thecommissionofacrimeorsomeofficialmisconductorneglect.
PURPOSE OF IMPEACHMENT
Itspurposeistoprotectthepeoplefromofficialdelinquencies
ormalfeasances.Itis,therefore,primarilyintendedfortheprotection
ofthestate,notforthepunishmentoftheoffender.Thepenalties
attachedtoimpeachmentaremerelyincidentaltotheprimary
intentionofprotectingthepeopleasabodypolitic.
