The10-yearsocio-economicdevelopmentstrategyfor2021-2030affirmsthatin
ordertoachievethegoalofbecomingahigh-middle-incomecountryby2030
andahigh-incomecountryby2045,inthecomingperiod,Vietnamneedsto
transformgrowthmodelfromamodelbasedoncheapcapital,resourcesand
labortoamodelbasedonSTI

Thestrategyisespeciallyimportantnotonlyforthescienceandtechnology,butalso

breakthrough,whichisdecisiveforcreatingbreakthroughproductivity,quality,
efficiencyandcompetitivenessoftheeconomy.
