5 The 2008 Constitution of Ecuador Subtopic # 1: Constitution 2008, PND 2017-2021 The approval of the Ecuadorian 2008 Constitution through popular referendum was a transformative event (Brodsky, 2015). This constitution was the result of a prolonged process which began with the indigenous uprising in 1997 and the election of Rafael Correa as president in 2006 (Almeida, 2013). The uprising occurred in reaction to the implementation of neoliberal policies that excluded marginalized populations from the country's political and economic life (Becker & Clark, 2012).
