3. What is CEII? The Cambodia Enterprise Innovation Index (CEII) is a comprehensive assessment framework and ranking system that evaluates the innovation inputs and outputs of enterprises operating in Cambodia.

5. Why CEII? Under the first pillar of the Cambodia’s STI Roadmap, “Improving the governance of the national innovation system” , conducting a firm-level survey on innovation performance is one among numerous actions and instruments proposed to achieve the set policy targets.

Main Activities Phase 1: CEII Guideline Development Develop CEII project concept paper Conduct desk review Bring in technical assistance (TA) from WIPO on index calculation methodology Collect inputs from SMEs and Industries (sampling) Develop data collection tool (survey questionnaire) Conduct consultation workshops (2 workshops) Produce CEII guideline Conduct a small-scale piloting of CEII Conduct validation workshops Produce a project report for phase 1 Phase 2: CEII Implementation Conduct survey and collect innovation data Bring in technical assistance (TA) from WIPO on index calculation and reporting Transform, clean, and model the data Calculate and rank the index Develop CEII report Conduct validation workshops Publish CEII report.
