OUR GOAL &
PURPOSE
RATIONALE - Only by
empowering local non-state
actors and strengthening
participatory democracy at the
national and local level, can we
maintain pressure on the
governments to continue
implementing the inconvenient
reforms such as PAR even
post-accession
THE OVERAL GOAL -to further
empower civil society CSOs to
contribute to more transparent,
open, accountable, citizen-centric,
and thus more EU-compliant
administrations in the WB region.

How it all started?
The idea was to strengthen civil
society participation in PAR by
monitoring progress, and
proposing new solutions based
on evidence and analysis
Public Administration Reform
(PAR) as one of the
fundamentals in EU accession
Principles of Public
Administration (2014, 2017,
2023)
•Common denominator for
PAR of WB countries
•Guideline towards EU
membership

releases that succinctly, but at times
incompletely present decision and
deliberations
CSO remain convinced that governments in
the region engage in non-transparent

overwhelmed

Find your own angle/niche –we do not copy
Communicate clearly your position and
purpose –cases of good cooperation with
gov’t
Peer pressure -benchmarking is a powerful
tool
Build coalitions, find partners
