BACKGROUND &
PURPOSE
BACKGROUND
The Materials Recovery Facility (MRF) is important to sort mixed materials and
to ensure that we can remove anything that is not recyclable. The process also
helps to provide quality recyclables that manufacturers need to make certain
products and goods. Barangay Kablacan will receive Materials Recovery Facility
(MRF). MRF’s play important role in reducing the waste stream and pollution. We
aim to give Barangay Kablacan, Maasim a maintain environmental cleanliness.
The materials Recovery Facility will be located close to existing roads, but traffic
resulting from the movement of waste collection trucks is considered. These
facilities will be near or within urban areas that generate the inputs to be
processed for recyclables. The establishment of Materials Recovery Facility (MRF)
at barangay kablacan will benefit the residents.

BACKGROUND &
PURPOSE
PURPOSE
Establishment of recycling facility (MRF) waste bins in Brgy. Kablacan aims to
support sustainable environmental practices and better waste management
practices Recyclable materials can be collected again including paper, plastic,
glass and metal in MRF waste bins, to enable the separation and diversion of
recyclable materials from the continuous waste stream. Brgy. Kablacan meeting
less waste and will stimulate , conservation of natural resources, reducing the
amount of waste dumped in landfills by encouraging people to put recyclables in
MRF waste bins, also adding MRF trash cans to waste management systems
engages communities in sustainable practices and raises awareness of the
benefits of recycling. This action plan aim to provide accessibility of MRF’s in the
different sitio’s of the purok in one barangay and to explicitly integrate proper
placement of MRF.

IMPROVEMENT
STRATEGY
IMPROVEMENT STRATEGY
The barangay Kablacan should participate in the following actions to
implement a comprehensive waste management policy.

1. Community Engagement: Raise community awareness about the importance
of recycling and proper waste disposal.
2. Infrastructure Development: Provide areas for garbage cans or dumpsters,
especially at large gatherings in the barangay.
3. Material Recovery Facility (MRF): Create a central MRF where recyclables can
be collected, processed, and stored in anticipation of sale or other use.
4. Garbage Collaboration: Implement a regular garbage collection system to
ensure garbage is disposed of in a timely manner.

IMPROVEMENT
STRATEGY
3.1 : SUSTAINABLE DEVELOPMENT GOAL
SDG 11 - Sustainable Cities and Communities Effective waste management plays
an integral role in achieving this goal. By improving waste management in
Barangay Kablakan, you are contributing to creating a more sustainable
community. MRFs can help urban areas manage their waste more effectively,
contributing to cleaner, healthier cities. They can also help to reduce the amount
of waste sent to landfills, which can help to conserve land and reduce pollution.
Furthermore, donating MFR to residents can help in building a more resilient
community as it encourages the reuse and recycling of materials.

SDG 12: Responsible Consumption and Production - MRFs play a key role in
recycling and resource recovery, which can help to reduce the demand for new
raw materials and promote more sustainable consumption and production
patterns.
