●The Dharani Portal, an integrated land records management system - an
e-governance Initiative.
●Inaugurated by KCR garu on 0ct 29 2020 , in Medchal Malkajgiri district , ,
in the village of Mudu Chintala pally ,with an estimated cost of 254 cr
●Portal is managed by the revenue department of TS , it is the combination
of land registration( AGRO AND NON-AGRO) and land Adminstration and
revenue services, operates under the Government to Citizens Model (G2C)
●The Portal is an Integral part of the NEW REVENUE ACT, 2020 -
Telangana Rights in Land and Pattadar Passbooks Act.
●AIM - To bring REFORMS in LAND REVENUE Administration and
publish digitised land details through online portal.


INTRODUCTION

●High end computers with scanners and printers and high speed
broadband internet connections were set up for the registration
work at all the 474 tahsildar offices and 141 sub registrar offices
across the state.
●As of march 2023, the state has achieved 100 percent of
computerisation of property registration and integration land
records, in all 33 districts.
●The Stamps and Registrations department witnessed an astounding
six-fold increase in revenue over the past nine years, with the
officials reporting a consistent rise in the State revenue. A
remarkable Rs 14,291 crore in the recently concluded fiscal year of
2022-23.

➢Before digitizing , land registrations used to be tiresome and lengthy task. Since
they were physical in nature a lot of damages used to occur .Manual records of
land were never accurate and had been the reason of much discordance in the
society
➢INDIA started digitizing its land records in the year 1988, and under the central
scheme called DILRMP, 2008, it was the centre’s obligation (providing funds) to
the states to computerize their land records and produce digital maps on all
lands.
➢Manual system of land records had following constraints: Inconsistency in data
entry, room for errors, miskeying information, System is dependent on good
individuals, increase in fraudulent practices , Time consuming and costly to
produce reports, Lack of security, transparency, accountability, Duplication of
data entry etc..
OVERVIEW -

PRE DHARANI PORTAL
➢While the prevalence of manual system, people use to visit sub registrar offices for
registration purposes and tahsildar offices for revenue purposes, there they used to wait in
lines for hours to get there turn for registration, mutations, land conversion application etc.

➢In the past mutation which is mandatory after registration of the land used to take 90-100
days

➢If a farmer or any landowner wants to apply for loan mortgage , for that purpose he had to
take the documents and submit them in the physical form .

➢A Lot of fraudulent activities such as corruption, land disputes , land acquisitions etc were
in prevalence

➢Revenue powers and land ownership details correction powers were given to tehsildar and
sub registrar offices , this powers made easy for tehsildars and other officers to commit
illegal activities.

POST DHARANI
●There are very limited services where you need to visit the offices physically, but not for Every service
such as changing your misprinted name or for checking the land details etc . Moreover this has
ensured time saving and low cost services.
●The minimum time that your land documents will be verified by dist collectors is 7-10 working days
and you will get a msg that your land got registered. And for the mutation also the msg will be
generated and you will have to apply for mutation simultaneously in the online . This process takes
less than 2-3 weeks.
● Now farmer or any land owner does not need to physically visit the bank and submit the documents
for mortgage, there is separate bankers portal , when you apply for the mortgage service provided by
the dharani portal , the banker can further continue the process in online it self and process of
mortgage is now easy . Fraudulent activities have been reduced and the revenue fold has increased
over time .
●Powers of tehsildar and sub registrar offices have been taken away and were given to the highest
officials of the hierarchy i.e dist collector and CCLA . This is an advantage because officials can no
longer perform fraudulent activities, but it is a drawback when the technical issues such as misprint
of details is occurring, such small problems shall also be encountered by the CCLA , which will
increase the workload and the common man obviously will not get the appointment to meet the CCLA

NOMENCLATURE











●PATTA - a patta is more concerned with the details of the owner
●PAHANI - Pahani (RTC) is an important land record that contains details of
land such as owners' details, area, assessment, water rate, soil type, nature
of possession of the Land, Liabilities, Tenancy and Crops grown
●PATTADAR PASS BOOK (PPB) - Ownership Document.
●MORTGAGE - Pledging property as security for a loan.
●MUTATION - change in the name of the owner in the revenue records
after the transfer of the property .
●ENCUMBRANCE CERTIFICATE =certifies that there are no dues on the
property, and the ownership of the property is clear and marketable

●KHATA NO - Used for property taxes and ownership.
●SURVEY NO- Identifies land boundaries and dimensions.
●NALA - Conversion from Agriculture to Non - Agriculture Land
●GPA /SPA- GPA is given to a person by a property owner to sell,
mortgage or lease on behalf of him or her and can be withdrawn any
time. SPA is given to a person to present documents, signed by property
owner to the sub-registrar and complete the registration process, on
behalf of the owner
●CADASTRAL MAPS - Detailed maps showing property boundaries,
ownership, and land use.

Mutation Tracking
The portal facilitates the

WHY DHARANI IS DIFFERENT?
●Wide range of services including revenue services are added to the Portal
which other portals failed to do so.
●Banks can access the details of lands in Dharani which can facilitate the
easy loan accessibility and related information to citizens.
●All the required documents that are essential to avail a service in Dharani
are provided in a separate window which other portals failed to do.
●Registration process is automatically followed by mutation in Dharani
which facilitates time saving and hassle free land registration which other
portals don't.
●Dharani also has NRI land registration slot, which is one of its kind, and
provides legal authentication and protection as well

FEEDBACK

CONCLUSION
The Dharani portal aims to bring reforms in Land Revenue administration, reduce fraud and enhance
transparency in land transactions in Telangana state. This E- governance initiative is the first one to
completely digitalize the land records in the state. The portal provides various services to the people for better
and simpler access to the user,services like, slot booking, registration of land for sale, application of mutation,
application for NALA, NRI portal, grievance redressal, sear for your land details, market value lands, search
of EC details, cadastral maps and so on. Though the portal has been launched very recently, i.e, in 2020, it
has received spectacular responses from the citizens as it helped in increasing the transparency and
accountability,reduction in fraudulent activities, etc. But, this portal has faced its own criticism alongside its
appreciation. There were quite a few challenges that this portal has faced, it might either be the
misplacement of names and details of pattadar, or survey number, power limited to the CCLA, etc. The
Telangana state government in the recent time has tried to rectify the obstacles. As per the survey we have
conducted, it shows that the portal can continue to exist but, with a few suggestions such as, implementation
of help desk, spreading awareness of this portal, surveys shall be held from time to time, and so on. The
Dharani portal has shifted the dynamics of the land revenue administration in Telangana state and with
more efforts and keen focus on improving the quality of this scheme can work wonders and lead us into a
better future.
