PWI proposal on the digital declaration
of performance of construction products
Regulatory and standardisation context
Aitor Aragón Basabe
Responsible for BIM and sustainability in construction
CEN/TC 442 webinar – 2024-05-07
The Construction products Regulation (CPR) defines the harmonised
conditions for the marketing construction products:
▪Single Market: free movement of goods in the EU
▪Defines seven basic requirements: mechanical resistance and stability; safety
in case of fire; hygiene, health and the environment; safety and accessibility in
use; protection against noise; energy economy and heat retention; sustainable
use of natural resources
▪Common technical language to assess the performance based on
harmonised standards
Regulation (EU) 305/2011 on construction products
•Harmonised European standards (hEN) provide a technical basis to
assess the performance of construction products, creating a common
languageused by all actors in the construction value chain
•Supporting testing standards cover the assessment of performance
characteristics such as compressive strength, resistance and reaction to fire,
release of dangerous substances, etc.
•hEN enable manufacturers to draw up the Declaration
of Performance and affix the CE marking
•The CPRdoes not include (today) criteria for the
digitalizationof the performance characteristics
Harmonised standards for construction
Commission Delegated Regulation (EU) 157/2014 defines the conditions for
making the declaration of performance available on a website:
▪The content of the DoP can’t be alteredafter it has been made available on the website
▪The DoP shall be continuously availableto the recipients of construction product, free of
charge and for a minimum period of 10 years after the last product was placed on the market
▪Every single product (or batch of the same product) shall be linked to a given declaration of
performance by means of the unique identification code of the product-type
… but it is generaly delivered in a (non-structured) pdf format
“Digital” DoP in the current CPR
•March 2022: draft from the Commission
for public consultation
•… comments from stakeholders, EP
committees, etc.
•July 2023: proposals from the Parliament
•February 2024: Approval of the Council
•April 2024: Approval of the Parliament
(last draft)
•Publication before the end of 2024
The new CPR
1. The manufacturer shall supply by electronic
means a copy of the declaration of performance
(DoP) and conformity ( DoC) of each product which is
made available on the market unless the declaration is
included in a product passport.
Supply of the declaration of performance and conformity (A16)
2. (…) a manufacturer may make the declaration of performance
and conformity referred to in Article 13(1) available on a website,
provided thatit complies with all ofthe following conditions:
(a) it shall ensure that the content of the DoP and the DoCis made
available in an unamendable electronic format ;
(b) it shall provide the declaration of performance and conformity in a
human and machine -readable format;
(f) it shall provide a link between the product and the DoP and the DoC
related to it through the unique identification code of the product type.
Supply of the declaration of performance and conformity (A16)
1. The Commission shall adopt delegated acts (…) to
supplement this Regulation by setting up a construction
digital product passport system .
2. The construction digital product passport system shall:
(a) be compatible with, interoperable with and based upon the
product passport established by Regulation (EU) on ecodesignfor
sustainable products, without compromising interoperability
with Building Information Modelling (BIM)
Construction digital productpassport system (A75)
(…) An important prerequisite for
machine-readable declarations is a
standardisedIT format, which is
required for each harmonised
technical specification
Machine readable format (W(39))
▪The construction digital product passport system will
be alignedto the DPP defined in the ESPRfor unique
identifiers, data carriers, digital credentials, etc.
▪A new role is defined: the DPP service provider. It
might include a certification scheme
Alignment with data ESPR
… according to the ESPR,
unless different rules are
defined in Delegated acts
•The proposed EPSR defines a digital
product passport (DPP) with a registry for
physical products
•The DPP can be defined at model (product
type in the CPR), batch or item level
•The information in the DPP shall be based
on open standards, developed with an
inter-operable format, machine-readable,
structured, searchable, and transferable
The Ecodesign Regulation (ESPR)
▪CEN/CENELEC approved in
September 2023 a new TC for DPP

▪Processes, responsibilities and policies
▪IT services
▪Data, data identification and data vector

Several BIM standards are listed in
Annex II:
▪EN ISO 23386 Methodology to describe,
author and maintain properties in
interconnected data dictionaries
▪EN ISO 12006-3 Framework for object-
oriented information in BIM
▪EN 17549-2 Exchange of data templates

conclusions
▪Pros and cons for several database or digital system options
▪Advisory board with industrial associations: CPE, FIEC, SBS and EBC
▪18 months (to be finalized in March 2025)
▪The study will not decide anything, the goal is to provide relevant
information for an informed decision by the Commission
The study
An harmonised digital format for construction products
based on EN standards will help the implementation of
the CPR and the DPP concept
Industry is the cornerstone of the standardisation
system and developments such as Smart CE should
be considered in any future development
CEN/TC 442 should start the standardisation of a
digital format for the DoP and the DoC →
proposal for a PWI and a new working group
