More coherent financing, of complete
systems and associated services
•Wide variety of financing vehicles for adaptation
lacking a common implementation framework (GCF,
GEF, Adaptation Fund, International Finance
Institutions, bi- lateral donor programmes) with a
total programme volume in excess of USD 9 billion
for adaptation currently under implementation
•Piecemeal financing contributes to piecemeal
implementation
•Project alignment and tracking of implementation of
hydro-met systems and associated services is needed
at the portfolio level

Services (NFCS)
A National Framework for
Climate Services is a GFCS
multi-stakeholder mechanism
to enable development and
delivery of climate services at
country level in support of
adaptation in agriculture,
water resource management,
health, energy, disaster risk
reduction and other climate-
sensitive sectors

•Significant improvements in adaptation outcomes can
be achieved by combining national, regional and global
resources in a more coordinated way to promote the
establishment and strengthening of state of the art
climate services information systems covering all sub-
regions, providing a wider range of higher quality
services to a wider range of stakeholders
