Details of Special SVEEP Campaign Planned by the District For mass awareness in district Poonch SVEEp team formed ELC at schools and college level and carried out Paintaing competitions, Rangoli competitions, student rallies were organised in rural and urban areas with special focus on people along LOC. Interviews of district Icon like Parsanjeet kour IAS (AIR-11). The PwD and old age people were contacted and their interviews were conducted, the marginalised tribal people were contacted and their interviews were conducted. We further plan to conduct mapping of PwD , sensitazation of PwD regarding availablities of facilities, Local NGOs and registered social media shall be involved for PwD and marginalized PwD and old age voters. We plan to conduct: Sports events Medical camps Awareness rallies Cultural events Nukkad Nataks at bus stand, business hubs, local markets etc. for mass awareness of electors.

TIP Major issues/Gaps Major findings/reasons behind Non Voting SVEEP interventions planned 1 TIP1 Migrationof Nomads & Labour class People used to migrate to hilly areas along with families and cattle herds during summer season. People of far-flung villages of Surankote & Mandi in particular move to other states and gulf countries as a labour force to earn their livelihood. Door to door electoral literacy programme has been launched by SVEEP team. Furthermore, special incentives and programmes shall be organized to attract them to participate in the festival of democracy on the polling day. 2 TIP2 Illiteracy, Lack of awareness/not realizing the importance of vote. Vulnerable areas where people lack awareness and not serious about casting their vote. SVEEP team has launched door to door campaign in areas with low literacy rate. The youth of the area along with youth icons shall be made to participate in awareness programmes, the cultural programmes & medical camps shall be held for mass awareness in such areas. 3 TIP3 Migration to other part of century in search of employment/not aware about number of government schemes. Major young population of some areas usually migrate to distant places in search of work. Most of them engaged in labor work. SVEEP team planned to organize camps in collaboration with departments like social welfare, agriculture etc. to make them aware about number of employment schemes available and need not to migrate to distant places.

Any special issues Case of low voter turnout areas and strategy required to enhance voter turnout percentage . It has been observed that far-flung hilly areas of district Poonch has low literacy rate & lack of job opportunities force people to migrate to Punjab & Himachal Pradesh in particular and other states in general and also good number of work force has moved to Gulf countries in search of livelihood. The nomad population of Gujjar & Bakerwals moved to upper Pir panjal alpine zone along with their families and cattle herd which effect voting percentage in these areas. It is recommended that avenue of local tourism and employment opportunities shall be provided along with other facilities & incentives to enhance voters turnout. Special medical camps & cultural programmes shall be held for electoral awareness and mass participation of voters in such areas.

Camps for booth level awareness at booths having low voter turnout and face to face interactions with voters of low turnout areas shall be held at panchayat level. 2. March 2024 Awareness about NOTA Awareness programme for Women voters. Awareness for Labour class workers. Campaign for Business community to aware them about importance of vote. Awareness Programmes for vulnerable voters, Nomads Bakerwals and Gujjars and homeless, illiterate population. KAP survey shall be conducted for the areas, sections of the society with low voters turnout and their attitude and behavior shall be studied and remedial measures shall be taken accordingly. 3. April 2024 Booth level awareness and checking and improvement of facilities for voters. Awareness about eligibility for contesting candidates. SVEEP strategy document IV 2022-25 shall be adopted in letter and spirit as to maximize voter turnout. Awareness about poll day, responsibilities of polling staff and electors. Assurance of provision of special facilities for Women, old age voters, pregnant ladies etc. 4. May 2024 Awareness about voters behaviour/polling process and use of EVM & VVPAT Awareness about counting process. Awareness about use of NOTA. Awareness about Chunav pathshala . Mobilization of ELC for electors support.
