REPORT TO THE DESK OFFICER CONCERN CITIZEN or the witness inform the desk officer to what happen in the vicinity, the desk officer shall record the date and time on the report that was made the report, place of the incident and a synopsis of the incident and inform his superior officer or the duty officer regarding the report.
ARRIVAL OF THE FIRST RESPONDER The FIRST RESPONDER checks the victim’s condition, survey the scene and take notes about gathered information. They shall also responsible for the control of the crime scene. The first responder will inform the SOCO Team to investigate further.
CRIME SCENE PROCESSING This presentation will discuss the procedures of Crime Scene Processing. Upon arrival of the crime scene, protection of the crime scene, markings, photographs, collection of physical evidences and release of the Crime Scene.
IMPORTANCE OF CRIME SCENE PROCESSING By conducting systematic examination of these areas, crime scene investigators uncover the physical evidence to help identify what happened and who was involved.
The SOCO Team is composed of Team Leader, Measurer, Master Note Taker, Photographer, Sketcher, Evidence Custodian, Evidence Collectors, Fingerprint Examiner, Medico Legal Officer and Security Officers to protect the Crime Scene
SCENE OF THE CRIME OPERATIVES ( SOCO ) A Case of HOMICIDE
The Team Leader coordinates with the First Responder. The Team Leader conducts a briefing for the whole team.
The SOCO Team protects the area by cordoning off the Crime Scene. The purpose of the CORDON is to provide a highly visible barrier and protects the scene against potential damage and contamination.
The SOCO Team established a COMMAND POST for the area of the Evidence Custodian.
A TEAM LEADER approaches the victim and conduct a walk through at the crime scene. He is also responsible for recording and taking notes at the time and date of the arrival at the crime scene, condition of weather, direction of the wind, and writing down information gathered from the first responder.
Before entering the Crime Scene, the PHOTOGRAPHER photographs the whole crime scene for the General View .
SOCO Team are only allowed to enter the crime scene to prevent construction, alteration, or the contamination of evidence.
The Team uses a STRIP SEARCH METHOD in searching. The proceed slowly and at the same time pace long paths to one side of the rectangle.
While searching, the team PUT MARKINGS beside the evidence found at the photographer photographs it. The team puts markings on the pieces of physical evidence they have marked.
The LETTER is for the CADAVER and the NUMBER is are for other evidence. Upon markings the also put the Case Number, Date, and time.
The MEASURER measures the cadaver from the point of origin which is non movable object. He also measures the distance of the physical evidence from the Cadaver.
The Crime Scene PHOTOGRAPHER photographs the whole crime scene and the physical evidence they have found in General View, Mid Range View and Close Up View.
The SKETCHER is responsible for sketch the ROUGH SKETCH of the crime scene. The Crime Scene Sketcher uses TRIANGULATION METHOD.
The EVIDENCE COLLECTOR collects the physical evidence and puts it in a sealed container. The EVIDENCE COLLECTOR tags and puts labels on evidence by placing her initials, the date, and time of discovery of the physical evidence for proper identification before putting it inside the EVIDENCE BOX.
The blood samples shall be swab using a cotton buds and put it in sailed container. The collected evidence such as bullets should not be put together in one sealed container because there are instance that it can be tamper.
The evidence collector turn over the pieces of evidence to the evidence custodian by SIGNING in the Turn Over Receipt. EVIDENCE CUSTODIAN preserves the physical evidence.
It is the FORENSIC EVIDENCE Team engaged in the evidence collection process.
FINGERPRINT EXAMINER should take the fingerprint of the victim and in taking the rolled impression, technician should place first the right thumb and rolled towards the body of the subject while the other fingers not in use is either folded or closes and turn over to the evidence custodian.
The CHAIN OF CUSTODY is properly observed.
The SOCO Team conduct FINAL SEARCH to make sure that they search the Crime Scene thoroughly.
Finally , the SOCO Team releases the Crime Scene to the owner of vicinity.
