1. GUIDELINES ON GAD ATTRIBUTION An adoption to the Harmonized Gender and Development Guidelines   Annex G3

2. Background * In mid-2003, NEDA and the Official Development Assistance Gender and Development Network (ODA-GAD Network) agreed to harmonize GAD requirements after reviewing the existing checklist for project development, implementation, and monitoring and evaluation (M&E). This initiative aimed to produce a common set of guidelines for the Philippine government agencies and donors while allowing variations in priorities among them.

3. * COA Audit Observation Memorandum states that management need to consider GAD-related expenditure to attribute major project/program to GAD budget, the provision of the 5% threshold for gad budget must be attained.

4. OBJECTIVES AND CONTEXT     1. Provide the Engineering Department, Maintenance and Transportation Department, Seaport Department, Airport Department and other departments responsible for the implementation of infrastructure projects of the Agency with a common set of analytical concepts and tools for integrating gender concerns into development programs and projects; and 2. Help achieve gender equality in, and empower women through, projects and programs.

5. Principles     1. Equality between genders is key to gender rights;   2. Participation in development is crucial to the empowerment of all genders;   3. Gender equality means promoting the equal participation of women and men as agents of economic, social, and political change; and   4. Achieving equality between women and men may involve the introduction of specific measures designed to eliminate prevailing gender inequalities and inequities.

GAD Attribute Score Description Corresponding Budget for the year of the program that may be attributed to the GAD Budget Below 4.0   GAD is invisible 0% or no amount of the program’s budget may be attributed to the GAD Budget 4.0 – 7.9   Promising GAD prospects (conditional pass) 25% of the budget for the year of the program’s budget may be attributed to the GAD Budget 8.0 – 14.9   Gender Sensitive 50% of the budget for the year of the program’s budget may be attributed to the GAD Budget 15.9 – 19.9   Gender-responsive 75% of the budget for the year of the program’s budget may be attributed to the GAD Budget 20.0   Fully Gender-responsive 100% of the budget for the year of the program’s budget may be attributed to the GAD Budget

12. GAD REVIEW COMMITTEE   The GAD Review Committee shall compose of the following:   Chairperson : Head, GAD FPS Technical Working Group Vice-Chairperson : planning and development office   Members : representative from the Engineering Department representative from the Financial Planning and Budget Department representative from the Procurement and Property Management Department

13. Request and recommendation: * to ensure compliance to the requirements of gad. The Gad attribution form will be required attachment to the purchase request ( pr ) submitted to the ppmd and project proposals for approval of the da for pwtsg , chairman and administrator and board of directors.
