Still in a n on-devolved setting With P LGU’s commitment to LHS integration S till working on the Expanded Membership of the Provincial Health Board created a TWG to assist the EPHB on matters relating to integration of LHS Establish effective coordination and collaboration with LGUs (at all levels), other government line agencies and other health partners All government health facilities under the umbrella of IPHO-Maguindanao are administratively supervised by IPHO-Maguindanao and we are under the direct supervision of MOH-BARMM Administrative matters are handled at the IPHO level and at the hospital Non-involvement of Local Government Units on IPHO/hospitals’ management and operations Currently strengthening IPHO’s structure with the creation of Health Service Delivery Division (HSDD) and Health Systems Support Division (HSSD) Conduct comparative analysis of both service delivery and health systems performances LIPH and AOPs are crafted and appraised before submission to the MOH BARMM LIPH and AOPs are endorsed to the LGUs (at all level) for possible adoption and funding

Roles and Responsibilities
Municipal Health Officer Provides direction and supervision of the health activities of the municipality . Develops plans and strategies in the implementation of health programs and projects . Manages performance of staff . Confers with government officials on community health problems . Collaborates with other offices in the enforcement of health laws and regulations . Provides technical assistance and advisory services on health matters . Ensures the preparation of periodic reports and statistical data on health problems and activities . Provides medical services . Attends to medico-legal cases . Performs other related functions as may be assigned.
Participates in implementing, monitoring and evaluating various health programs for the community . Consolidates, analyzes and submits reports on clinic and community activities . Participates in the development of health plans . Performs technical supervision/assistance to midwives . Conducts disease surveillance . Provides technical assistance in the implementation of health programs and activities . Conducts health education and training . Conducts monitoring and evaluation of health programs . Performs other related functions as may be assigned. Public Health Nurse
Performs promotive , preventive, diagnostic, and curative dental health care services . Integrates dental health services within the overall activities of the health unit in the delivery of primary health care . Maintains records of patient examinations and treatments . Refers patients to physicians for medical care/advice or to other agencies for secondary level care . Provides technical assistance on matters pertaining to dental health programs . Enforces sanitary laws and regulations. Undertakes sanitary inspection and collects water samples for bacteriological analysis. Supervises the sanitary disposal of excreta, sewage, refuse and other wastes. Investigates and attends to complaints and problems involving health hazards and other environmental nuisances. Conducts sanitary surveys. Disseminates environmental health information. Consolidates and analyzes daily accomplishment reports to immediate supervisor. Coordinates with the district’s nutritionist-dietician in supervising nutrition activities . Provides technical services needed in the field . Coordinates formal refresher courses / trainings . Consolidates and analyzes nutrition program data . Prepares monthly, quarterly, and annual reports of the Provincial Nutrition Office . Prepares the framework for the planning . Coordinates with GOs, NGOs and POs in the district . Performs other related functions as may be assigned. Nutrition Officer
Sanitation Inspector IV Participates in planning for the environmental sanitation program for the province . Supervises and monitors sanitary inspection activities . Ensures enforcement of rules and regulations related to public sanitation . Performs inspections of public establishments to determine conformance with sanitary standards and requirements . Conducts sampling of food and beverage for bacteriological analysis . Analyzes relevant reports and makes recommendations . Participates in health education campaigns related to sanitation . Collaborates with other agencies and community organizations . Provides technical assistance in the planning and implementation of environmental health programs . Performs other duties as may be assigned
Participates in the formulation of provincial health plans, policies, standards and guidelines . Supervises implementation of sanitation and other environmental and occupational health programs . Provides technical assistance in the conduct of health education on environmental and occupational health . Supervises the activities and accomplishments of Rural Health Unit Sanitary Inspectors . Participates in barangay sessions and assemblies in matters pertaining to environmental sanitation . Prepares updated reports on the conditions and progress of environment and occupational health programs/projects in the province . Monitors compliance to sanitation and other environmental and occupational health policies, programs and guidelines . Assist in the enforcement of sanitation laws and regulations . Working relationship with BHWs RHMs are the immediate supervisors of the BHWs Kindly ensure that RHMs and BHWs work harmoniously
Absences/Tardiness “Fund raising scheme” RHU staff to pay 500 or 400 pesos when absent, 100 pesos when late
Signatories on official documents Municipal Health Officers/DTTBs should review and be the one to sign all the official documents from the Rural Health Units and DTRs of ALL RHU STAFF Public Health Nurses should put her initials/countersign the document as an indication that all the necessary reports are submitted IPCR signatories MHO/DTTB PHN Area Coordinators in place of OIC PHN
