4. BRUNEI , is an independent Islamic sultanate on the northern coast of the island of Borneo in Southeast Asia. It is bounded to the north by the South China Sea and on all other sides by the East Malaysian state of Sarawak, which also divides the state into two disconnected segments of unequal size. The western segment is the larger of the two and contains the capital city of Bandar Seri Begawan. Brunei achieved independence in 1984, having been a British protectorate since 1888. It is a member of the Commonwealth and ASEAN (Association of Southeast Asian Nations).

5. FORM OF GOVERNMENT MONARCHY(Sultanate) with one advisory body(Legislative Council) Brunei is one of the few remaining absolute monarchies in the world, and the only one in Asia. Sultan is the head of state. The Sultan is assisted and advised by five councils, which he appoints. A Council of Ministers, or cabinet, which currently consists of nine members (including the Sultan himself), assists in the administration of the government. The Sultan presides over the cabinet as Prime Minister and also holds the positions of Minister of Defense and Minister of Finance.

6. The Constitution of Brunei Darussalam was created in 1959. Ultimate authority rests with the Sultan, who is both head of state and head of government. In 2004 the Sultan approved a number of amendments to the constitution, including provision for a partially elected Legislative Council.

7. FUNCTIONS OF GOVERNMENT IN BRUNEI Executive power is exercised by the government. The Government of Brunei assures continuing public support for the current form of government by providing economic benefits such as subsidized food, fuel, and housing; free education and medical care; and low-interest loans for government employees.
