ASSESSMENT OF AGRICULTURAL SUBSIDIES ON FOOD PRODUCTION IN OSUN STATE A PROJECT PROPOSAL PRESENTED BY OLOSINMO RACHEAL OLAYIDE MATRIC NUMBER : 1801001071 DEPARTMENT OF AGRICULTURAL ECONOMICS AND EXTENSION SERVICES FACULTY OF AGRICULTURAL SCIENCE DR. R. S. OWOEYE SUPERVISOR
Background to the Study Osun State's agricultural sector has faced challenges including climate variability, outdated farming practices, and limited access to modern technologies Globally, agricultural subsidies have been used by governments to address rural poverty, market instability, and ensure the sustainability of the agricultural sector The agricultural subsidy programs in Osun State encompass a range of interventions, including subsidized fertilizers, improved seed varieties, and access to credit facilities.
Problem Statement Despite the introduction of subsidy programs, there remains a persistent issue of declining productivity attributed to climate variability and traditional farming practices Concerns also arise about the equitable distribution of subsidies, with indications that larger farmers may benefit disproportionately, potentially exacerbating economic disparities within the farming community
Research Questions what are the socio-economic characteristics of farmers in the study area? what are the agricultural subsidy schemes available in the study area? what are the factors influencing consumer behavior and consumption patterns? what are the benefits of agricultural subsidies to farming households in the study area? what are the constraints to agricultural subsidy scheme in the study area?
Objectives of the Study The main objective of the study is to examine the assessment of agricultural subsidies on food production and consumption patterns in Osun state. The Specific objectives are to; Describe the socio-economic characteristics of farmers in the study area Itemize the agricultural subsidy schemes available in the study are? Determine the factors influencing consumer behavior and consumption patterns. Identify the benefits of agricultural subsidies to the farming household in the study area. Identify the constraints to against agricultural subsidy schemes in the study area.
Methodology Study area The study was conducted in Osun State, Nigeria. Sample size A multistage sampling technique was used in selecting the respondents. Data collection Data was collected with the aid of a pre-tested structured questionnaire
Data Analysis Descriptive statistics Descriptive statistics such as means, frequency distributions, percentage and tables was used to analyze objectives ( i ), (ii), (iii) and (v ). Probit regression Probit regression model was used to analyze objective ( iv) The regression model is given below as; Y = β0 +β1X1+ β2X2+ β3X3 + … + e Where ; Y = Dependent, Yi = Adoption of agricultural subsidy X = independent (X1............ Xn ) e = error term

Conclusion It was concluded that most of the farmers are male and have one form of education with a good farming experience and large household who help in family labour on a small scale farming. It was also concluded that a sizable amount of the farmers have access to credit facilities and extension agents and belonged to at least one cooperative association. It was also concluded that Anchor Borrowers Programs (ABP), Agricultural Credit Guarantee Scheme Fund (ACGSF), Livestock Transformation Agenda (LTA), Growth Enhancement Support Scheme (GESS), Osun Rural Enterprise and Agricultural Schemes (OREAP) were the major available agricultural subsidy scheme. It was also concluded that poverty alleviation, rural development, innovation and technology adoption the major benefits of agricultural subsidy scheme. It was then concluded that level of education and access to credit were the factors influencing the adoption of agricultural subsidy scheme. It was also concluded that administrative challenges, environmental impacts, policy inconsistencies, limited budget, and infrastructure deficiencies were the major constraints mitigating against agricultural subsidy schemes.
Recommendation Establish a centralized subsidy management system to reduce bureaucratic hurdles, ensure transparency. Conduct regular assessments to identify potential environmental risks and implement sustainable practices, such as organic farming and conservation agriculture. Prioritize subsidy allocation, explore additional funding sources and implement cost-effective measures to maximize limited budgets resources. Establish a robust monitoring and evaluation framework to track subsidy effectiveness, identify area for improvement and inform data-driven decision-making.
