DEFINITION
Measures not amounting to actual
combat for affording Defence against any
form of hostile attack by a foreign power or
for depriving any form of hostile attack by a
foreign power of its effects, whether such
measures are taken before, during or after
the time of attack.
It also includes remedial measures
against natural and man made disasters in
peace time

Establishment
The Civil Defence organization was established in
Pakistan immediately after it came into existence. The
Civil Defence Act, 1952, which has been amended
from time to time, provides legal coverage to the Civil
Defence activities. Under this Act the role of Civil
Defence has been defined as: -
•“Civil Defence includes any measures not amounting
to actual combat, for affording defence against any
form of hostile attack by a foreign power or for
depriving any form of hostile attack by a foreign power
of its effect wholly or in part, whether such measures
are taken before during or after the time of the attack
and includes remedial measures during calamity or
disaster in peace time.”

CIVIL DEFENCE IN
BALOCHISTAN
(ESTABLISHMENT)
•In 1972 the Civil Defence Balochistan established in a small
office of Baldia Quetta at Sadiq Shaheed (Rani Bagh)
•The Founder and firs Honorary Civil Defence Officer Qazi
Faz-ul-Rehman with three staff members stated the work.
•Later than in Afghanistan Disturbance Set up expended and
include the Bomb Disposal Experts (Ex-Service men)
•Presently it is going to extend its set up in grass root level .
•In primary stage Department existing will be in Six Division
(Districts) HQs
•In Secondary stage setup will be extended in sensitive and
Disaster affected Districts.
•In there stage whole Districts will be established.

Training is provided to selected personnel in different Civil
Defence fields like, rescue, warden, casualty, NBC, fire
fighting, etc.
•TRAINING FROM CIVIL DEFENCE ACADEMY, LAHORE.
Specialized training is provided to selected officers and
employees, like disaster service management, warden
service management, planning, organization and
operational course, etc.
•TRAINING FROM BOMB DISPOSAL UNIT, LAHORE.
Advanced training in bomb reconnaissance and disposal.

NEEDE ATTENTION
•Port of GWADER is a very sensitive place
and enemy targeted area, it is therefore
necessary to Establish Civil Defence new
District set up immediately on priority bases.
•Implement camouflage and concealment
schemes.
•Deployment of Bomb Disposal and all
services i.e. Rescue, Fire Fighting and First
Aid experts.
