Introduction to RTI (Continuation) The modern concept of good governance goes beyond the concept of governance in that it includes, among others, participation, transparency, accountability and seeks to promote the rule of law. It ensures that the political, social and economic priorities are based on broad consensus in society and that the voices of the poorest and most vulnerable are heard in decision-making over the allocation of development resources (UNDP 1997).

Obstacles in the path of RTI Culture of Secrecy like Official Secrets Act 1923, Civil Services Conduct Rules, 1964 (which prohibit communication of an official document to anyone without authorization), section 123, 124 and 126 of Indian Evidence Act, 1872 (regulating the power of the government to withhold information) also tampered with the right to information . Section 2(i) (a) of the Act defines 'record' to include any document, manuscript and file. Public Records Rule, 1997 The lack of uniformity of RTI rules is another blockage that hampering the effective implementation of RTI Act
