which emerged as a clearly defined field by the 1920’s was largely concerned the technical aspects of hiring, evaluating, training, and compensating employees and was very much of staff function in most organizations. The field did not normally focus on the relationship of different employment practices on overall organizational performance or on the systematic relationships among such practices.. Introduction Personnel or human resource management is a relatively new field in the Philippines. It was only in the early 1950’s that is gradually gained acceptance and recognition in private business and industry. Presentation title 4

Introduction Human resource management, developed in response to the substantial increase in competitive pressures business organizations that gave rise to an enhanced concern on the part of firms to engage in strategic planning - a process of anticipating future changes in the environment conditions and aligning the various components of the organization in such a way as to promote organizational effectiveness. What is Human Resource Management? 6

Importance It plays most important role in an organizations to manage employees to work effective, creatively, quality and productivity to reach competitive advantages over competitor and achieve organization goals and objectives. It deals with issues related to compensation, performance management, organization development, safety, benefits, employee motivation, employee training and others.

Importance It plays a strategic role in managing people and the workplace in the culturally and suitable environment. It keeps people motivated, happy, personally engaged and contributing to company success.

It is concerned with the determination of the number of personnel required in an organization . The right person should be appointed to the right job at right time. Job Analysis and Design - Job Analysis is a detailed and systematic study of jobs. This is undertaken to know the nature and characteristics of the people to be employed in different kinds of jobs. - Job Design is related with deciding the contents of the job in terms of its duties and responsibilities.

Recruitment and Selection - Recruitment is a systematic process of searching for the required qualified personnel and stimulates them to apply for jobs in the establishment. - Selection is the process of choosing the most suitable persons out of all applicants. Suitable employees are selected among the qualified applicants. Orientation and Placement - Orientation is given to newly selected employees in order to provided a variety of information relating to an organization such as its rules an regulations

Training and Development - Proper training should be given to employees to acquire new knowledge and skills. Many training and development programs are designed by the company in order to make the employees more capable and fit in performing their work. 6. Performance Appraisal and Job Evaluation - It is the process of assessing the performance and progress of an employee or a group of employees on a given job. It also measures their potential for development

Employees and Executive Remuneration - It is the responsibility for every human resource manager to design and implement a suitable wage and salary structure for the benefit of the employees 8. Motivation - this is an important factore which encourages employees to give their best performance and helps in achieving organizational goal.

Functions of HRM Presentation title 14 Human resource management is required to perform a number of functions. These functions are common in all organizations and generally can be classified into two broad categories: 1. Managerial functions 2. Operative functions

A. Managerial Functions Presentation title 15 A human resource manager is required to discharge his managerial functions in order to achieve the goal of their department. It includes: 1. Planning - it is the determination of human resource needs, or manpower requirements in advance, its objectives, policies and programs. 2. Organizing - is the process of allocating tasks among its members for achieving organizational objectives.

A. Managerial Functions Presentation title 16 3. Directing – here the human resource management verifies the effectiveness of various plan and policies of motivation. 4. Coordination - this should be done at all levels of an organization. The entire activities of the organization are to be properly coordinated to achiece organizational goals. 5. Controlling – this is a process which verifies whether everything occurs in the organization according to plans.

b. Operative Functions Presentation title 17 The operative functions are those tasks or duties which are specifically entrusted to the human resource or personnel department. 1 . Procurement - The right person should be appointed at the right place, at the right time. So this function is related to the procurement of a sufficient number of competent persons for performing business tasks.

Development -   It is a duty of management to train each employee properly to develop technical skills for the job for which he has been employed and also to develop him for the higher jobs in the organisation . Proper development of personnel is necessary to increase their skills in doing their jobs and in satisfying their growth need.

The employees must get adequate and equitable remuneration for the work done. 4. Personnel Records - The human resource or personnel department maintains the records of the employees working in the enterprise. It keeps full records of their training, achievements, transfer, promotion, etc.

b. Operative Functions Presentation title 20 5. Maintenance - personnel manager has to look after the health of the workers at work and off work. They should be provided with sanitation, safety measures, canteen, etc.

Summary In this topic, we discussed the meaning of human resource management, the functions, the scope and the importance. Always remember, without people, it is simply impossible for an organization to achieve its goal and objective. Thus, employee involvement and commitment play a vital and key role in the success of any business organization.
