DIFFICULTIES AND CONCERNS IN MANAGING PASSENGERS

When a passenger ship faces an emergency, in order to protect the lives of all aboard via their appropriate evacuation of the ship, the crew needs to conduct accurate crowd management of the passengers. Conducting such precise crowd management is very difficult. Regardless of difficulty, however, it remains an absolute requirement. How, then, can precise crowd management be achieved?

DIFFICULTIES IN EMERGENCY SITUATION

1. PANIC, FEAR AND COMMUNICATION BARRIER

2. MOBILITY AND ACCESSIBILITY ISSUES (Limited mobility of elderly passengers, children and those with disabilities and crowded spaces)

3. ENVIRONMENTAL HAZARDS (Fire, Smoke, flooding and waves)

4. COMMUNICATION CHALLENGES (Language barrier and technology failure)

5. COORDINATION AND CONTROL (Level of training and leadership)

6. LOGISTICAL CONSTRAINTS (Safety equipment and evacuation routes)

7. PSYCHOLOGICAL FACTORS (Stress and anxiety)

8. MEDICAL EMERGENCIES (Injuries and illness and presence and absence of medical personnel)

9. POST-INCIDENT RECOVERY (mustering after incident and others are lost)
