INTRODUCTION TO MEDICAL SERVICES
•The Modern era of public health began in 1880’s around the world. Public health began to
put more focus on epidemic diseases such as cholera, small pox and plague and other
diseases like fever, dysentery, diarrhea, tuberculosis, as it affected most of the
population.
•1875 a severe famine struck the princlyState of Mysore and thousands lost their lives.
The rulers of Mysore had modern views in redressing public grievances and were
determined to protect their subjects. To tackle with public health they opendedhospitals
and dispensaries were established in different parts of the state to provide free health
care to people.
•1831 it was stationed at Bangalore and had charge of Bowring civil Hospital, Leper
Hospital and the Lunatic Assylam
•1834 Mark Cubbonwas appointed as Chief Commissioner, the period of his
administration was marked by steady progress on public health.

•1881 The Department of Public Health was reconstituted with Senior Surgeon as ex-officio
Sanitary Commissioner and a full time Deputy Sanitary Commissioner to assist him in
controlling & administrating the department.
•1919 the Government of Mysore appointed a committee, to reorganize the Medical
department .
•1929, the Sanitary Department was separated from the Medical Department and was put
under the control of full time Director of Health and a Board of Health was appointed to act
as an advisory body on public health matters.

BowringthethenCommissionerofMysore.
•ItwasoriginallyamedicalinstitutionbelongingtoMysoreState,butin1884itwas
madeovertotheCivilandMilitarystation.
•Additionalaccommodationforfemalepatientswasprovidedbythedonations
contributedbycitizensandbytheGovernmentofIndia.Thisadditionalhospital
wasnamedLadyCurzonHospital.1881administrationcameunderthemunicipal
control,bothhospitalswererenovatedandwasinauguratedbyLadyCurzon
december101890nowcalledas“LadyCurzonwomenandchildhospital”.

•Lewis Bentham Bowring served as the commissioner from
1862 to 1870.
He also served as a chief commissioner of Coorg.
•He was well-known for giving importance to sanitation and
hygiene.”
LADY VICTORIA CURZON
•Lady Curzon Hospital was established in the late 1890s for
women and children. It owes its existence to Lady Victoria
Curzon, wife of George Nathaniel Curzon, the then Viceroy
of India.
•Progressive medical reforms were initiated by English
women in India under the leadership of Lady Curzon by
appointing women doctors and Constructing
hospital for women.

In 1947, the Civil and Military station were retroceded to the Mysore Durbar. As a
consequence of this, the Bowring & Lady Curzon Hospitals along with other medical
institutions of the area were placed under the administrative control of the Mysore
Medical Department.
In 1986 as 2

SARRC summit was held in banglorewhich played arole ininternational
financial institutions, in the promotion and protection of economic, social, and cultural
rights were recognised. The recent concern about issues of economic, social and
cultural rights on the part of the World Bank were also disscused.
As a result VIP wards where built with modern equipment where
introduced and was prepared for any medical emergency situations.

1923-24 Lady Curzon hospital introduced with new equipments
like heater cirlulation,high pressure boilorcylinders,,cold& winter
regulators, motor abmulance, new special disinfection room was buit.
The sterilizing apparatus for the operation theater was fitted with electric
heaters.

HSIS Goshahospitalwas establishedin 1925. The Obstetric’sand Gynaecology(OBG)
department of Bowring & Lady Curzon Hospital has been shifted to HSIS Ghosha
Hospital on 25-09-2017.The construction and renovation has been done as per the
Medical Council of India norms.
The HSIS GhoshaHospital has 120 beds for OBG, 10 bedded NICU (Neonatal ICU) is
also been added at HSIS GhoshaHospital.
4 bedded ICU has been in place for any OBG emergencies, other infrastructure
includes 10 bedded labourward, 1 emergency Operation theatre, 2 regular Operation
Theatres (Modular OT).

ROYAL THUMBOO CHETTAR BUILT IN 1884
The Raja Dharma Pravina Thumboo Chettiar Dispensary was
established in 1895.It was a charitable institution located between
the Bowring Civil Hospital and St. Paul's Church.The foundation
stone for the dispensary was laid by the donation.
T. R. A. ThumbooChetty was a Senior Member of the Council of
the Maharaja of Mysore from 1881–1895.He was also a Judge of
the Chief Court of Mysore from 1884–1890.

An Anti-retroviral Therapy (ART) Centre is a facility that provides support to people
living with HIV/AIDS.ART centresare located in:

Initially there were only three ART centresfunctioning

•CD4 testing
•CD4 is the test done routinely on patients to assess the progress of the disease and
response to treatment.
•It is one of the factors to decide whether patient is adherent, requires a change of
regime or has some underlying undiagnosed or untreated condition.
Laboratory support
Bowring hospital is a tertiary centre and is expected to have basic blood facilities.
Patients have been asked to do basic tests for malaria, typhoidect.
Functioning of Centre of Excellence (CoE)
The role of the COE is in-depth analysis of data of various services including ART
centreslinked to them, conduct operational research for NACP and serve as a
repository of information related to HIV/AIDs. It is expected to build partnerships
with organisationslike CDC, NIH for multi-site, multi country partnerships.

The oldest civil hospital in the city, Bowring and Lady Curzon Hospital, is still the first
to be alerted when a VIP is in town in case of any emergencies.
Plague which decimated the population and rendered considerable parts of the city
inhabitable in a matter of months in 1899-1900. Till the mid-forties, the threat of plague
outbreaks was very real, but the improvements in housing conditions, widespread
inoculation and “cyanogassing” of houses to kill rats began to bear fruit and the number
of outbreaks reduced from 248 in 1944 to a merely 23 in 1947.
plague struck both the City and Cantonment areas of Bangalore. The first case that
occurred was in the Cantonment on August15, 1898. A servant of the railway
superintendent, who had arrived from Hubli, died due to plague.
According to the Plague Commission Report released in 1899, by June 1899, there were
2,665 official and around 3,393 unofficial deaths in the city and 3,321 deaths in the
Cantonment.

A health officer was appointed for the first time in the
City. Telephone lines were set up for faster and better
communication.

DIRECTOR-CUM-DEAN OF THE HOSPITAL
Recalls his days as a PG student at the institute. He says, “There was plenty of lung space
on the premises in the early1980s -it was more peaceful and beautiful.
The population and patient-count were low then.
1990s, Bengaluru started developing rapidly, and hence, space in the hospital became inadequate.
So we had to demolish few old structures as they were also in dilapidated condition and build new one
to accommodate more people.
WARDS
Now, we have all wards except women care in the in-patient block, which has 85 to 90 beds on each floor
of the eight-storey structure. There is a separate building for women and medical emergencies.”
He adds that adjacent to the emergency block, a trauma block will be built,
which is being funded by the National Health Mission.

Dr Manjunath admits that 80 per cent of these structures had to be pulled down due to their
pitiful state and
lack of space to accommodate more people. One can only see the remnants of it now, he says.
The VIP hospital
Manjunath claims that in a day, they get about 2,000 out patients.
The hospital was declared a VIP hospital during the first meeting of
South Asian Association for Regional Cooperation in India.
He adds, “We provide medical care to VIPs such as sitting MLAs, ministers and bureaucrats.
When a VIP visits Bengaluru, we get the call first from Bengaluru Police so that we can prepare
ourselves in case a
medical facility is required.” A college is also coming up on a four-acre land on the west side of the
building.
