TheserulesmaybecalledtheCentralCivilServices(JoiningTime)Rules,1979.
TheyshallcomeintoforceonthedateofissueofthisNotification(GI,DeptofPer.&
A.R.,NotificationNo.21011/2/79-AllowancesUnit,datedthe8thMay,1979,published
intheGazetteofIndia,datedthe19thMay,1979)andshallapplytotransferseffected
on/orafterthatdate
TheserulesshallapplytoallGovernmentservantsappointedinCivilServicesandposts
undertheCentralGovernmentincludingwork-chargedstaffbutshallnotapplyto—
(a)Railwayemployees.
(b)ArmedForcesPersonnelandthosepaidfromtheDefenceServicesEstimates.
(c)Governmentservantsengagedoncontactandthosewhoarenotinwhole-time
employmentofGovernment.
(d)Government servants, paid out of contingencies.
2.(1)WhenaGovernmentservanttowhomtheserulesapplyistransferredtothecontrolof
anotherGovernmentororganization,whichhasmadeseparaterulesprescribingamountof
joiningtime,hisJoiningTimeforthejourneytojoinhispostunderthat
Government/organizationandforthereturnjourney,willbegovernedbythoserules,unless
differentprovisionsareexpresslymadeinthetermsofdeputation/foreignservicebymutual
agreementbetweenthelendingandborrowingauthorities

3. (2)TheJoiningTimeofrailwayemployees,ArmedForcesPersonnelandthosepaidfrom
DefenceServicesEstimatesandtheemployeesofStateGovernmentoranyother
organizationwhoareappointedtoCivilServicesandpostsundertheCentralGovernment
ondeputationoronforeignservicebasis,shall,forjoiningtheCivilServicesandposts
undertheCentralGovernmentandforthereturnjourneys,beregulatedinaccordancewith
theserules,unlessdifferentprovisionsareexpresslymadeintheirrespectiveterms,of
deputation/foreignservice,bymutualagreementbetweenthelendingandborrowing
authorities.
Definitions
“DepartmentofGovernmentofIndia”
meansaMinistryorDepartmentoftheCentralGovernmentasnotifiedfromtimetotime
andanyotherauthoritywhichexercisesthepowersofaDepartment/Ministryofthe
GovernmentofIndia.
[InrespectofthepersonsservingintheIndianAuditandAccountsDepartment,the
ComptrollerandAuditor-GeneralofIndiashallexercisethesamepowersasthe
Ministries/DepartmentsofGovernmentofIndia,undertheserules.]
“HeadofDepartment”
meanstheauthoritydeclaredassuchundertheDelegationofFinancialPowersRules,1978.
InthecaseoftheIndianAuditandAccountsDepartment,HeadofDepartmentmeansthe
authoritydeclaredassuchbytheComptrollerandAuditor-GeneralofIndia.

4. “Joining Time”
meanstimeallowedtoaGovernmentservantinwhichtojoinanewpostortotraveltoa
stationtowhichheisposted.
“Transfer”
meansthemovementofaGovernmentservantfromoneposttoanothereitherwithinthe
samestationortoanotherstationtotakeupdutiesofanewpostorinconsequencesof
changeofhisheadquarters.
To Whom Joining Time is Granted??
JoiningtimeshallbegrantedtoaGovernmentservantontransferinpublicinterestto
enablehimtojointhenewposteitheratthesameoranewstation.Nojoiningtimeis
admissibleincasesoftemporarytransferforaperiodnotexceeding180days.Onlythe
actualtransittime,asadmissibleincaseofjourneysontour,maybeallowed.
ThesurplusstafftransferredfromoneposttoanotherundertheSchemeRegulating
RedeploymentofSurplusStaffshallbeeligibleforjoiningtime.
Governmentservantswhoaredischargedduetoreductionofestablishmentfromone
CentralGovernmentofficeandreappointedtoanotherCentralGovernmentofficeshallbe
entitledtojoiningtime,iftheordersofappointmenttothenewpostarereceivedbythem
whileworkingintheoldpost.Iftheyareappointedtothenewpostafterbeingdischarged
fromtheoldpost,theperiodofbreakmaybeconvertedintojoiningtimewithoutpayby
theHeadofDepartment,providedthatthebreakdoesnotexceed30daysandthe
Governmentservanthasrenderednotlessthan3yearscontinuousserviceonthedateofhis
discharge.

5. ForappointmenttopostsundertheCentralGovernmentontheresultsofacompetitive
examinationand/orinterviewopentoGovernmentservantsandothers,CentralGovernment
employeesandpermanent/provisionallypermanentStateGovernmentemployeeswillbe
entitledtojoiningtimeundertheserules.ButtemporaryemployeesoftheCentral
Governmentwhohavenotcompleted3yearsofregularcontinuousservice,thoughentitled
tojoiningtimewouldnotbeentitledtojoiningtimepay.
Commencement
Thejoiningtimeshallcommencefromthedateofrelinquishmentofchargeoftheoldpost
ifthechargeismadeoverintheforenoonorthefollowingdateifthechargeismadeoverin
theafternoon.
Thejoiningtimeshallbecalculatedfromoldheadquartersinallcasesincluding,wherea
Governmentservantreceiveshistransferordersormakesoverchargeoftheoldpostina
placeotherthanhisoldheadquarters,orwheretheheadquartersofaGovernmentservant
whileontourischangedtotheourstationitselforwherehistemporarytransferisconverted
intopermanenttransfer.
Notmorethanoneday’sjoiningtimeshallbeallowedtoaGovernmentservanttojoina
newpostwithinthesamestationorwhichdoesnotinvolveachangeofresidencefrom
onestationtoanother,Forthispurpose,theterm‘samestation’willbeinterpretedtomean
theareafallingwithinthejurisdictionofthemunicipalityorcorporationincludingsuchof
suburbanmunicipalities,notifiedareasorcantonmentsasarecontiguoustothenamed
municipality,etc.

6. Incasesinvolvingtransferfromonestationtoanotherandalsoinvolvingchangeof
residence,theGovernmentservantshallbeallowedjoiningtimewithreferencetothe
distancebetweentheoldheadquartersandthenewheadquartersbydirectrouteandordinary
mode(s)oftravelasindicatedinthefollowingschedule.Whenholiday(s)follow(s)joining
time,thenormaljoiningtimemaybedeemedtohavebeenextendedtocoversuch
holiday(s).

IncaseoftransferofaGovernmentServanttoandfromNER,Andman&
NicobarIslands,LakshdeepandLadakh,twodaysadditionaltimeshallbe
admissibleoverandabovethenormalJoiningTime.

7. ExtensionofjoiningtimebeyondthelimitsindicatedinRule5(4)canbegrantedup
tothemaximumlimitof30daysbytheHeadofDepartmentandbeyond30daysby
theDepartmentoftheGovernmentofIndia,theguidingprinciplebeingthatthetotal
periodofjoiningtimeshouldbeapproximatelyequalto8daysforpreparationplus
reasonabletransittimeplusholidays,ifany,followingtheextendedjoiningtime.While
computingthetransittime,allowancecouldbemadeforthetimeunavoidablyspentdue
todisruptionoftransportarrangementscausedbystrikeornaturalcalamities,orthe
periodspentawaitingthedepartureofthesteamer.
Unavailed Joining Time
WhenaGovernmentservantjoinsanewpostwithoutavailingfulljoiningtimeby
reasonsthat—
(a)heisorderedtojointhenewpostatanewplaceofpostingwithoutavailingof
fulljoiningtimetowhichheisentitled;or
(b)heproceedsalonetothenewplaceofpostingandjoinsthepostwithoutavailing
fulljoiningtimeandtakeshisfamilylaterwithinthePermissibleperiodoftime
forclaimingTravellingAllowanceforthefamily;thenumberofdaysofjoining
timeadmissibleunderCentralCivilServices(JoiningTime)Rules,1979,subject
toamaximumof15daysreducedbythenumberofdaysofjoiningtimeactually
availedofshallbecreditedtohisleaveaccountasearnedleave:
Providedthattheearnedleaveathiscredittogetherwiththeun-availedjoiningtime
allowedtobesocreditedshallnotexceed300–days.

8. Joiningtimemaybecombinedwithvacationand/orregularleaveofanykindorduration
exceptcasualleave.
IfaGovernmentservantintransitontransferisdirectedtoproceedtoaplacedifferent
fromthatindicatedintheinitialtransferorders,heshallbeentitledtojoiningtimealready
availedofuptothedateofreceiptofrevisedorderspliesfreshspelloffulljoiningtime
fromthedatefollowingthedateofreceiptoftherevisedorders.Thefreshspellofjoining
timeinsuchcasesshallbecalculatedfromtheplace,atwhichhereceivedtherevised
ordersasifheistransferredfromthatplace.
Joining Time pay
AGovernmentservantonjoiningtimeshallberegardedasondutyduringthatperiod
andshallbeentitledtobepaidjoiningtimepayequaltothepaywhichwasdrawnbefore
relinquishmentofchargeintheoldpost.HewillalsobeentitledtoDearnessAllowance,if
any,appropriatetothejoiningtimepay.
Inaddition,hecanalsodrawcompensatoryallowanceslikeHouseRentAllowanceas
applicabletotheoldstationfromwhichhewastransferred.Heshallnotbeallowed
ConveyanceAllowanceorpermanentTravellingAllowance.

9. Miscellaneous
WhereanyMinistry/DepartmentofGovernmentofIndiaissatisfiedthattheoperationof
anyoftheserulescausesunduehardshiptoanyparticularcase,thatMinistryorDepartment
oftheGovernmentofIndiamaybyorder,forreasonstoberecordedinwriting,dispensewith
orrelaxtherequirementofthatruletosuchextentandsubjecttosuchexceptionsand
conditionsasitmayconsidernecessaryfordealingwiththecaseinajustandequitable
manner,providedthatnosuchordershallbemadeexceptwiththeconcurrenceofthe
MinistryofHomeAffairs,DepartmentofPersonnelandAdministrativeReforms.
Ifanydoubtarisesastotheinterpretationoftheserules,itshallbereferredtothe
GovernmentofIndia,MinistryofHomeAffairs,DepartmentofPersonnelandAdministrative
Reforms.
Allrulesandinstructionsonthesubjectofjoiningtimeinforceimmediatelybefore
commencementoftheserulesandapplicabletoGovernmentservantstowhomtheserules
apply,areherebyrepealed.
