Employment HistoryPolicy & Resource Mobilization Advisor, The County Government of Homa Bay0 8 / 2 0 1 3 - 0 9 / 2 0 2 2During his tenure as County Policy and Resource Mobilization Advisor in the Office of the Governor of Homa Bay County (2014–2022), Mr. Bonyo contributed significantly to the development of key policy documents, including County Integrated Development Plans (CIDPs), County Annual Development Plans (CADPs), County Fiscal Strategy Papers (CFSPs), County Budget Outlook Review Papers (CBROPs), and County Annual Budgets (CABs). Key achievements included the following:1.Established a working relationship and a collaboration framework between the Homa Bay County’s Department of Health, County Department of Water and Environment with the Swedish International Center for Local Democracy (ICLD) and the Center for Rural Medicine. The relationship created a mutual Municipal Partnership between Region Vasterbotten (including Center for Rural Medicine) and the Homa Bay County Government. The Point of Contact in this Partnership is Karin Norlin Bogren, Program Director, ICLD Municipal Partnership Program in Sweden and Ms Yvonne Anyango, the Executive Director of the Co-operation Arena for Sustainable Development in Africa, CASDA (representing ICLD programs in Kenya).

2.Attending to Needs of Vulnerable Groups of Population3.Promoting Community Development and Behaviour Change4.Serving God Almighty by serving humanity.2.Under the profound leadership of Professor Tom Ogada Migun, PhD (Former CECM for Trade, Industry, Investment and Cooperative Development in the County Government of Homa Bay) and Prof Scott Jazynka of USA (a USAID Kenya FIRM Program Consultant), Mr. Bonyo played a critical role in the conceptualization, concretization, development and hosting of the first ever, “Homa Bay International Investment Conference (HOBIIC, 2016) that was held between 18th-19th February 2016”. Notable achievements of the HOBIIC 2016 were the signing of a total of 26 Memorandum of Understandings (MoUs) with various public and private sector investment and development players- all totaling to US$ 570 million. Among the key outstanding projects that is currently impacting the social-economic environmental landscape in Homa Bay County that originated from the HOBIIC 2016 include the Victory Farms Limited’s fish value chain projects located in Soklo Roo in Sindo within Suba South Sub County; Sky Energy that has lighted most of the islands of lake Victoria (Rhemba, Ringiti, Takawiri, Rusinga, Mfangano, Mbita, Mageta among other) through solar energy; and the UN-HABITAT that funded the construction of Nyakwere Kobala Retail Market in Wang’chieng’ ward of Karachuonyo Constituency; and the State Department for Trade and Industrialization that funded the Construction of the Oyugis Municipal Market at a co-funded cost of Kshs. 336 million. Other projects included the establishment of Tom Mboya University and the opening of the previously defunct Kabunde Air Strip as a core ingredient in the rejuvenation of the sleeping giant – Homa Bay County as a viable agricultural and tourism destination in Kenya. (Ref.: https://www.homabay.go.ke/homa-bay-international-investment-conference-attracts-hundreds or https://unhabitat.org/un-habitat-participates-in-investment-conference-in-kenyan-county).3.During the 3rd Annual Devolution Conference held at the Meru Technical Training Institute on the 24th-26th April 2016, Mr Bonyo successfully applied and lobbied for the Symbiocity Pilot Project promoted by the Government of Sweden through the Swedish Association of Local Authorities and Regions (SALAR) and the Council of Governors in the Republic of Kenya. The lobby secured a grant of Kshs. 25 million towards the implementation of Symbiocity Pilot Projects in Mbita Town. The impact of these projects led to the Upgrading of Mbita town to Mbita Municipality in 2023. Mr Bonyo was the Symbiocity Pilot Project coordinator - coordinating and supervising all project activities, including provision of professional and technical backstopping to all project stakeholders and implementation team (Refer: https://symbiocitykenya.org/homabay-county). Notable achievements as the Symbiocity Pilot Programme Coordinator include the following:•Co-authored the Mbita Urban Sustainability Review (http://symbiocitykenya.org/wp-content/uploads/2017/12/USR-HomabayMbita-highres-SymbioCity.pdf)•Overseen the implementation of both Quick Win and Change Projects as per Project Implementation Contract.•Mobilised inter-departmental technical working group to participate in the program implementation through structured capacity building, resourcing and provision of tailored technical support as needed.•Improved Mbita Urban Infrastructure, including the establishment of Mbita Fish Market at Uyoga Kombe Beach, Installation of 4Nos Solar Powered Security Flood Lights within the newly established market; installation of a total of 39 colour-coded litter bins for solid waste management; installation of 25 street benches at strategic open spaces within Mbita Town and purchase 300 fully branded Life Saver Jackets for use within 7 Beach Management Units within Mbita Town. The Program was also constructed for successful completion of 1No Bio-digester Toilet within the Mbita Fish Market.•In 2019/2020, Mr Bonyo successfully responded to a need for decent and child friendly learning and accommodation infrastructure development at Ogande Special School for the Mentally Handicapped where he developed and submitted a grant proposal for US$ 10,000 to the Grants for Grassroots Projects (GGP). The projects were funded by the Embassy of Japan in Kenya, under the riding theme, “The Project for the Construction of two Dormitories and Perimeter Wall at Ogande Special School for the Mentally Handicapped (Homa Bay County)” – ref: https://www.ke.emb-japan.go.jp/itpr_en/00_001431.html.

•In 2020/2021, Mr Bonyo had an interesting opportunity to work with Mr Peter McOdida and Hon Dr Hezron Otieno McObewa to successfully bid for a Notice of Funding Opportunity (NOFO) floated by the US Government’s Center for Disease Control under NOFO Number: CDC-RFA-GH20-2084. The project was funded and is currently being implemented in Ndhiwa and Kasipul Sub-counties under Cooperative Agreement Number: NU2GGH002326 to the tune of Kshs. 1.56 billion for a period of 5 years starting in 2020. The Grantee Name: COUNTY GOVERNMENT OF HOMA BAY. The project is a transition grant that seeks to pilot the USG’s G to G Funding Mechanism for all Devolved Functions within the provisions of the Kenya Constitution 2010, starting with Health as a devolved function.•In the year 2019/2020, in collaboration with Mr. Kipnyango Seroney, Director at Kootab Myoot Europe Ltd; Rotarian Kenneth Kirkwood of the Rotary Club of Workington and Steve Healey, the Chief Fire Officer at the Cumbria Fire and Rescue Services, Mr Bonyo established a working partnership and mutual collaboration with the Cumbria Municipal Council for the strengthening of the institutional and organization capacity of the Homa Bay County Fire and Rescue Services. The partnership entailed donation of 2 X Volvo FL6 Fire Machines registration numbers W804 OAO – Chassis Number: YV2E4C4A7YB238870 and W802 OAO – Chassis Number: YV2E4C4A7YB238873; and a Renault Master T35 2.8 TDI Fire Emergency Service Ambulance Registration Number: V270 FOR and Chassis Number: VFIFDCCL521173851. Also donated included 105 pairs of tunics and 55 pairs of fire fighter boots alongside other accessories.Policy Analyst, Geoplan Consultants Limited, Turkana County0 5 / 2 0 2 3 - 1 1 / 2 0 2 4Mr Bonyo played a crucial role in shaping public policy under the proposition of "FIXING TURKANA COUNTY FROM DEPENDENCY AND VULNERABILITY SYNDROME TO SYSTEMIC RIGHTS-BASED PROGRAMMING, PROGRAMME BASED BUDGETING AND PERFORMANCE MANAGEMENT" by conducting thorough research, analyzing data, and providing recommendations to decision-makers. The proposition now registered with a copyright was designed and authored by Mr Bonyo with technical inputs from Prof. Margret Oloko (JKUAT) and Dr Moses Kola (Lead Planner, Turkana County Spatial Plan Project (2023 - 2033).During the entire period, Mr Bonyo ensured that the Spatial Plan and its enabling policies and legal framework are effectively, equitably, and appropriately aligned with the needs of the citizens of Turkana County and that all relevant stakeholders are appropriately identified and placed at the centre of Plan implementation.Below are the core responsibilities that define my role as a policy analyst:1.Research and Data Collection: One of my primary responsibilities was to conduct extensive research and data collection on various variables that define a comprehensive County-wide Spatial Plan. This involved gathering quantitative and qualitative data from various sources, including academic journals, government reports, and public opinion surveys and ensuring that they correctly inform and guide the Spatial Planning's Thematic Co-Lead Experts as required by the Physical and Land Use Planning Act, Laws of Kenya and other enabling legislations.2.In particular, Richard's core duties and responsibilities included•Analyzing current land use policies and procedures to determine their effectiveness and compliance with environmental regulations•Researching on and analyzing demographic, economic, and environmental data related to land use•Developing new or improved land use policies and strategies to promote sustainable development•Preparing cross-sectoral reports and presentations on land use trends, policy recommendations, and project proposals and outcomes•Collaborated with urban planners, government officials, community leaders, and other stakeholders in the development and implementation of land use policies

•Participated in public meetings and hearings related to land use planning and policy•Assessed the potential environmental impact of proposed land use policies•Stayed updated on changes in land use regulations, sustainable development practices, and related issuesConsulting Project Planning, Design and Implementation Expert, Institute of Applied Studies and Research (IASR), Oyugis, Kenya0 1 / 2 0 1 0 - 0 6 / 2 0 2 51.Between June 1 and July 23 2025, Conducted a detailed Desk Review Baseline Study for the "Wear the Green Future 2.0" Project, where the writer was tasked with the responsibilities to conduct a comprehensive desk-based baseline review of existing data, studies, project documentation, and national or regional research that can inform the project’s Monitoring and Evaluation (M&E) framework. The review aims to provide an evidence-based foundation for measuring progress and assessing impact over the life of the project. In particular, the desk review will identify current conditions relevant to the project's key indicators, assess the availability and reliability of existing data, and highlight information gaps that may require primary data collection in the future.2.Between August 2021 to September 2022, while serving as a short-term consulting researcher with the Institute of Applied Studies and Research (IASR), Mr Bonyo researched on and developed a Cost Benefit Analysis (CBA) on the Kenya’s Ratification of the African Medicines Agency (AMA) Treaty of the AU on behalf of the Pharmacy and Poisons Board of Kenya. The Cost-Benefit Analysis presented a business case for ratifying the AMA Treaty by the Government of Kenya; it determined and presented a technical, professional and legal policy brief on the value propositions to enable policy and decision makers in Kenya’s Line Ministries to consider in making informed choices and determine whether to ratify the AMA Treaty or not. The document aided the Ministry of Foreign Affairs in preparing a brief to the National Assembly as a requirement for authorising the Head of State to commit Kenya to the Treaty.3.Between September and December 2022, Mr Bonyo assisted the Horn of Africa Youth Network and Save the Children International to draft and validate the IGAD Youth Policy (2022) that is now undergoing IGAD Inter-Ministerial Council Validation processes preceding ratification by Heads of States and Governments. The IGAD Youth Policy development is a collaborative effort led by the Inter-Governmental Authority on Development (IGAD), the Horn of Africa Youth Network (Ho-AYN) and Save the Children International (SCI). Mr Bonyo played a critical role in both the development and validation of the draft IGAD Youth Policy, including aligning the fair draft document with various national, regional, continental and international legal and policy frameworks on Youth, leading to the compilation of a comprehensive IGAD Youth Policy and its accompanying implementation roadmap. The IGAD Youth Policy framework serves as a guiding force for integrating youth-centred considerations into policies, legal frameworks, and programs among all IGAD Member States and Youth Serving Organisations. Its overarching aim is to empower youth to harness their potential, creativity, and skills, thereby transforming them into productive and dynamic contributors to their communities. Moreover, it places a strong emphasis on facilitating meaningful youth participation in political processes, ultimately bolstering the political, social, and economic stability of the Intergovernmental Authority on Development.4.The IGAD Youth Policy Framework is a pivotal instrument, strategically advancing meaningful youth engagement within the IGAD region. Drawing inspiration from the principles of the African Union Youth Charter and the existing youth policies within the IGAD region, this policy underscores issues of particular significance for youth in the IGAD region. The development of the IGAD Youth Policy Framework entailed extensive consultations involving Technical Experts responsible for Youth Affairs from IGAD member states, representation from National Youth Councils, Youth-Led Organisations, the IGAD Secretariat and Partners.

5.In the year 2019/2020, in collaboration with Mr. Kipnyango Seroney, Director at Kootab Myoot Europe Ltd and Rotarian Kenneth Kirkwood of the Rotary Club of Workington, Mr Bonyo supported the then Chief Executive Officer of the Homa Bay County Teaching and Referral Hospital (HBCTRH), Dr Lillian Ochola to strengthen the Dental Unit at the Hospital. The partnership led to the acquisition of a Takara Belmont Corp Clesta and Bambi VT75 oil-free Dental Compressor and all dental instruments and apparatus that included 4 dental mirrors; 6 dental explorer scalers H4; 12 dental explorer scalers H6; 25 Brianti Probes; 20 Tweezers including millers; 25 condensers; 25 Burnishers; 25 excavators; 25 matrix band/holders; 20 dental syringes; 10 cement spartulas; 6 bite blocks (small and large); 7 wire cutters including distal end; 10 mosquito dental forceps; 7 scissors; 50 assorted upper and lower teeth excavators; 3 peristalsis elevators; 4 Willis Bite Gauges; 4 bite planes (Fox’s); 1 dental hot plate; 3 Iwanson Gauges; 4 Burr Blocks; 3 Endo Rulers; Bone Files and 1 Plastic Box (Burrs and Drill Heads).6.Between 2017/2018 and 2020/2021, Mr Bonyo worked on a partnership between Just be a Child and Trade-Aid Trust Fund (UK) through the Rotary Club of Kesteven under the leadership the Late Rotarian Allan Geeson to promote technical, vocational and industrial training as well as reading culture in Homa Bay County. This partnership entailed donation and distribution of TradeAid Boxes and or Tools and Equipment to various Vocational Training Centers in Homa Bay as well as distribution ECDE Teaching, Learning and Play items across Homa Bay County besides promoting the establishment of Community Libraries in Ndhiwa’s Kologi Ward and Rachuonyo East’s Kokwanyo/Kakelo Ward respectively. A plan was underway to establish a community library in Suba South where 11,000 library books had already been dispatched to. Kokwanyo/Kakelo Ward’s library is located at Omiro Primary School with over 13,000 library books as at 31st December 2023.
