Coastal Regulation Zone – By laws Environmental science

Introduction The Government of India earlier issued instructions to all state governments to prohibit development activities within 500 M of coastal stretches of High Tide Line. This has been done after considering the need for protecting the coastal areas and beaches from environmental degradation. Prohibition of developmental activities of any kind has caused considerable problems to State Governments as there are existing developed areas within the stretch of 500 M. Keeping this in view and ensuring that the use and activities in the coastal areas are consistent with principles and requirements of environment conservation, the Government of India has proposed Coastal Regulations Zone and to impose restrictions on developmental activities. These regulations among other things permit developments in the area already developed/partly developed with certain restrictions and subject to land use and other regulations framed under the Town & Country Planning Act prevailing in the State.

Terms HIGH TIDE LINE (HTL) : means the line on the land upto which thehighest water line reaches during the spring tide. LOW TIDE LINE (LTL) : The lowest level of water on the shore. SEASHORE : An area of sandy, stony, or rocky land bordering and levelwith the sea. Area between HTL and LTL.

RESTRICTED AREAS (AREAS UNDER CRZ) The land area from high tide (HTL) to 500 mts on landward side along the sea front .

SALIENT FEATURES Allowing FSI as per current norms in CRZ areas:  As per CRZ, 2011 Notification, for CRZ-II (Urban) areas, Floor Space Index (FSI) or the Floor Area Ratio (FAR) had been frozen as per 1991 Development Control Regulation (DCR) levels. CRZ, 2018 Notification, de-freezes the same. Tourism infrastructure for basic amenities to be promoted:  Temporary tourism facilities such as shacks, toilet blocks, change rooms etc. have now been permitted in Beaches. However, a minimum distance of 10 m from HTL should be maintained. Procedure for CRZ Clearances streamlined:  Only such projects/activities, which are located in the CRZ-I (Ecologically Sensitive Areas) and CRZ IV (area covered between Low Tide Line and 12 Nautical Miles seaward) shall be dealt with for CRZ clearance by the Ministry of Environment.

SALIENT FEATURES A No Development Zone (NDZ) of 20 meters has been stipulated for all Islands All Ecologically Sensitive Areas have been accorded special importance:  Specific guidelines related to their conservation and management plans have been drawn up. Pollution abatement has been accorded special focus:  Treatment facilities have been made permissible activities in CRZ-I B area subject to necessary safeguards. Defence and strategic projects have been accorded necessary dispensation.

BENEFITS AND NEED The proposed CRZ Notification, 2018 will lead to enhanced activities in the coastal regions thereby promoting economic growth while also respecting the conservation principles of coastal regions. It will not only result in significant employment generation but also to better life and add value to the economy of India. The new notification is expected to rejuvenate the coastal areas while reducing their vulnerabilities.

CLASSIFICATION OF ZONES CRZ - 1 : Ecologically sensitive areas CRZ - 2 : Urban ( developed ) areas up to the shoreline of the coast CRZ – 3 : Rural and urban areas which fall outside CRZ -1 and CRZ -2 CRZ – 3 a Densely populated areas with a population density of 2161 per sq km CRZ – 3 b Areas with population density of below 2161 per sq km

PROHIBITED ACTIVITIES WITHIN CRZ Discharge of untreated water and effluents from industries, cities and other human settlement Dumping of cities or towns wastes. including constructional debris, industrial solid waste, fly ash for the purpose of land filling Port and harbour projects in high eroding stretches of the coast, except those projects classified as strategic and defence related

CONCLUSION The Coastal Regulation Zone (CRZ) in India is a significant regulatory framework aimed at protecting the coastal environment by setting guidelines to maintain ecological balance and preserve natural beauty The CRZ plays a crucial role in managing coastal development, preventing environmental degradation, and safeguarding fragile ecosystems The government has made amendments to the CRZ notifications over the years to address concerns and balance economic growth with environmental conservation In conclusion, while the CRZ aims to protect coastal areas and biodiversity, there have been challenges in its implementation, including issues with demarcation, poor awareness among the public, and potential threats from industrial activities. A strict coastal policy is essential to ensure the sustainable use of coastal resources and protect nature and populations effectively
