2025 CFLGA REGIONAL HARMONIZATION JANUARY 16, 2025 Development In case the child is enrolled in another LGU or in a private center, then he/she is still counted as a child enrolled in an ECCD service. The indicator is aimed at identifying whether all children aged 3-4 years old are enrolled in an ECCD service regardless of modality or service provider. In case the LGU reports that there are no children aged 3-4 years old in the City/Municipality, the LGU is given a mid-range point of 2.50 PROVIDED this is reflected in the Certification of 3-4 years old population

The presence of multiple centers or services in a barangay is counted as one (1). The center or service of a barangay that serves as catchment areas for adjacent and contiguous barangays is also counted as one (1).

A caters to children from Brgy. B; OR • Annual Investment Plan of Brgy B. which includes an allocation for supporting the ECCD services of Brgy. A

2025 CFLGA REGIONAL HARMONIZATION JANUARY 16, 2025 Development If recognition expired in the 4th quarter (November or December) of the year being audited, then this should suffice as covering the whole year. The LGU is informed by the LSWDO or ECCD Focal Person of the Recognition validity in order to prepare for renewal of recognition before its actual expiration or immediately after it. In case the LGU reports that the lack of recognized CDC/LC is due to lack of evaluators, the IMTF can look into the following MOVs: Internal assessment conducted by the PSWDO, ECCD Focal Person and the CDT/W or Administrator/Principal/Director of the public or private CDC/LC, respectively; Proof of request for the external assessment [Letter of Intent for Recognition signed by the Mayor] and response from the PSWDO.

2025 CFLGA REGIONAL HARMONIZATION JANUARY 16, 2025 Development In case the LGU reports that there are no out-of-school children and youth in the locality, the LGU is given the full score of 2.5 points PROVIDED the following is presented: • Enrolment Rate from the Schools Division Office signed by the Schools Division Superintendent • Certification regarding 5-17 years old population from concerned Local Office, e.g. annual enumeration from LHO, report from LCR, CBMSgenerated data from LPDO, among others In case the LGU, having reached an accomplishment of at least 70%, still has several OSCYs who refuse to return to school after extending all available and possible assistance, the assistance provided should be counted for the LGU as there may be other factors/causes contributing to the refusal of the child. In this regard, the LGU may be given the full score of 2.50 PROVIDED the LGU presents a Case Study which includes assessment and referral, as appropriate, for each of the OSCY.
