NATURE OF DEVELOPMENT ADMINISTRATION Development consists of progressive, coherent and orderly changes. The changes have a definite direction and lead forward. Changes which occur are not haphazard in nature. Development occurs through two main processes maturation and learning. Development administration lays/carefully importance on decentralization of authority so that the native political authority can take the independent decisions.
con, As most of the changes come from political leadership, development depends on the know-how of the political management. It emphasizes on devolution, responsive and responsible management of developmental plans, procedures and policies.
DEFINITION OFDEVELOPMENT ADMINISTRATION According to the Edward W. Weidner. Development administration is a dynamic concept which brings about socio- economic and politico-economic changes in society . Aiming towards development, it strives for change, growth, progress and overall development in every sphere of a country. 1. Every single development programmes has a specific goal to be accomplished. For example, the aim of economic development is to improve the quality of life, such as better literacy rate, life expectancy and decreasing poverty lines.
Con, In order to achieve the goals of development, planning and organizing the development programmes and policies in a systematic manner is necessary. Therefore development is result-oriented as changes need to be brought about quickly and within a specific time frame.

Development administration has an innovative component; which are the strategies new approaches, techniques, procedures which would save time, increase effectiveness and quality of the administration. 3. The personnel administrators under development administration are required to be dedicated to the policies, plans and programmes . therefore, in order to realize the objectives of development it becomes necessary that development administration involves a firm commitment, a sense of participation and concern on the part of bureaucrats.

It should be people-centric rather than production centric i.e. not in maximizing production, goods and services but to address the needs and necessities of people and empower people. ( i ) It refers to the administration of developmental programmes , the approaches used by large-scale institutions, particularly governments, to implement policies and plans intended to meet developmental goals. (ii) Development Administration involves the strengthening of administrative capabilities. These two aspects are intertwined in development administration
Major functions of development administration are: Formulation of development goals and policies. Programme formulation and programme /project management. Reorganization of administrative structures and procedures. Evaluation of results. People’s participation in the development effort . Promotion growth of social and political infrastructure.
D evelopmental Administration vs Traditional Administration the distinction between the two can be made on the following lines:- Traditional administration did not respond to the demands of socio-economic development, whether in colonies such as Thailand and Ethiopia. They were not expected to be quick to respond to legislature or other representatives of the people. 2 . Development administration responds to the socio-economic and political needs of the people. 3 . Traditional administration is a creation of industrial revolution, whereas development administration a product of post-colonial and post World War II. 4. Development administration has more emphasis on approachable administration in contrast to traditional administration. 5. Development administration has more rigorous and all-encompassing interest in planning whereas traditional administration has partial concern in planning.
con, 6 . Traditional administration is supervisory and status quo-oriented while development administration is evolving and change oriented. 7 . Development administration is much more revolutionary and innovative than traditional administration. 8. Traditional administration focusses on chain of command-oriented structure whereas development administration lays emphasis on group orientation. 9 . Development administration is more evolved whereas traditional administration is more consolidated. 10. Development administration is dynamic in nature while traditional administration is not. 12. Traditional administration is limited while development administration is participatory and involved in its nature. 12.
