Part 1: Understanding Attendant Care

The Department of Health says Attendant Care Services includes…
A range of assistance provided to students with a disability. The assistance
enables them to accomplish tasks in the educational setting that they
would normally do for themselves if they did not have a disability.
Assistance may be in the form of hands-on assistance (i.e., actually
performing a task for the student) or cuing the student so that he or she
performs the task by himself/herself. Such assistance most often relates to
performance ofADLs.IADLsmay also be covered provided that they are
listed in theIEPand are not academic in nature.

Special Education Teachers and Aides who are
certified as Special Education Aides may submit
claims for Attendant Care Services.

The following CANNOT submit claims:
•District staff filling in for Aides.
•Therapists who are billing Medicaid for their therapy
sessions.
•Volunteers helping in the classroom.
•Substitutes that are not certified as special education aides.

You are responsible for ensuring the success of the
Attendant Care Services billing for your district.
Your responsibilities include:
Contacting Kompas Care if you have questions,
need tracking sheets, or don’t know which students
are eligible for tracking.
Completing tracking sheets and turning them into
your special education/pupil services department in
a timely manner.

Students that should be tracked:
•Have an indication anywhere in their IEP that they need
assistance with Daily Living and/or supervision and cuing.
•Receive Attendant Care type services from a special
education teacher or aide.
•Medicaid eligible (as indicated by Kompas Care).

Face to face time with a student:
Assisting with daily living/personal care,
and/or
Supervising and cuing due to behavior when
the behavior is a manifestation of the
student’s disability.

Face-to-Face Assistance with Daily
Living/Personal Care includes:
Eating/Food Prep
Personal Hygiene
Care of Assistive Devices
Dressing
Toileting
Transferring
Mobility

Behavioral Supervision and Cuing
Must address behavior that is a manifestation
of the student’s disability.
Does not include time spent teaching or
reinforcing curriculum.
Should be conservatively reported for time
spent actively working with the student.

If your attention is divided between more than one
student, your minutes must be divided as well.
For Example: When working with two students at
once, for each student, record no more than half the
time to complete the activity.
Only count time that is face-to-face, directly
working WITH the student, NOT time working on
behalf of the student.
For Example: ACS is assisting the student in
preparing a lunch tray but is not time spent fixing the
student a snack.

Each person who assists a student must track
their own time and initial their minutes.
Attendant Care is not billed by activity. An
important part of accurately tracking Attendant
Care is understanding all the activities that
make up Attendant Care so that you can enter
your total daily minutes.
It is important to accurately and conservatively
record the TOTAL time spent each day, rather
than break down daily time by activity.

Can be indicated anywhere in the IEP.
The words “Attendant Care” do not need to
appear in the IEP.
The IEP must indicate that the student will
need some type of assistance of an Attendant
Care Nature.
Often found in the Present Level of
Performance.
Example: Mary will need supervision in the halls
between classes.

Ask yourself the following questions:
Are you a Special Education Teacher or certified
Special Education Aide?
Is the activity working directly with the student or
does the activity involve personal care/daily living
tasks or supervision and cuing of behavior due to
the student’s disability and not curriculum based?
If you answered “Yes” to both, the activity is
Attendant Care.
