INTRODUCTION Dili (Portuguese/Tetum: Díli ) is  the capital and largest city of East Timor.  It lies on the northern coast of the island of Timor, in a small area of flat land hemmed in by mountains. Which total area 224 sq/km. T otal Population of Dili around 268.005 people according to sensus 2015 . Flooding and river landsliding , we consider as one of the crucial problem in Timor-Leste. Increasing the number of population, proportional with risk disaster of flooding Dili capital. This disaster damage the infrastructure, community health and cause death. The biggest event was happen last 4 th of April 2021 that cause mostly 21 o f death and destroy the infrastructures and other sectors in whole territory.
