CONCEPT / DEFINITION 2 • AGRI-CLINICS : setting up of Agri-Clinics to provide expert advice to farmers on various aspects like soil health, cropping practices, plant protection, crop insurance, post harvest technology, feed and fodder management etc. • AGRI-BUSINESS CENTRES : Commercial agri-ventures for income generation & entrepreneurship development ex. farm equipments, sale of agro inputs, value addition activities, livestock enterprises etc. • Agripreneur defined as “entrepreneur whose main business is agriculture or agriculture-related” Agriculture + Entrepreneur = Agripreneur
Central Sector Scheme of AGRI-CLINICS AND AGRI- BUSINESS CENTRES (AC & ABC) OBJECTIVES To support Agriculture development To supplement the efforts of public extension To create gainful self-employment opportunities to unemployed Agricultural Graduates, Agricultural Diploma holders, Intermediate in Agriculture, and Science Graduates with PG in Agri related subjects. 3
WHO CAN BENEFIT FROM SCHEME? Graduates in agriculture and allied subjects from State Agriculture Universities (SAUs)/Central Agricultural Universities/Universities recognized by ICAR/UGC. Degree in Agriculture and allied subjects offered by other agencies are also considered subject to approval of Department of Agriculture & Cooperation, Government of India, on recommendation of the State Government. Diploma (with at least 50% marks)/Post Graduate Diploma holders in Agriculture and allied subjects from State Agricultural Universities, State Agriculture and Allied Departments and State Department of Technical Education . Diploma in Agriculture and allied subjects offered by other agencies are also considered subject to approval of Department of Agriculture & Cooperation, Government of India on recommendation of the State Government.
CONT……….. Biological Science Graduates with Post Graduation in Agriculture & allied subjects. Degree courses recognised by UGC having more than 60 percent of the course content in Agriculture and allied subjects . Diploma/Post Graduate Diploma courses with more than 60 percent of course content in Agriculture and allied subjects, after B.Sc. with Biological Sciences, from recognised colleges and universities. Agriculture related courses at Intermediate (i.e. plus two) level, with at least 55% marks.

Major Constraints 11 Availability of candidates for training Capability of the Nodal Training Institutes with respect to training and handholding support and its linkages with different stakeholders Support to the trained graduates in availing timely /adequate credit and easy availability of the subsidy to him Slow loaning and subsidy release - response of bankers towards credit/subsidy flow to the trained agri-preneurs Small enterprises established with their own investment or a very low credit need greater support for their sustainability.
Project Cost : Individual Projects : Rs.20.00 lakhs Group Projects : Rs.100.00 lakhs (5 member group) An a d di t i o n a l l i m it o f R s . 5 . 00 l a khs s u bs i dy i s a l s o pr o v i ded for extremely successful ventures per person, Margin Money : 10 –15 % or as decided by individual banks Bank Loans: Type of Loan - Composite Term Loan (fixed cost + cost for one operative cycle)- At least 10% of the project cost should be in the form of capital investment Security : Hypothecation of assets, mortgage of lands or third party guarantee. Collateral Security is waived up to Rs.5.00 lakhs loan. LOAN & SUBSIDY 12
Repayment Period : 5 – 10 years depending upon the project. Gestation period – Maximum two years as per the nature of the project Rate of Interest : (Commercial / Private Bank / RRB / State Co- As determined by Bank operative Bank). Composite Subsidy: Credit Linked and back ended subsidy with lock-in period of 3 years. Subsidy will be released by NABARD to the Banks up-front 13
36% Subsidy on a maximum Project Cost of Rs.20.00 lakhs (Rs.100.00 lakhs for Group) for general category and 44% for SC, ST , women, Hilly States (NE States, J&k, H.P and Uttaranchal). CONCLUSION 21 A griclinics and agribusiness centres scheme now become popular among agrigraduates due to specialized training, credit facility, subsidy and handholding support for the establishment of agribusiness/agriventure, but the success rate of total agriventure establishment is low against total trained candidates in the country. The success rate is increasing day by day. There is also need a state level coordination committee between MANAGE and Nodal training Institutes in oder to ensure smooth implementation, monitoring and evaluation of the training programme under the agriclinics and agribusiness centres scheme in India.
