About This Presentation

European standard for a digital declaration of performance for construction products, compatible with BIM, based on the Smart CE concept.

The Construction products Regulation (CPR) defines the harmonised
conditions for the marketing construction products:
▪Single Market: free movement of goods in the EU
▪Defines seven basic requirements: mechanical resistance and stability; safety
in case of fire; hygiene, health and the environment; safety and accessibility in
use; protection against noise; energy economy and heat retention; sustainable
use of natural resources
▪Common technical language to assess the performance based on
harmonised standards
Regulation (EU) 305/2011 on construction products

•Harmonised European standards (hEN) provide a technical basis to
assess the performance of construction products, creating a common
languageused by all actors in the construction value chain
•Supporting testing standards cover the assessment of performance
characteristics such as compressive strength, resistance and reaction to fire,
release of dangerous substances, etc.
•hEN enable manufacturers to draw up the Declaration
of Performance and affix the CE marking
•The CPRdoes not include (today) criteria for the
digitalizationof the performance characteristics
Harmonised standards for construction

Commission Delegated Regulation (EU) 157/2014 defines the conditions for
making the declaration of performance available on a website:
▪The content of the DoP can’t be alteredafter it has been made available on the website
▪The DoP shall be continuously availableto the recipients of construction product, free of
charge and for a minimum period of 10 years after the last product was placed on the market
▪Every single product (or batch of the same product) shall be linked to a given declaration of
performance by means of the unique identification code of the product-type
… but it is generaly delivered in a (non-structured) pdf format

The new CPR

1. The manufacturer shall supply by electronic
means a copy of the declaration of performance
(DoP) and conformity ( DoC) of each product which is
made available on the market unless the declaration is
included in a product passport.
Supply of the declaration of performance and conformity (A16)

2. (…) a manufacturer may make the declaration of performance
and conformity referred to in Article 13(1) available on a website,
provided thatit complies with all ofthe following conditions:
(a) it shall ensure that the content of the DoP and the DoCis made
available in an unamendable electronic format ;
(b) it shall provide the declaration of performance and conformity in a
human and machine -readable format;
(f) it shall provide a link between the product and the DoP and the DoC
related to it through the unique identification code of the product type.
Supply of the declaration of performance and conformity (A16)

1. The Commission shall adopt delegated acts (…) to
supplement this Regulation by setting up a construction
digital product passport system .
2. The construction digital product passport system shall:
(a) be compatible with, interoperable with and based upon the
product passport established by Regulation (EU) on ecodesignfor
sustainable products, without compromising interoperability
with Building Information Modelling (BIM)

system and developments such as Smart CE should
be considered in any future development
CEN/TC 442 should start the standardisation of a
digital format for the DoP and the DoC →
proposal for a PWI and a new working group
