Activities of the Accounts Group Generation of Monthly Civil Accounts Rendered to State Government on time as per codal provisions (i.e., by 25 th of succeeding month except for the month of March for which due date is 10 th May ) No exclusion of Treasury Account since 2003-04 (except exclusion of one treasury in August 2020 due to shut down of treasury for COVID) Preparation of Finance & Appropriation Accounts- Annual Accounts for the year 2020-21 was laid in the Legislative Assembly on 31/03/2022. Generation of Appropriation Accounts & Finance Accounts for the year 2021-22 has already been completed and the flow of Grants, Appropriation and Statements to Audit has been started from 06/07/2022. 6 6

Activities of the Accounts Group Other Ancillary and follow-up reports : ‘Accounts at a Glance’ sent to State Govt. along with Monthly Accounts. ‘Monthly Key Indicators’ on Accounts uploaded in CAG website every month within 5 days of Monthly Civil Accounts (MCA) preparation. Department-wise ‘Report on Expenditure’ sent to Government within seven days of MCA. Actuals of Receipt and Expenditure are also uploaded in IFMS for access by the Controlling Officers. Maintenance of Loan Accounts in respect of Long-Term Advances like HBA, MCA and Computer Advance. Monitoring of DC Bills for AC Bills and UCs for Grants-in-Aid. Inter Government Settlements Maintenance of Central Loans (Interest Calculation, repayment, reconciliation etc.) 7

Activities of the Accounts Group Treasury Inspection . Two parties are inspecting treasuries physically. Last year this office has undertaken a new initiative of E-inspection of Treasuries. All the working of treasuries are currently through the centralized treasury system (CTS) of IFMS. It is being explored how the inspection of working of treasuries can be done digitally by analysis of the information in CTS database. Functions of Works Account Group Compilation of works and forest accounts Administration of D.A. / D.A.O. Cadre 8

Status of implementation of IFMS and other digitization efforts Treasury and Forest Accounts Data is received from IFMS. Works Accounts Data is received from WAMIS portal. Budget Data is received in electronic mode. Reconciliation with Controlling Officers are through an online mechanism. Long Term Advance Recovery data is received through HRMS. Above 85% receipt of State is through e- mode. No Cheque is issued in Works/ Forest Divisions. 100% e-disbursement. Cash disbursement is only in exceptional cases. 9

Status of implementation of e-voucher The Pilot study for seeing the feasibility of uploading the scanned copy of the Vouchers and sub- vouchers is being carried out across five treasuries . Storage of all scanned copy of sanctions, vouchers and sub vouchers are being done the in Network Attached Storage (NAS) connected to VLC LAN in AG office. We have noticed certain deficiencies like missing voucher and sub vouchers in the details sent by Treasuries. This is being taken up with State Government for rectification 12

State of Work The Funds Group deals with posting of monthly accounts and authorizing Final Payments to the retiring GPF subscribers. No manual posting of GPF accounts. Data downloaded from IFMS Portal and validated with digitally signed schedules from HRMS. Hence, unposted items have become almost ‘Nil’. No arrear in posting of accounts. Estate Management at Puri Managed by Sr. DAG (Works Accounts) since 2014. Estate includes:- New Office Building of O/o the Pr. A.G (A &E), Odisha, Puri branch Part of the O/o the A.G (Audit-II), Branch AMG-II, Puri , One rented office building of the O/o the A.G(Audit-II) at Panda Bagicha , Puri Residential quarters (168) located in DAG colony and Old office building at Dhenkanal house. Administrative Approval for construction of new building (for Audit-II) in the Dhenkanal House awaited. 27

Dhenkanal House 28 Area under Dhenkanal House is 2 acres. 100 years old. A Portion of roof on first floor collapsed in 2010. O/o AG(Audit-II) has moved to a rented building in Puri since 2010.

Restoration of Dhenkanal House Dhenkanal House, was declared unsafe by CPWD in November 2015 and CPWD proposed for demolition of same. During the visit of C&AG in May 2018, it was decided to assign the task of restoration of Dhenkanal House to heritage architects. Accordingly, Hqrs instructed to approach Director of the Indian National Trust for Art and Cultural Heritage (INTACH), Bhubaneswar for preparation of DPR for restoration. The DPR with estimated cost of Rs. 3.16 Cr as prepared by INTACH has been submitted to Headquarters.. Hqrs on 24/11/21 conveyed in principle approval for restoration work of Dhenkanal House a s per DPR prepared by INTACH. CPWD, Bhubaneswar has been requested to prepare preliminary Estimate for restoration work of of Dhenkanal House. But CPWD , Bhubaneswar 08/02/20 has stated that it is not feasible to take up retrofitting work of Dhenkanal House. Same is being under consideration to be taken up with State PWD . 29
