Municipalities are wholly responsible for the collection, transport, treatment, and final disposal of solid waste. Many are not well equipped to do the job.

Haphazard urban settlements are most affected because of indiscriminate dumping and lack of open spaces. Waste treatment facilities are available in limited municipalities
