Why TMS is Required?

Track Asset on IR 92,405, km running track on 66330 km route length Turnouts (86,000) Angle A B C D D Spl E Total 1/8.5 1875 1721 349 577 782 1494 6798 1 in 12 8238 10075 964 5260 6636 7604 38777 1 in 16 77 140 5 64 47 46 379 1 in 20 10 2 3 6 21 Grand Total 10200 11936 1318 5903 7468 9150 45975 As on 26-10-20 Route KM Track KM BG 65686 90218 (77015 as LWR) MG 2016 1113 NG 1629 1074 Total 69330 92405 Level crossings – 19320 BG - manned

The Old System of Keeping Track Data Each division in IR has 20-30 SE ( P.Way ) & each PWI owns 35-40 registers to record and maintain track inspection & work data. Indian Railways has 68( -- ) divisions under total 17 ( -- ) Zonal Railways. Total registers : 96,000 Appx.????? Practices Before TMS Implementation

Where is the report of this fracture ? Who is responsible for this weld ? What is the utilization of this machine ? Where is the machine to be deployed ? What is the status of this work ? Where is the proposal? What is the total cost of maintenance? Current Challenges Manual Monitoring of Tracks is time consuming No validation checks on data collected Paper records difficult to maintain and retrieve. Track health maintenance is reactive not proactive Man hours consumed in manual procedure Lack of reliable and timely data for the management to make intelligent business decisions No forecasting possible to maintain spares inventory or deploy resources in a planned manner Time lag between capturing the data and getting it to the management for decision making Need for Track Management System

Track Maintenance through TMS Track Exception Report Bench Mark Inspection Direct Indirect Condition Attention Long Term Attention- By Asset Change

Solution Architecture Netbooks to PWIs and other engineers for conducting Track Inspections Internet Internet Central server Zonal/Divisional Offices with Management Users Deployment View Landline broadband internet in offices of ADEN and SE Mobile datacard for JE, SE and ADEN

TMS System Requirement In order for a system to be valued and have longevity it must : Be part of the Railways work practice, Work to make a necessary practice easier, The time spent supporting the system must be less than the value it provides.

“When to do things” “What things to do” “Where to do” “ Track Condition getting better or worse? ” TMS Tells Us-

Technical Solution – Track Management System TMS - Automated system / Centralized System / Data Capture at Source / Offline as well as Online Recording of inspections / Inbuilt validation checks / Easy to access TRACK MANAGEMENT SYSTEM For Track Structure Data Track Feature Data Inspection Data Inventory & Transaction Data Work Report Data Machine Deployment Chart Inventory Position Statistical Information Status Reports MIS on TRC & OMS Job Cards for Gangs Inputs Outputs Weld & Fracture Data TMP Charts Cost of Maintenance Track Diagram MIS on Curve & Bridge MIS on Weld & fracture Bridge and Land data

B. Application Level Use of online and offline data entry for users End-user controlled data management MIS reporting through custom built generalized reporting tool Integrated Messaging system to facilitate quick response to the problems being faced by the field user Facility of uploading of Board circulars, Engineering Publications and Inspection notes of senior officials including instant images TMS Design Features

MINI LAPTOPS to Field Supervisors Mini laptops come with 3 years warranty. Spare Mini laptops have also been provided to the divisions so that work of field official does not suffer if his netbook becomes defective. Responsibility of getting defective Netbooks repaired and replacement of laptop after service life rests with Sr.DEN/C. 17

Intelligent Actionable Reports available Anytime Anywhere No Time lag between data gathering and analysis there off Better decision making on account of data analysis at different levels of hierarchy Prioritization of Works based on inspection results Need Based Deployment of Gang and Machine results in optimum resource utilisation Comparison of Track Quality Based on TRC & OMS Results Defect do not get lost till attended Quality of inspection vastly improved Overdue Inspections can be monitored Up-dated Track Diagram available at all times Proactive track maintenance leading to reduced track health related accidents Inventory management – warning of stores falling below critical limit Message Centre, a unique feature of this application which allows the perfect platform for collaboration among users at disparate locations Benefits from TMS

Environmental impact Contribution to the Planet Earth by removing 35-40 files that each PWI holds to input the track maintenance data Indian Railways has 5000-6000 JE/SSEs across all over India. TMS will help to save close to 200 trees a year . Cultural Impact This is the first time that technology is reaching the person right at the bottom of the Railway Task Force hierarchy, i.e., the Section PWI, who is responsible for the upkeep of the track. TMS is being seen as a socially inclusive program helping to bridge the technology gap in the Railway Management hierarchy Social Impact The ability to proactively maintain track health which reduces the possibilities of train wreckages attributed to poor health of the track , Enhancing passenger safety drastically Taxpayers money is protected since track management builds in safe guards for Rail assets . Benefits Beyond Business

TMS Working in The Division Security Admin (SR DEN/C) : Manages security related tasks like Creation of Role/Post Creation of new login and assigning of post created Assigning jurisdiction to JE and Gangs Transfering Role and Login. 38

Admin of Division : Responsible for entering details of section/station, loop line, gradient, critical location, PSR, sectional GMT, USFD team and machines, actual length of KM etc. TRC Admin : Extract and bifurcate TRC and OMS files Scrap Admin : Responsible for Preparation of scrap lot Scrap lot sale information Delivery of scrap lot SE Land : Enters railway land information 39 TMS Working in The Division

By Field Staff Collection and entry of various master data by SSE/P.Way & JE P.Way (one time job). 100% verification by ADEN. 10% verification by DEN/Sr.DEN Suitable paint marking of chainages on OHE Mast (and rail) for quick and easy identification of location in field for electrified sections, ensuring Hectometer Post at every 100m interval for non electified section. 40 TMS Working in The Division

After Implementation Manual registers to be kept for record purpose in office of ADEN. On Daily Basis Entry of: Any changes in any of the Asset Inspection Details Gang Attendance & Works done USFD Test results Track Machine Works(by Engg . Control) Works done by Contractual Labours Compliance of Location needing Attention Items of " Engg . Control" Menu 41 TMS Working in The Division

On Periodic Basis Entry of: Sanctioned Track Renewal Works Annual GMT, Rainfall & Rail Temperature data PME/RCT data TRC/OMS Run data Uploading of Imp. Letters & CE Circulars (Zonal HQ) PCDO Annexures Innovation/Technical Sugestions Updated yard/land plan SSE/ADEN to keep Information dump of Assets and Inspections done in pdf foramt in their netbook. 42 TMS Working in The Division

Internet connectivity to field officials: Land line based broad band lnternet.connections in the office of SSEs & ADENs of P.Way, USFD & Bridge. HSIA (High Speed Internet Access) Wireless broad band data card to JEs, SSEs, & ADENs of P.Way, USFD, Bridge & TMS units (in division) office. It is expected that all SSE ( Incharge ) and ADENs of P.Way, USFD have PC and printer in their offices. If any such offices need to be provided, the Division/Railway have to do the same from their own funds/resources. 43

OTHER ISSUES Correct location ( chainage ) in km/m etc as applicable is very important in TMS. For various features and asset has to be measured correctly. Actual length (in metre ) of every Kilometre has to be measured and fed in TMS. In electrified section correct chainage of each OHE mast is to be measured, fed in TMS and painted on OHE mast. In non-electrified lines, Hectometre posts are to be fixed at every 100m. Number of hectometer posts will be Iessor more than 9 depending upon the actual length of KM. Location of hectometer posts to-be checked and corrected accordingly. 44

For correct measurement of chainage and for chainage of various track assets " Rodometer " or similar equipment manufactured by trade (Freeman, etc ) can be used. This will make correct measurement very convenient otherwise correct measurement using "Measuring Tape" is tedious and time consuming work. Paint mark at every. 10m or 20 m on outside of rail can be marked for facilitating correct chainage measurement of various assets for initial master asset data entry. Correct identification of Left & Right Rail is very important in view to have uniformity in all the Railways and to have permanent reference 45 OTHER ISSUES
