4.1Functionality of Barangay
Violence Against Women
(VAW) Desk
Republic Act (RA) 9710, otherwise
known as the Magna Carta of
Women (MCW), is a
comprehensive women’s human
rights law that seeks to eliminate
discrimination against women by
recognizing, protecting, fulfilling,
and promoting the rights of Filipino
women, especially those in the
marginalized sectors. Section 12 D,
Rule IV of the Rules and
Regulations Implementing the
MCW provides for the
establishment of a VAW desk in
every barangay to ensure that
violence against women cases are
fully addressed in a gender-
responsive manner.
Section 4(d) of RA No. 10821
further provides for the
establishment and functionality of
the barangay violence against
women and children (VAWC) desks
to serve as one of the key reporting
and referral mechanisms for cases
of violence, abuse, and exploitation
of children in the barangay during
all phases of emergency response
and recovery. Prior to this, Rule
VIII, Section 47(f) of the RA 9262
IRR also mandates the presence of
a one-stop help desk and an anti-
VAWC desk officer.

Council for the Protection of
Children (BCPC)
DILG MC No. 2021-039 provides
for the guidelines for the
establishment and operation of the
Local Council for the Protection of
Children (LCPC), as well as for the
monitoring and evaluation of the
functionality of the said council.
The LCPC shall be organized in all
local government units through an
Ordinance by the local Sanggunian
or by an Executive Order (EO) of
the local chief executive (LCE).
Thus, in every barangay, there shall
be a Barangay Council for the

Section 394 (d)(6) of the Local Government Code provides that the barangay secretary is mandated to keep an updated record of all inhabitants of the barangay containing the following items of information: name, address,

Malnutrition is a multi-faceted
problem requiring a multi-sectoral
mix of interventions towards its
sustained reduction. The BNAP,
developed by the BHW and BNS
through participatory engagement
with the community, embodies the
priority actions to be carried out by
the barangay. It details the various
nutrition and nutrition-related
activities as well as measurable
targets.
Malnutrition refers to the
deficiencies, excesses, or
imbalances in an individual's
energy and/or nutrient intake. This
includes stunting (low height for
age), wasting (low weight for
height), underweight (low weight for
age), micronutrient deficiencies or
insufficiency and overweight
(obesity).
Operation Timbang (OPT) Plus is
the annual weighing and height
measurement of all preschoolers 0-
59 months old or below five years
old in a community to identify and
locate the malnourished children.
Data generated through OPT Plus
are used for local nutrition action
planning, particularly in quantifying
the number of malnourished and
