Objectives “ History (Background)”: Most of the population found in the world, more than half of the world population, are more or less influenced by the suggestions of the world health organization (WHO). According to the article of Avens publishing group, about 350 million patients are receiving medical treatment with drugs partly or dominantly based on recommendations from the WHO. From another point of view, some writers believe that the WHO is prejudiced regarding pharmaceutical drugs. To ensure such a matter, standard reviews, called Cochrane, are used to inspect the effectiveness of the WHO's medical recommendations. Cochrane reviews are an acknowledgment source in medical fields. In other words, Cochrane is studies of unselfish doctors about the pros and cons of several different types of drugs and vaccines and even non-drug medicine, including a variety of alternative treatments. The outcomes from the Cochrane reviews, which are a much more trustworthy source of information on pharmaceutical drugs than the data from the pharmaceutical industry itself, contradict harshly with the recommendations of WHO in its drug directories. Several medicines listed in the WHO drug directories, such as the WHOs model list of essential medicines, have no significant effects depending on Cochrane reviews since the drugs are useless or even harmful. For instance, cytotoxic chemotherapy has damaging consequences on the cancer patient's survival, as found by Ulrich Abel already in 1991. Another example includes the anti-psychotics or anti-depressants that don't improve the patient's mentality as written in the documents found in Cochrane reviews. In 1988, Halfdan Mahler (WHO director general during the period 1973- 1988) warned the world every day about the pharmaceutical industry that had been over the WHO saying "the industry is taking over WHO". Although the minds didn't believe him at this time, out of anticipation, he was right. Recent scandals, like the Swine Flu scandal in 2009, have shown that WHO unfortunately has surrendered totally to the force of the pharmaceutical industry. Also, some facts were declared during this scandal. On June 11, 2009, the WHO announced that the world faced a terrible and deathly influenza pandemic with a lot of death cases predicted to take place in this disaster. In June and July 2009, action had been taken to try to preserve people's lives as national borders were suddenly closed, thousands of public meeting places in many countries were closed, and millions of travelers were stopped from entering many countries in Asia if they had a fever or a traditional cold. Target / tools been used Many countries started to buy influenza vaccines or anti-influenza drugs and spend vast amounts of dollars which indeed was useful for the pharmaceutical industry. While the world was dynamic in making vaccines and the anti-influenza available for their populations, a scientific media debate started showing that the WHO was accused of the pandemic and supporting the pharmaceutical industry. By the time, it was assured that the WHO knew about this pandemic already before director-general Margaret Chan declared it. This can be seen by the fact that WHO modified the intention of a “pandemic” from meaning “millions of deaths” to meaning a non-dangerous infection that extends worldwide only one month before the WHO declares the pandemic. Target / tools been used The prescribed vaccines and anti-influenza medicines were documented in Cochrane reviews as useless and loading their users with a long list of adverse consequences. It was claimed that the patients who used these medications and vaccines suffered from several effects, including local inflammations, local or systemic muscle pain, and vasculitis. They are also sorrowed from neuritis (autoimmune nerve inflammations), encephalitis, narcolepsy, and other chronic pains. Many public health services have been indirectly affected by the pandemic. In other words, public health services are one of the victims of this pandemic, as not buying this vaccine means the fall of the whole government owing to the close links between the industry and the press. Therefore, the countries bought the vaccines in large quantities: two flu shots per citizen.

Audience Whom will the issue send a message to? The research sends a message to whom it may concern: governments, doctors, and patients. To make them aware of what going on around them. How it affects the HRs and Anti-corruptions regulations and conventions nationally, regionally, and globally? Each year, numbers of people die other than those who suffer as a result of a medication error. The total cost of looking after patients with medication-associated errors exceeds $40 billion each year. it directly affects HRs and Anti-corruptions regulations by the waste of materials and money that could be preserved and used in a more beneficial way. as a result, it decreases the ratio of people that could the Anti-corruptions regulations save.

Message The governments of numerous nations have been sued in court by patient organisations in the years 2011, 2012, 2013, and 2014 for providing people with harmful and useless medication. The world wanted to know if WHO had failed in its role as the international health system`s leader in 2009. However, a year later, the committee's internal WHO report found that WHO had done absolutely nothing wrong. The WHO investigative group determined that there was absolutely nothing wrong with what WHO had done in 2009 after hearing from nearly 500 experts: "WHO functioned well in many areas during the pandemic." The biggest medical scandal in history was only feasible due of a problem with the WHO-system, according to everyone who watched the scandal's growth and media coverage (including The Guardian, Der Spiegel, the BMJ, and a number of other major media outlets). Facts about Influenza Unfortunately, vaccines have side effects. This is because the adjuvants needed to elicit an immune response against `dead' virus particles also elicit a response from the body's immune system. In the end, Cochrane's expert and Poland's health minister turned out to be correct in their criticism from the beginning, saying that the pharmaceutical industry and his WHO jointly marketed untested and dangerous   vaccines and medicines. Despite an international scandal directly caused by the WHO that has caused hundreds of countries to pay billions of dollars and euros for unnecessary immunizations and medicines, and the serious side effects of these treatments.

In May 2017, the Seventieth World Health Assembly noted the report on addressing the global shortage of, and access to, medicines and vaccines and agreed to include the subject on the agenda of the Board at its 142nd session.2 The current report is based on a review of: progress reports on related resolutions from across the Organization; reports considered by Health Assemblies and sessions of the regional committees; work on access to medicines and vaccines by other United Nations bodies, including the report of the United Nations Secretary-General’s High-Level Panel on Access to Medicines;3 and work carried out by partners and non-State actors in official relations with WHO. Attention is drawn to the Director-General’s report on the overall programme review of the global strategy and plan of action on public health, innovation and intellectual property.

Insider / outsider parties’ roles How will world health organization overcome the barriers to tackle for resolving the problem that drugs and vaccines found to be harmful and without significant clinical effect? Access1 to safe, effective and quality medicines and vaccines for all is one of the targets of the Sustainable Development Goals.2 Achieving universal health coverage requires access to safe, effective, quality and affordable essential medicines and vaccines. WHO plays a fundamental role in ensuring access to safe, effective and quality medicines and vaccines around the world through its strategic and normative work and technical support at the global, regional and national levels. WHO supports good governance and strengthening of regulatory capacity, monitoring systems and workforce capacity, and collaborates with a multitude of stakeholders. Increasing access to medicines and vaccines is a complex issue. Although many activities contribute to improving access to medicines and vaccines, there is a need to prioritize and invest in those where WHO has an advantage compared with other organizations and that provide value for money, are fit for purpose, and lead to achievable and sustainable improvements.

Insider / outsider parties’ roles Support increased interorganizational, regional and country collaboration, networking and training on specific topics such as: governance; regulation; quality and safety; intellectual property and trade policies, including action through WHO’s trilateral collaboration with WIPO and WTO; pricing; procurement; reimbursement; and appropriate use. The extension and broadening in scope of the following actions is considered by the Secretariat as having the greatest potential impact on access to safe, effective and quality medicines, with the least complexity and requiring the fewest resources to implement. Engender and facilitate the development of political will at the national and regional levels to ensure the affordability and availability of safe, effective and quality medical products through effective regulation and policy implementation. Consolidate and enhance the Secretariat’s contribution to product development across different diseases, including effective prioritization of research and development needs through the Global Observatory on Health Research and Development and building on the success of existing research and development models such as the Global Antibiotic Research and Development Partnership. Support expansion of the Medicines Patent Pool to include all antimicrobial medicines and patented medicines from the WHO Model List of Essential Medicines.

Analysis and Conclusion What could stop the parties/actors from having its intended effect? More or less than half of the world's population is affected by the advice and recommendations of the World Health Organization. We estimate that 350 million patients - the sick population of major cities in the affluent Member States - receive medical treatment with drugs partially or predominantly based on WHO recommendations. We believe that the World Health Organization is biased when it comes to pharmaceutical drugs. This is evident to us when we compare the recommendations in the WHO drug guides - that is, the 'WHO Model List of Essential Medicines' with the recommendations of independent researchers analyzing the positive and negative effects of drugs and vaccines, such as the example of the Cochrane Reviews. in a way to stop the WHO from having its intended effect summarized in the way that they try to get more money, the governments should support independent researchers that are recognized sources of knowledge in medicine.

Analysis and Conclusion How might the issue have consequences detrimental to the parties' objectives? For patients : Each year, in the United States alone, 7,000 to 9,000 people die as a result of a medication error. Additionally, hundreds of thousands of other patients experience but often do not report an adverse reaction or other medication complications. The total cost of looking after patients with medication-associated errors exceeds $40 billion each year. In addition to the monetary cost, patients experience psychological and physical pain and suffering as a result of medication errors. For WHO: earn unworthy money that came from major consequence of medication errors. it leads to decreased patient satisfaction and a growing lack of trust in the healthcare system.

Analysis and Conclusion How could these potential negative impacts be minimized? To solve this serious public health problem, it is recommended to revise the WHO-system, which in fact has been proven weak to the interests of the pharmaceutical industry Adopt a reporting system . Report the suspicion medicine or vaccine to the National Coordinating Council for Medication Error Reporting and Prevention. patients should be encouraged to report without any repercussions. It is a great learning experience and enhances safety.

Analysis and Conclusion Approach every prescription with caution . There have been many new drug releases in the last decade, and generics with similar names have flooded the market. In addition to having similar names, many of these medications have multiple uses and alternative names. Write down the precise dosage. Distortion of a dose can easily occur when nonspecific abbreviations or decimal points are used without thought. Use metric measures: The use of apothecary measures are now part of the historical archives; weight measures like grains, drams, and minims have little meaning to the modern-day healthcare workers and should no longer be used. Instead, use the universal metric measures that are preferred by pharmacists and practitioners. Provide directions: Healthcare workers who write drug orders and prescriptions should never assume that the other party knows what you mean. Provide clear instructions on doses, the number of pills, and how and when the medication is to be taken.

Policy Recommendations Of course, the issue of limiting the medications or selling medicine with no effect is a nontraditional issue that is made by the most popular health organization (WHO) which is responsible for people's health at first of everything. So, there is some recommendations to limit this issue: 1- WHO must put a new list of drugs which is more effective than the previously put one 2- WHO must also make declaration about everything they do about drugs and medicine 3- WHO must let people know about any company they signed a contract with to make medicine which will be spread in the world 4- WHO must make a plenty of medicine and drugs and give them to all the countries not only specific countries 5- The public and healthcare workers have access to whistleblowing mechanisms to report corruption in the health sector
