Migration Policy Comparison

What is Migration?
According to Oxford English Dictionary,
migration is the movement of a person or
people from one country, locality, place of
residence, etc., to settle in another.

Differences in Migration Policies
between Hungary and
Germany

WELCOMING APPROACH
Germany, under Chancellor Angela Merkel, adopted
a more welcoming approach to migration,
particularly during the 2015 refugee crisis. This
policy was driven by several factors, including a
desire to be a country of immigrants like the US, a
recognition of the aging population and the need for
a young workforce, and a belief in the economic and
security benefits of welcoming refugees.

RESTRICTIVE APPROACH
Germany Hungary, under Prime Minister
Viktor Orbán, implemented a more restrictive
"zero-refugee" policy. This policy was rooted
in fears of cultural infiltration, job
displacement, and potential terrorism.
Orbán's government actively promoted
xenophobic sentiments through public
campaigns and rhetoric.

Germany:
Germany has a more open and structured
approach to migration, particularly for
skilled workers. The country actively
recruits migrants to fill labor shortages,
especially in sectors like healthcare,
engineering, and IT. The Skilled Workers
Immigration Act (2020) made it easier for
non-EU workers to obtain work visas.
LABOR MARKET NEEDS:

Hungary has a restrictive approach
towards migration. The government is
less focused on attracting foreign
labor, emphasizing instead the
employment of Hungarian nationals.
The country has resisted EU quotas on
migrant resettlement and has a more
nationalist approach to labor and
migration policies.

Germany
•Germany invests significantly in
integration programs, including
language courses, education, and job
placement assistance. The country
sees integration as crucial to social
cohesion and economic contribution
from migrants.
•Adopted a more inclusive approach
INTEGRATION STRATEGIES:

•Hungary’s integration strategies are
minimal. The government emphasizes
preserving Hungarian culture and is
less inclined to support extensive
integration measures for migrants,
particularly those from non-European
backgrounds.

Germany has been more accepting of
refugees, especially during the 2015-
2016 European migrant crisis, when it
took in over a million asylum seekers.
The country follows EU policies on
asylum and has a robust system for
processing refugee claims.

refugees, characterized by building
border fences and enacting laws to
deter asylum seekers. The government
has frequently criticized the EU’s
refugee policies and has taken a
hardline approach to limit the entry of
refugees.

integrating migrants into the
economy, although challenges
remain, particularly in social
integration and public
acceptance.
EFFECTIVENESS OF POLICIES:
