Introduction National committees in nursing administration and management are formed to address various issues related to nursing education, practice and research at a national level. They provide a platform for experts and stakeholders to collaborate, develop guidelines and advocate for policies that promote quality nursing care and improve patient outcomes. Bajaj and Highpower committee were two committees that addressed nursing administration in India.

BAJAJ COMMITTEE The Bajaj committee was constituted in 1986 by the Ministry of Health and Family Welfare to assess India's existing and projected National Health manpower requirements and recommended ways to strengthen health manpower production and development . 1/29/2025 Jane Jose 3

Constitution of the committee Set up by the MHFW Government of India in 1986 . Terms of references To figure out how many healthcare workers we need now and in the future, especially for primary and intermediate care, and also to set up a system to keep checking these needs as the population and health problems change. To suggest what subjects students should study in high school to prepare them for health-related jobs and also to suggest what subjects +2 students should learn to get interested in these health careers. 1/29/2025 Jane Jose 5

Cont.. To suggest what kind of schools and colleges we should build to train the right number of healthcare workers and to improve the existing healthcare schools and colleges. To change how we train and use healthcare workers to ensure we have the right people in the right places. Health manpower needs and resources Health planning system approach: To achieve and attain the goal of “Health for all-2000 AD” health services in the country are being organized on a 4-tier system. At village level Sub-center (3000 -2000 population) Primary health center (20,000 -30,000 population) Community health center. (1,00,000 population)

High Power Committee Established in 1987 Chairman - Smt. Sarojini Varadappan Member secretary –Smt. Rajkumari Sood, nursing advisor to the government of India

Objectives 1. To examine the role and working conditions of nurses and in nursing services in rural and urban areas. 2. To recommend adequate staffing norms for hospitals and other health institutions. 3. To review the training provided to all categories and levels of nurses and midwives. 4. To examine the need for organising nursing services at national state and district levels and study other relevant aspects.

Recommendations on Nursing profession 1.Employment: Uniformity in employment procedures Recruitment rules for all categories of nursing posts (qualification and experience) No bond for nursing students States should create posts and appointments for freshers in the appropriate positions.

Cont … 3. Workin g hours Weekly working hours- 40hrs/week Str aight shift Extra working hours compensated by leave or by extra emoluments depending on the state policy Nurses be given day off weekly and all gazetted holidays as per the government rule

Hospitals to develop central sterile supply department, central linen services and central drug supply system . Group D employees — responsible for housekeeping department . Cont.. 5. Pay and allowances Uniformity of pay scales of all categories of nursing personnel is not feasible . Special allowances like uniform allowance family allowance mess allowance accommodation can be given.

Cont.. 6.Promotional opportunities Post basic BSc nursing is essential for promotion to ward sister More supervisory positions are needed Guidance and supervision should be provided during evening and night shift s Nurses should have 3 promotions during their career

Cont.. Promotions should be eased on merit and seniority Top administrative and teaching positions should be filled through open selection Stagnant positions should be addressed with selection grades and running scales .

Cont.. 7. Career development Provision for deputation for higher studies after 5 years Opportunity to attend at least one refresher course every 2 years

Cont.. 8. Accommodation Priority allotment of accommodation near to workplace for nursing staff . Apartment type of accommodation rather than hostel facility

Estimate equipment and consumable costs Identify and list all equipment-related consumables. Determine the quantity and cost of required consumables. Consider capital and recurrent expenditure for equipment and maintenance. Calculate usage rates for consumables to optimize inventory. NURSING EDUCATION Nursing education to be fitted into national stream of education to bring about uniformity, recognition and standards of nursing education . Recommendations: There should be 2 levels of nursing personnel - professional nurse ( degree level - +2 with science, 4 yrs) and auxiliary nurse ( vocational nurse - 10 th standard , 2 years). 1/29/2025 Jane Jose 24

All School of Nursing attached to Medical College hospitals is upgraded to degree level in a phased manner . Nursing personnel should have a complete say in matters of selection of students selection is completely based on merits . Community nursing experience should be as per Inc recommendations necessary transport and accommodation should be made available for the safety security of the students . Cont.. Nurses in senior positions like ward sisters, ANS, DNS, NS must have courses in management and administration before promotion . Nurses working in specialty areas must have courses in specialities promotion . Cont.. The committee recommends that gazetted ranks be allowed for nurses working as ward sister and above ( minimum Class 2 gazette ). Organization of nursing services Position and status of nursing personnel working in their directorates need upgradation and expansion . Enable nurses to participate in policy making Andrew decision making . All nursing components should be under the control of nursing personnel at all levels . CONCLUSION It was observed that nurses are not involved in making policies that govern their status and practice . By understanding the contribution of Bajaj committee and high power committees nursing administrators can better appreciate the historical context of the profession and work towards further improving the quality of nursing care in India . 1/29/2025 Jane Jose 37
