2. Priority setting As it is difficult to intervene all identified problems, problem should be prioritized. 1. Option Appraisal/Strategies Generation and assessment of possible alternative options for achieving each of the set of objectives and targets Approaches for option appraisal PEARL Economic appraisal techniques, CBA: cost benefit analysis CEA: cost effectiveness analysis CUA: cost utility analysis
5. Programming and budgeting Option chosen at option appraisal stage followed by budgetary information and resources Programs must be consistent with the likely availability of resources ( Human and financial in particular )

Implementation and monitoring Implementation : transforming the broad programs into more specific timed and budgeted sets of tasks and activities Monitoring : is a continuous process of gathering, compiling, analyzing and using information for successful implementation of the projects. 7. Evaluation: It is a periodic activity of assessing the performance .
8. Plan of action To request funds or resources from the government or funding agencies For monitoring and evaluating the implementation process by all concerned.
