THE ARTIST AND THE ARTISANS ARTS APPRECIATION CHAPTER 4

Identify the medium in various forms of art, viz., visual, auditory and combined arts ; Define the artist's or artisan's medium and technique ; Define the role of managers, curators, buyers, collectors and art dealers in the art world ; Differentiate between artists and artisan's approach/technique toward a particular medium ; Understand the artisan's work as an end in itself and the artist's work as a means to an end and I dentify national and GAMABA artist's notable works and their contribution to society. LESSON OBJECIVES:

ARTIST VS. ARTISAN Artist All fine artists first learn to sketch and begin with a pencil and sketchpad to work with an idea on paper. Artists transfer their visions to canvas or other medium,and this may mean working in pencils, oil, watercolor or pastels. Artisan Artisans are craftsmen who make practical artistic products, such as earrings, urns, stained glass and other accessories. Artisans gain their knowledge by studying under master craftsmen and then practicing with continued study.

Republic Act No. 7355 or also known as Gawad sa Manlilikha ng Bayan (GAMABA) or the National Living Treasures Award, passed by the Philippine Congress to recognize Philippine Artists. The implementing agency of this law is the National Commission for Culture and Arts (NCCA). As envisioned under R.A. 7355, Manlilikha ng Bayan shall mean a citizen engaged in any traditional art uniquely Filipino whose distinctive skills have reached, such a high level of technical and artistic excellence and have been passed on to and widely practiced by the present generation in his/her community with the same degree of technical and artistic competence .

Qualifications to Become a Manlilikha ng Bayan based on the NCCA Guidelines (NCCA, 2020): He/she is an inhabitant of an indigenous/traditional cultural community anywhere in the Philippines that has preserved indigenous customs , beliefs , rituals and traditions and/or has syncretized whatever external elements that have influenced it . He/she must have engaged in a folk-art tradition that has been in existence and documented for at least fifty (50) years.

He/she must have passed on and/or will pass on to other members of the community their skills in the folk art for which the community is traditionally known. He/she must possess a mastery of tools and materials needed by the art and must have an established reputation in the art as master and maker of works of extraordinary technical quality. He/she must have consistently performed or produced over a significant period, works of superior and distinctive quality.

Even if the traditional artist is incapable of teaching his/her masterpiece due to advanced age or sickness, he/she can still be rewarded if: He/she had created a significant body of works and/or has consistently displayed excellence in the practice of his/her art, thus achieving important contributions for its development. He/she has been instrumental in the revitalization of his/her community's artistic tradition.

He/she has passed on to the other members of the community skills in the folk art for which the community is traditionally known. His/her community has recognized him/her as master and teacher of his/her craft.

What are the incentives received by the awardee? A GAMABA awardee initially receives a Php 100,000; Php10,000 monthly financial assistance; and a gold medallion. In consonance with the provision of Republic Act No. 7355 , which states that “the monetary grant may be increased whenever circumstances so warrant,” the NCCA board approved an additional monthly personal allowance of P14,000 for the awardees as well as a maximum cumulative amount of 750,000 medical and hospitalization benefits annually similar to that received by the National Artists and funeral assistance/tribute fit for a National Living Treasure (NCCA, 2020).

Ad Hoc Panel of Experts I s a temporary group of experts brought together to address a specific issue or task. The term "ad hoc" means "as needed ". To ensure a fair selection of the potential awardees, the Gawad sa Manlilikha ng Bayan Committee shall be assisted by an Ad Hoc Panel of Experts consisting of experts in the traditional folk arts categories listed above. The names of those selected to become members of the Ad Hoc Panel, of Experts shall be submitted to the NCCA Board of Commissioners for proper designation.
