Biography Of Jamie Mannina


Jamie Mannina is an experienced national security expert who has worked on many of the most
challenging national security policy issues facing the United States government. His expertise
includes artificial intelligence (AI), data management, export control of technology, illicit
networks, cybersecurity, counterintelligence, nuclear disarmament and nonproliferation, and
U.S., China, and Russia strategic stability policies. He has an in-depth understanding of
Russian and Chinese military doctrine and political and economic core interests. His experience
in placing and implementing international sanctions and investigating Chinese
counterintelligence technology transfer violations is unparalleled.

Mannina’s various government roles and strong foundation in diplomacy and deterrence
underscore a career committed to advancing national interests and fostering strategic stability.

Mannina’s Illustrious Career

His Work at Booz Allen Hamilton

As a Senior Advisor with Booz Allen Hamilton, an American government and military contractor
specializing in intelligence, Mannina was embedded with the Joint Staff Chief Digital and
Artificial Intelligence Office (CDAO). During this five-year tenure, he advised on all matters
related to modernizing the way the Department of Defense (DOD) employs Command and
Control (C2) for warfighting, called the Joint All-Domain Command and Control (JADC2).

Mannina’s strategic communications and international relations expertise supported the
company’s mission to navigate complex global security challenges. His team’s collaborative
efforts at Booz Allen Hamilton significantly shaped policy frameworks and response strategies.

Special Agent, FBI

Before his role with Booz Allen Hamilton, Mannina was a Special Agent with the Federal Bureau
of Investigation for two years. He led, managed, and participated in criminal investigations on
Counter Cyber-Espionage and Chinese Counterintelligence and Technology Transfer case
violations related to AI/ML and quantum information sciences. His role was pivotal in addressing
intricate international issues.

Mannina also served as Mission Manager for the Office of the Director of National Intelligence
for three years, where he closely coordinated, integrated, and analyzed foreign intelligence from
the U.S. intelligence community focused on China and Russia. This enabled a single voice to
the President and senior policymakers, streamlined and guided collection and analytic activities,
and provided essential support for all aspects of intelligence related to designated countries,

regions, topics, or functional issues collected throughout the U.S. intelligence community –
especially cyber, financial crime, sanctions, and economic stability issues.

Before this, he was Senior Foreign Affairs Advisor at the U.S. Department of State, Bureau of
Arms Control, Verification and Compliance, Office of Strategic Affairs. He directly supported the
Bureau Assistant Secretary and the Under Secretary of State for Arms Control and International
Security by providing strategic planning, compliance analysis, policy guidance, and
recommendations to senior officials on a full range of WMD and cyber policy, including the Vice
President and Secretary of State.

Notable Career Milestone: Mannina’s Work on the U.S.-Russia New START
Treaty

From 2009 to 2013, Jamie Mannina served as director of public affairs and Congressional
outreach and special assistant to the assistant secretary at the U.S. Department of State,
Bureau of Arms Control, Verification and Compliance. It was during this time he supported the
negotiation, ratification, and implementation of the New START Treaty with Russia, nuclear
deterrence policy, and the development of Department positions and recommendations for

future U.S. initiatives to further stability and deterrence, including arms control, transparency
and confidence-building measures in bilateral and multilateral contexts in Europe and East Asia.

He authored responses on behalf of the Obama Administration regarding amendments to the
National Defense Authorization Act. He closely coordinated with Defense, Joint Staff, or
Combatant Command staff in response to requests for information, questions for the record, and
briefings on the New START Treaty.
The New START Treaty was signed in Prague on April 8, 2010, and entered into force on
February 5, 2011, upon exchange of the instruments of ratification.

Served as Defense & Foreign Policy Advisor for Hillary Clinton’s
Presidential Campaign

Mannina directly supported Senator Hillary Rodham Clinton, a Senate Armed Services
Committee member, on cyber and technology policy matters, analyzed policy positions,
advocated for economic reforms, executed legislative priorities, and effectively balanced
competing interests of a demographically and ideologically diverse constituency.

He also served as a staffer to Senator Hillary Clinton in the U.S. Senate from 2004 to 2008,
including supporting her reelection campaign in 2006.

Recognition for His Accomplishments
Mannina has received several Department awards, including outstanding service in support of
the 2010 Nuclear Posture Review and the successful negotiation and ratification of the New
START Treaty (2011), the Benjamin Franklin Award for Diplomacy at the Department of State
(2014), and the Presidential Management Fellow (2015).
A Tradition of Giving Back

Making the world a safer, healthier, and better is part of Mannina’s DNA. He regularly donates to
Catholic charities, the Leukemia Foundation, and various diabetes and heart disease charities.
In addition, Mannina has supported Americorps, a federal agency for national service and
volunteerism. AmeriCorps enables Americans of different backgrounds to serve their country,
address the nation's most important issues, and better lives and communities.

He has also supported the Montessori Schools in Manhattan.
Mannina’s Rich Education
Jamie Mannina earned a bachelor of arts in Political Science from Le Moyne College, Syracuse,
New York. He received his master of arts degree in International Relations from George
Washington University, Elliott School of International Affairs, Washington, D.C. Mannina has
also studied at the U.S. Foreign Service Institute, Harvard University, and National Taiwan
University.

He speaks conversational Chinese (Mandarin) and basic French and Italian.

Hobbies
When he isn’t working, Mannina enjoys all sports, including rugby. His hobbies also include art
and travel.
