What is the difference b/w Central Secretariat &Cabinet Secretariat?
Central Secretariat Cabinet Secretariat
It is a collective term used to refer to the
Secretariat offices of all central/Union
Council of Ministers, Ministries and
Departments (excluding the Union
Cabinet)
Political Head: Minister or (Minister of
State)
It is an organization to provide Secretarial
assistance exclusively to the Union
cabinet In carrying out its business.
Political Head : Prime Minister
Administrative Head: Secretary ( of the
respective Ministry)
Administrative Head: Cabinet Secretary
All the ministries/ departments
enumerated in the Allocation of the
Business Rules are collectively known as
the Central Secretariat.
The cabinet Secretariat itself enjoys the
status of department under GoI, Under
the Allocation of Business Rules, 1961
Cabinet Secretariat: Most important institution
in the structure of central Administration. CS function is
to Provide assistance to the cabinet & is responsible for
Administration of the GoI. CS is being recognized as the
nerve centre of governance.
