TheserulesmaybecalledtheCentralCivilServices
(JoiningTime)Rules,1979.
Theyshallcomeintoforceonthedateofissueof
thisNotification(GI,DeptofPer.&
A.R.,NotificationNo.21011/2/79-AllowancesUnit,
datedthe8thMay,1979,publishedintheGazetteof
India,datedthe19thMay,1979)andshallapplyto
transferseffectedon/orafterthatdate

2. Preliminary
1.TheserulesshallapplytoallGovernmentservants
appointedinCivilServicesandpostsundertheCentral
Governmentincludingwork-chargedstaffbutshallnot
applyto—
(a)Railwayemployees.
(b)ArmedForcesPersonnelandthosepaidfromthe
DefenceServicesEstimates.
(c)Governmentservantsengagedoncontactand
thosewhoarenotinwhole-timeemploymentof
Government.
(d)Government servants, paid out of contingencies.

3. Preliminary
2.(1)WhenaGovernmentservanttowhomtheserules
applyistransferredtothecontrolofanotherGovernment
ororganization,whichhasmadeseparaterulesprescribing
amountofjoiningtime,hisJoiningTimeforthejourneyto
joinhispostunderthatGovernment/organizationandfor
thereturnjourney,willbegovernedbythoserules,unless
differentprovisionsareexpresslymadeinthetermsof
deputation/foreignservicebymutualagreementbetween
thelendingandborrowingauthorities

4. (2)TheJoiningTimeofrailwayemployees,Armed
ForcesPersonnelandthosepaidfromDefenceServices
EstimatesandtheemployeesofStateGovernmentor
anyotherorganizationwhoareappointedtoCivil
ServicesandpostsundertheCentralGovernmenton
deputationoronforeignservicebasis,shall,forjoining
theCivilServicesandpostsundertheCentral
Governmentandforthereturnjourneys,beregulatedin
accordancewiththeserules,unlessdifferentprovisions
areexpresslymadeintheirrespectiveterms,of
deputation/foreignservice,bymutualagreement
betweenthelendingandborrowingauthorities.

5. Definitions
“DepartmentofGovernmentofIndia”
meansaMinistryorDepartmentoftheCentralGovernmentas
notifiedfromtimetotimeandanyotherauthoritywhichexercises
thepowersofaDepartment/MinistryoftheGovernmentofIndia.
[InrespectofthepersonsservingintheIndianAuditandAccounts
Department,theComptrollerandAuditor-GeneralofIndiashall
exercisethesamepowersastheMinistries/Departmentsof
GovernmentofIndia,undertheserules.]
“HeadofDepartment”
meanstheauthoritydeclaredassuchundertheDelegationof
FinancialPowersRules,1978.InthecaseoftheIndianAuditand
AccountsDepartment,HeadofDepartmentmeanstheauthority
declaredassuchbytheComptrollerandAuditor-GeneralofIndia.

6. “Joining Time”
meanstimeallowedtoaGovernmentservantinwhich
tojoinanewpostortotraveltoastationtowhichheis
posted.
“Transfer”
meansthemovementofaGovernmentservantfromone
posttoanothereitherwithinthesamestationorto
anotherstationtotakeupdutiesofanewpostorin
consequencesofchangeofhisheadquarters

7. To Whom Joining Time is Granted??
JoiningtimeshallbegrantedtoaGovernmentservant
ontransferinpublicinteresttoenablehimtojointhe
newposteitheratthesameoranewstation.Nojoining
timeisadmissibleincasesoftemporarytransferfora
periodnotexceeding180days.Onlytheactualtransit
time,asadmissibleincaseofjourneysontour,maybe
allowed.
Thesurplusstafftransferredfromoneposttoanother
undertheSchemeRegulatingRedeploymentofSurplus
Staffshallbeeligibleforjoiningtime.

8. .
Governmentservantswhoaredischargeddueto
reductionofestablishmentfromoneCentral
GovernmentofficeandreappointedtoanotherCentral
Governmentofficeshallbeentitledtojoiningtime,if
theordersofappointmenttothenewpostarereceived
bythemwhileworkingintheoldpost.Iftheyare
appointedtothenewpostafterbeingdischargedfrom
theoldpost,theperiodofbreakmaybeconvertedinto
joiningtimewithoutpaybytheHeadofDepartment,
providedthatthebreakdoesnotexceed30daysandthe
Governmentservanthasrenderednotlessthan3years
continuousserviceonthedateofhisdischarge.

9. ForappointmenttopostsundertheCentral
Governmentontheresultsofacompetitiveexamination
and/orinterviewopentoGovernmentservantsand
others,CentralGovernmentemployeesand
permanent/provisionallypermanentStateGovernment
employeeswillbeentitledtojoiningtimeunderthese
rules.ButtemporaryemployeesoftheCentral
Governmentwhohavenotcompleted3yearsofregular
continuousservice,thoughentitledtojoiningtime
wouldnotbeentitledtojoiningtimepay.

10. Commencement
Thejoiningtimeshallcommencefromthedateof
relinquishmentofchargeoftheoldpostifthechargeis
madeoverintheforenoonorthefollowingdateifthe
chargeismadeoverintheafternoon.
Thejoiningtimeshallbecalculatedfromold
headquartersinallcasesincluding,whereaGovernment
servantreceiveshistransferordersormakesoverchargeof
theoldpostinaplaceotherthanhisoldheadquarters,or
wheretheheadquartersofaGovernmentservantwhileon
tourischangedtotheourstationitselforwherehis
temporarytransferisconvertedintopermanenttransfer.

11. Notmorethanoneday’sjoiningtimeshallbe
allowedtoaGovernmentservanttojoinanew
postwithinthesamestationorwhichdoesnot
involveachangeofresidencefromonestation
toanother,Forthispurpose,theterm‘same
station’willbeinterpretedtomeanthearea
fallingwithinthejurisdictionofthemunicipality
orcorporationincludingsuchofsuburban
municipalities,notifiedareasorcantonmentsas
arecontiguoustothenamedmunicipality,etc.

12. Incasesinvolvingtransferfromonestation
toanotherandalsoinvolvingchangeof
residence,theGovernmentservantshallbe
allowedjoiningtimewithreferencetothe
distancebetweentheoldheadquartersandthe
newheadquartersbydirectrouteandordinary
mode(s)oftravelasindicatedinthefollowing
schedule.Whenholiday(s)follow(s)joiningtime,
thenormaljoiningtimemaybedeemedtohave
beenextendedtocoversuchholiday(s).

IncaseoftransferofaGovernmentServanttoandfromNER,Andman
&NicobarIslands,LakshdeepandLadakh,twodaysadditionaltime
shallbeadmissibleoverandabovethenormalJoiningTime.

14. Extensionofjoiningtimebeyondthelimits
indicatedcanbegranteduptothemaximumlimitof30
daysbytheHeadofDepartmentandbeyond30days
bytheDepartmentoftheGovernmentofIndia,the
guidingprinciplebeingthatthetotalperiodofjoining
timeshouldbeapproximatelyequalto8daysfor
preparationplusreasonabletransittimeplusholidays,if
any,followingtheextendedjoiningtime.While
computingthetransittime,allowancecouldbemade
forthetimeunavoidablyspentduetodisruptionof
transportarrangementscausedbystrikeornatural
calamities,ortheperiodspentawaitingthedepartureof
thesteamer.

15. UnavailedJoining Time
WhenaGovernmentservantjoinsanewpostwithoutavailingfull
joiningtimebyreasonsthat—
(a)heisorderedtojointhenewpostatanewplaceofposting
withoutavailingoffulljoiningtimetowhichheisentitled;or
(b)heproceedsalonetothenewplaceofpostingandjoinsthepost
withoutavailingfulljoiningtimeandtakeshisfamilylaterwithin
thePermissibleperiodoftimeforclaimingTravellingAllowance
forthefamily;thenumberofdaysofjoiningtimeadmissible
underCentralCivilServices(JoiningTime)Rules,1979,subject
toamaximumof15daysreducedbythenumberofdaysof
joiningtimeactuallyavailedofshallbecreditedtohisleave
accountasearnedleave:
Providedthattheearnedleaveathiscredittogetherwiththeun-availed
joiningtimeallowedtobesocreditedshallnotexceed300–days.

16. Joiningtimemaybecombinedwithvacationand/or
regularleaveofanykindordurationexceptcasualleave.
IfaGovernmentservantintransitontransferis
directedtoproceedtoaplacedifferentfromthatindicated
intheinitialtransferorders,heshallbeentitledtojoining
timealreadyavailedofuptothedateofreceiptofrevised
ordersplusfreshspelloffulljoiningtimefromthedate
followingthedateofreceiptoftherevisedorders.The
freshspellofjoiningtimeinsuchcasesshallbecalculated
fromtheplace,atwhichhereceivedtherevisedordersas
ifheistransferredfromthatplace.

17. Joining Time pay
AGovernmentservantonjoiningtimeshallberegarded
asondutyduringthatperiodandshallbeentitledtobe
paidjoiningtimepayequaltothepaywhichwasdrawn
beforerelinquishmentofchargeintheoldpost.Hewill
alsobeentitledtoDearnessAllowance,ifany,appropriate
tothejoiningtimepay.
Inaddition,hecanalsodrawcompensatoryallowances
likeHouseRentAllowanceasapplicabletotheoldstation
fromwhichhewastransferred.Heshallnotbeallowed
ConveyanceAllowanceorpermanentTravelling
Allowance.

18. Thesanctionoftheadmissiblejoiningtime
shallbeaccordedbytheCompetentAuthority
exercisingtheadministrativecontroloverthe
Governmentservantproceedingontransfer.
However,thejoiningtimepayshallbepaid
forbythenewAdministrativeAuthority
wheresuchGovernmentservantjoinson
transfer

19. ReckoningJoiningTimeforIncrement.1.Joining
timewillforincrementinthesubstantivepostandthe
postforwhichpayispaidduringthatperiod.
2.Joiningtimeincontinuationofleavecountsfor
incrementsinthetime-scaleapplicabletothe
post/postsonwhichthelastdayofleavebe
commencementofjoiningtimecountsforincrements.
3.Journeyperiodavailedontransferatone'sown
requestnotregularizedasleaveistreatedasdiesnon
anddoesnotcountforincrement,leaveorpension.
4.WhenanincrementfallsdueduringtheperiodofJT,
theincreasedwillbedrawnonlyonjoiningdutyafter
JT,buttheperiodwillcountforincrement.

20. Miscellaneous
Whentransferiscancelled.Whentheorderoftransferis
cancelledaftertheemployeehashandedoverchargeoftheold
postbutbeforetakingchargeofthenewpost,theperiod
interveningbetweenthedatesofhandingoutandtakingoveris
treatedasjoiningtime.
Transferatownrequest.-Nojoiningtimeisadmissible.Regular
leavemaybeavailedoftocovertheperiodfromthedateof
relinquishingchargetheoldposttothedateofassumptionof
chargeofthenewpost.If,howeverholiday(s)intervene(s)
betweenthedateofreliefattheoldstationandjoiningatthenew
station,theinterveningholidaysmaybeavailedas'holidaysand
theemployeeneednottakeanyleaveforsuchperiod.Thepayfor
theperiodseavailedwillbebornebytheDepartment/Office
wheretheofficialjoinsaftertransfer.
However,officialspostedtotheirstationofchoiceafter
completionoftenurewillbeentitledtojoiningtime

21. Miscellaneous
WhereanyMinistry/DepartmentofGovernmentofIndiais
satisfiedthattheoperationofanyoftheserulescausesundue
hardshiptoanyparticularcase,thatMinistryorDepartmentofthe
GovernmentofIndiamaybyorder,forreasonstoberecordedin
writing,dispensewithorrelaxtherequirementofthatruletosuch
extentandsubjecttosuchexceptionsandconditionsasitmay
considernecessaryfordealingwiththecaseinajustandequitable
manner,providedthatnosuchordershallbemadeexceptwiththe
concurrenceoftheMinistryofHomeAffairs,Departmentof
PersonnelandAdministrativeReforms.
Ifanydoubtarisesastotheinterpretationoftheserules,itshallbe
referredtotheGovernmentofIndia,MinistryofHomeAffairs,
DepartmentofPersonnelandAdministrativeReforms.
Allrulesandinstructionsonthesubjectofjoiningtimeinforce
immediatelybeforecommencementoftheserulesandapplicableto
Governmentservantstowhomtheserulesapply,areherebyrepealed.
