Objective: Preserving the life, property and environment from the consequences of emergencies arising within the site. Systematic co-ordination of emergency control action to prevent an emergency into disaster, to evacuate personnel within or outside the site where necessary and to rehabilitate them Restoring o f normal situation in site operation with minimum loss of time.

Types of Emergencies: Work Related Emergencies: Fire and Explosion Fall of material / Fall of person from Height Electrocution Chemical / Oil spill Medical emergency (Heart attack, sunstroke, convulsions, etc) Snake Bites Emergencies which may arise due to external parties/existing plant Heat Stress Natural calamities (Earthquake, Floods, etc) Food Poisoning
Fire and Explosion Emergency Handling Procedure Person who identifies the fire / explosion should try to extinguish the fire (if small) by the fire extinguishers provided at various places. Person who identifies the fire / explosion should intimate to the concerned supervisor / security / OHSE In-charge / firefighting team members (contact Nos. displayed in the emergency contacts list). Security / Firefighting team to rush to the spot and take charge of the rescue and control work. If unable to control the fire, communicate it to the incident controller and wait for the backup / fire service support. Remove the flammable materials lying near to the fire.
Fall of material / person from Height Provide First-Aid to the injured personnel. Isolate area from operations Declare Emergency Situation if required Shift injured to medical room Rectify and check for healthiness of the area Restore site condition to safe normal situation Prepare Report of the situation Update records for further analysis for corrective and preventive actions
Electrocution Disconnect the electrical supply immediately. Provide first-aid to the injured for Shock, Burns, temporary breathlessness. Declare Emergency Situation if required. Depending on the nature of injury, decide to shift the patient to the Medical assistance or request. Repair, Rectify and Restore the healthiness of the circuit involved Update records for further analysis for corrective and preventive actions
Chemical / Oil Spill Response for Oil Spillage: Remedial action to collect and remove all materials contaminated by the oil spillage or leakage event is to be taken immediately. Any oil remaining on the ground is to be collected using oil spill kit. The spill is to be contained by the use of absorbent granules or pads and then the area of the spill is to be slowly reduced by enclosing the absorbent. The absorbent pads will be used to absorb the oil. Once all of the oil on the ground surface has been collected, the absorbent agents themselves are to be appropriately stored and disposed of as hazardous waste. All contaminated materials are to be handled as hazardous waste. The contaminated material shall be collected and appropriately stored. A licensed hazardous waste vendor will collect this. Contaminated materials will be stored in plastic barrels with tightly closing lids.
Response for Chemical Spillage: Only attempt containment and clean-up operations of spill substances when it can be performed safely. If spilled material is flammable, eliminate sources of ignition near spill area. If the spill is liquid its path will be blocked or diverted and then soaked up using an absorbent material such as sand. No spills will be rinsed away. Contaminated soils and clean-up materials from spills will be handled properly using personal protective equipment, stored in a suitable container that is then labelled and stored in the appropriate location for subsequent disposal. Contaminated materials will be stored in plastic barrels with tightly closing lids. All contaminated materials that cannot be collected and disposed are to be cleaned in-situ.
Medical emergency (Heart attack, sunstroke, convulsions, etc.) Provide First-Aid to the injured personnel. Mobilize support and shift injured to hospital
Snake Bite Do not try to kill the snake Relocate all onsite staff or workers to an alternative area from where the bite occurred (or was suspected) If possible, monitor the location of the snake Inform to the snake catcher Apply first aid to the victim if the snake was venomous and shift the victim to hospital.
Heat Stress Lay the person in a cool place, under a shade. Ensure the legs raised higher than the heart level. Wipe him/her with a wet cloth / wash the body frequently. Pour normal temperature water on the head to bring down the body temperature. Remove unnecessary clothing and make sure the cloths are not binding with body. Give the ORS or water or lemon water or whatever useful to rehydrate the body. Don’t give any alcoholic beverages such as carbohydrate drinks (eg. Thums up, sprite) which can increase the dehydration. If the victim not feel better within half-an-hour of using this treatment, seek prompt medical attention.
Natural calamities (Earthquake, Floods, etc.) Instruct all the department personnel to evacuate and assemble at a safe location. Keep informed authorities and act as per their instructions. Even after the control of emergency, if the building is not safe, instructs everybody to keep out to safer locations.
Food Poisoning Get Victim to take some rest. Let victim stomach settle. Avoid eating and drinking for a few hours until the nausea passes. Seek medical help. Shift victim to hospital to get treatment by doctor.
Roles & RESPONSIBILITIES - Site Controller: Receive the updates from an Incident Controller regarding the situation periodically. Rush to emergency control center upon hearing information of the incident. To establish contact with the incident controller. On information from the Incident Controller depending on the severity of the situation, he will declare an emergency. Continuously review the situation of the site of incident. On head count completion, if any missing personnel information is received, pass on the message to the Incident controller for rescue operation. Once the situation is under control and on incident controller confirmation, to instruct for “All Clear Siren”. Only after ensuring the situation is under total control, to return to his normal activities.
Role & Responsibilities and function of Incident Controller Receive the updates from ERT teams and update to the site controller on situations. Quickly assess the situation. Takes over the control of operations. Contact site controller and appraise about the situation. Instruct to barricade the incident spot. Instructs first aider to attend to the injured. Instructs to shift any injured person(s) to a safer location. In case site controller informs regarding any missing personnel, instructs rescue personnel to check for the missing person(s), at the spot or elsewhere in the project premises. Once the situation is under control, communicate site controller to give All Clear signal.
Role & Responsibilities of Firefighting team: As per the directions of an Incident Controller the Firefighting team will take the charge and updates will give to incident controller about situations on time to time. Upon hearing the message of any fire incident. Reach to the Fire point. Use suitable fire extinguisher as per the fire classes Class A – Solid Materials (Ordinary Combustibles) – Water & DCP Class B – Flammable liquids - DCP & CO2 Class C – Electrical – DCP & CO2, Flammable Gases - DCP Class D – Combustible Metals - DCP
Role & Responsibilities of Head Counting Personnel: As per the directions of an Incident Controller the Head Count team will take the charge and updates will give to incident controller about situations on time to time. Carry the details of employees working in the project. On declaration of emergency, report to site controller. Hand over the details of employees to the site controller. On instructions of site controller, proceed to the nearest “Assembly Point” and complete the head count. If any individual is found missing as per “Assembly point” head count & information received, inform his particulars to site controller.

Role & Responsibilities of Evacuation Team during emergency: As per the directions of an Incident Controller the Evacuation team will take the charge and updates will give to controller about situations on time to time Upon hearing of the information regarding the incident, they shall report to IC. Check all the work locations to confirm that all are evacuated. Make sure workers do not re-enter in to work location till it is safe.
Role & Responsibilities of Rescue Team during Emergency: As per the directions of an Incident Controller the Rescue team will take the charge Upon hearing of the information regarding the incident, they shall report to IC. Taking personal protective measures. Advising personnel in the area of any potential threat and/or initiate evacuation procedures Eliminate potential ignition source
Role & Responsibilities of First Aiders during emergency: As per the directions of an Incident Controller the First-Aid team will take the charge and updates will give to controller about situations on time to time. Upon hearing of the information regarding the incident, they shall report to IC. On receiving of victims, a quick assessment shall be done to establish the severity. Follow the below given suggestions to do first aid procedure for arrest severe bleeding:
Role & Responsibilities of Maintenance Personnel during emergency: Upon hearing of the information regarding the incident, they shall report to incident controller. Electricians shall be ready with necessary tools for emergency switchgear operation. Utility people to act as per the instructions of incident controller. Give feedback to incident controller. Even after all clear siren, only on instruction of Incident controller, all maintenance personnel shall resume normal activity.
Role & Responsibilities of Security during emergency: Take control of the gates by opening both gates for emergency vehicles movement. Request visitors, transporters, truck drivers, cleaners etc instruct them to move out of the factory premise. Not to allow outside crowd inside the factory premises. To keep ready the list of visitors, list of contract workmen inside the project. To prepare themselves for site controller instructions. To receive further instructions from site controller and act accordingly.
All clear signal: Once the situation is brought under control, the Site controller will call off the emergency. Communication Dept. upon instructions from the Site controller, to all concerned will communicate these personnel to return to their respective normal activities.
Mock Drill: Training for ERT Team explaining the roles & responsibilities during emergency once in 6 months. Mock drill shall be conducted once in Half yearly as per the identified scenarios and check the effectiveness. Mock drill to be recorded by the observer for evaluation.
